In the Office of His Right Honorable Prime-Executive Leadership, there was pedantic rushing and organization. Nevertheless, in spite of a depraved moment of time to handle what was a plan to mitigate political consequences on an international front, Southeast Asians were inputting their hardest efforts at professionalism. The plan was that a series of confidential state visits. Amongst those, were two states: the Democratic Imperium of Halberdgardia and the United Realms of the Hamptonian Empire, while the Republic of Chechnya was to be decided upon later on.
Why were these states chosen and why were these state visits going to be done at a semi-confidential level?
Well, Neo wished to mitigate the political consequences as a result of the fiasco in Yeltsmin originating from Task Force Structural. He needed to try and restore some faith in the President of the Republic of Chechnya, Ramzan Urmev. He also needed to, in the words of the Empress of the Hamptonians, have “the layers of mystery and misconception (from the Hamptonian mind be) erased”. He also needed to assess the Chief Cabinet Secretary Marcelo Paredes and Lord Phillip Rosecrans, for they held influential positions and were close to the head-of-government and the head-of-state respectively. They also needed to assess him. It was all a wild gamble which would either further solidify in concrete the three Hamptonian officials’ opinions of him, or crack it and change it to a different direction, one more favorable. This also applied to Mr. Urmev. Kenix Kil, the talented Secretary of State under the Kanos Administration now the President of the Democratic Imperium of Halberdgardia (POTDIH), had a favorable opinion of Neo but they hadn’t met. The Prime Minister also needed to assess Mr. Kil and the political atmosphere within the Union's old friend of Halberdgardia. Of course, this series of state visits, while of course public, was clandestine in a sense. Neo wished to keep his top cards tightly in his vest, figuratively speaking.
With time ticking and with luck not exactly on his side, Neo had just managed to finish proofreading and subbing a diplomatic communiqué with his editor. After that, secure arrangements would be made in advance for some degree of preparation and readiness whilst a response was being sent out.

I believe that it is finally time to clarify matters on both the Hamptonian Federal Government’s end of the stick, and end of the stick which the Government of the Union of Southeast Asian Nations holds. Especially at such a critical and dark hour, the ceasefire fiasco in Yeltsmin has undoubtedly made both of our nations’ respective general public opinions falter, if not the Federal Government’s stance on providing more assistance aside from humanitarian aid. Understandably the power plays in Haven are darkening and turning for the worse, and the Executive Cabinet can naturally respect the United Realms’ fundamental desire for security.
However, I still wish to discuss more ways to make sure that the damage of faith in both our respective nations, and in our respective administrations, is mitigated. And, hopefully, have the damage not only reduced, but completely repaired and the relationship is improved upon. I desire for a meeting with Your Excellencies in Obsidia, and shall be transported there via a secure transport mode.

I am terrible sorry for my insensitive conduct at over the telephone conversation. What I said was impolite and rude, and disingenuous. I wish to mitigate and clear up these feelings with a brief state visit in spite of the coming conflict that awaits both of our respective homelands, and hopefully carve out better days for both the Union of Southeast Asian Nations and the Republic of Chechnya.
What do you say to a quick, not-too-publicized state visit in the Chechen city of Grozny, President Urmev? Should you accept, Your Excellency, I shall be there via a secure mode of transportation. I await your response, President Urmev, and hope for a brighter time ahead.

For too long, Your Excellency, that we have only heard and mentioned each other via our colleagues in our respective cabinets. I feel, that given the whole mess from the Yeltsmin bungle, that the damage can be affecting the common Halberdgardian as much as it would the common Southeast Asian. I also believe that the Halberdgardian Congress would be even more divided as a result of the mishap. I believe that a state visit, with some degree of covertness should be used to cover up some of the details of our personal meeting together. Should you accept a state visit, President Kil, would you mind if the Union nominates a secure method of transportation vis-à-vis more conventional transportation by heads-of-state? I eagerly await your response, President Kil.
