ICCD is looking to hire laborers.

We will also hire prisoners, if the nation is willing to transfer them, and will accept a voluntary program that both the nation and the person agree to be hired for the purpose of the program.

INdividuals will be employed for a mutually agreed rate up to $20,000 / year. Exact pay rate will depend on hours worked and programs subscribed to. Basic needs will be provided for including food, water, shelter, clothing, basic medical and dental coverage. For those with families we will provide education for their children as applicable. A special work visa will also be provided on a year by year basis. Individuals may also start the application process for Citizenship if they wish. We are curious as to what sort of work these criminals would be doing while in ICCD. We are more than happy to introduce this to our nonviolent inmate populations, but before we make any decisions ethics must of course be considered.

It depends on their skills and training, vocation etc.. vast works projects are planned in ICCD, mostly construction. The surge in expected construction demand due to a recent act the Structural Aesthetics Act expects that construction work will surge by upwards of 10% over the next two years, creating a shortfall and drain on infrastructure services, potentially causing delays across the board or creating employment shortfalls which will slow economic growth. Skilled employees will be suited to their training where possible. Violent offenders are not an issue, however offences in ICCD by anyone including those taking part in the Program will be held accountable to Dian Law, and may be rejected from the program and face Trial or where accepted expulsion to their native territories. We are willing to accomodate countries which either prefer expulsion or full domestic powers for non Imperial Offences - which would the most serious acts such as attacks against the state, murder of a Dian Citizen, unreconcilable damages to the person (maiming rape etc.) etc.. which are considered Capital.

We will take murderors, rapists, pretty much everything, but if you don't feel comfortable releasing them to our custody that is also understood.
While they will be able to travel the work area they are in. They will not be allowed to leave the Provincia or Colonial Marchlund they are in, which is a large area. Their Visa's will be linked to their files, and breach of the conditions will be considered an offense. In general the program has three main catagories, extension and upkeep of urban areas, development of undeveloped areas, and special class. Most will be construction and all will be supervised, until they pass citizenship tests as applicable. Some other restrictions may apply. Allowances will extend on a monthly basis, that is they will be confined to the Viscounty the first month, the county on month two, the principality on month three and have full access anywhere in the Provincia on month four. Their work placement may change location from one provincia to another, and the same system will be used on each move. An attempt to take only individuals interested in working in another area will be used to make the relimitation of movement as fair as possible.

Foreign travel will not be allowable unless it is a return under the Visa conditions to their native country, or anywhere upon completetion of the term, where travel restrictions are not placed by their domestic country.

So to directly answer your question, mostly construction, but other manual labour. While skilled workers will be given other placements as applicable. Rate of pay will depend on grading and assignment. Where agreed to we can pay the salary direct to the host country, as long as the worker agrees to it.

Any special requests will also be heard and considered.

Additionally we have decided to offer arts and trades training up to 4 hours per day for anyone that would like to take part in the program for free, where available in their area of assignment, or via distance education. This addition will allow for completion of Precollegiate, collegiate and higher arts and trades training. At no direct cost for the basic participation. Materials costs as they exist will be at personal expense. Where they wish to take part in University or College level training programs additional space must be available.

Individuals will also be able to give suggestions and communicate in their areas and address any issues or otherwise as they may exist through civil channels.

------
It should be noted when mentioning medical capacity - this is extenuating mental or health issues which will not impair basic participation in the program.

The Office of Irysh-Finegall Foreign Affairs
The National Academic Advisory Board of the Republic of Skibereen has submitted a request to our office for potential access to your Programs.

The Ministry of Justice, /sub-ministry/ Office of the Minister of Corrections of the Republic of Skibereen has submitted a request to our office for potential access to your Programs.

We note your nation offers a first world status of education.
Typically other nations fall short of the Skibereenian educational requirements and so this is a refreshing change.

Vocational training however is lacking in Skibereen do to certain policy limitations which prevent specific types of construction. We find this lack of available hands on training leaves certain areas of higher education and vocational education lacking in practical experience.

Students being sent to your nation would be ages 14-46(Special request would be made for individuals outside this age range)
No families would accompany
Each student would need to be given one month for every three months worked.

Educational levels would range between vocational construction to Graduate level Engineers.

They would be expected to be worked on broad aspect basis relative to their education and capabilities.

The program appears to offer food, shelter, and work clothing along with healthcare in addition to a salary.

Given the student status we feel the salary may be reduced to a per diem allowance of between 12-100 (Universal Dollars) a day, depending on the age and qualification of the worker.

Our academic interests would be in building trades related to road construction and bridge building, broad concrete works.
Other large civil engineering projects.

The correctional workers dispatched, may fall under the original proposal set forth in your above blanket communication.
