Aedifices Parliamentarii
Kensington, British Londinium
0900 hours

Minister of Foreign Affairs Cecilia Belladini walked briskly to the subdued wooden door that led to the Consul's office, her black heels clacking against the hard floor. She smiled tersely at Liz, Sir Alistair's personal secretary, as she opened the door.

"Good morning, sir," Cecilia said as she took a seat on the other end of Sir Alistair's glass desk. She set a thin white binder on the desk and slid it towards the Consul. "Today's foreign affairs updates."

"Tea?" he asked succinctly.

"Yes, please, Alistair," Cecilia said warmly. Sir Alistair picked up a silver tea kettle and poured some Earl Grey into a Byzantine china tea cup as Cecilia continued. "The Soviets have created a new alliance, Wanderjar and The PeoplesFreedom have had some sort of row, and North Calaveras has invaded some tiny little country; I believe it's called Mesotarian."

The Consul's lips pursed as he heard the last bit of news. "With the Sons of Lenin, I presume?"

"Naturally, sir," Cecilia said, taking a sip from the cup Sir Alistair presented to her.

"Action must be taken," he said. "It is groups like the Sons of Lenin that ensure that socialism is not taken seriously by the world." The Consul paused to drink a taste of his tea. "I could crush North Calaveras like an ant. But, it would be too easy. Vengeance is a dish best served cold. I'll bide my time until... oh, what the hell, I'll just crush them like an ant. Inform the War Ministry that yet another invasion is in the works."

"Right away, sir," Cecilia replied.

Official Londinian Communiqué

http://i194.photobucket.com/albums/z259/pertinax201/blflagsmall.png

To the North Calaveran government:

British Londinium is most displeased with your overthrow of the Mesotarian government; we do not look kindly upon behaviour that is little better than state-sponsored terrorism.

With that in mind, the People's Sovereign Republic hereby declares war on your pathetic, penurious excuse for a nation. You have twelve hours to surrender before active combat operations begin. Failure to do so will result in your extermination.

Sincerely,
http://i194.photobucket.com/albums/z259/pertinax201/siralistairdavidsonsig.jpg

OOC: For lulz, here is the song playing at the palace: it's the song played in the restaurant in the film Brazil

Praetorial Palace, Vetalia City

Quiet lounge music from the dining room filtered up to the Praetor's office as he sat reviewing the news from British Londinium, some sort of cheery tune popular in Vetalia these days. A group of military officers were holding some dinner or another for a retiring comrade, and as a good friend of said retiree the Praetor gave them the honor of hosting their dinner there. After saying a few words, he left to deal with the North Calaveras business, having the his effective majordomo, the Proconsul of State, to host the rest of the dinner.

He smiled, knowing that the British Londinians meant it when they declared war on a foreign power...and their wars always meant something good for the nations that were involved. Perhaps there was something in it, a section to administer or another pin to add to the map of Greater Vetalia. Lifting the receiver of the high-security phone to Kensington, he called and waited for the phone to be answered. When it was, he spoke.

"Sir Alistar, It's Praetor Melnikov. I must admit, your recent action against North Calaveras is a bold move, and we support you 100% in this matter. Our forces and our civilian transportation are both at your disposal if you need them to resolve this matter quickly. We could spare millions of men and a thousand ships to take care of this matter, and leave behind a quarter million for occupation.

I'm sure you already know we're looking for a piece of this country after this is taken care of, but we're always willing to lend a hand to our allies."

A small hologram of a young woman flickered to life on Sir Alistair's desk. "Mr Davidson, phone call for you from the Vetalian prætor," it said. "Shall I route it to your office?"

Sir Alistair nodded as he picked up the phone sitting on the glass surface of his escritoire.

"Good to hear from you, Mr Melnikov," he said in his best diplomatic tones. "And how lovely to hear that Vetalia stands behind the People's Sovereign Republic. Yes, any troops you can spare are welcome, though it might be interesting to make the Calaverans think they have a chance at winning. But I'd much rather crush them with overwhelming force. Thank you, Prætor, for your assistance - you can be assured that Greater Vetalia will expand significantly after the completion of Caramel Teacup."

The El Presidenta woke up with his political advisor shaking him. His maid made him English tea and a classical breakfast. "It is merly 7 A.M. comrade, why wake me," Presidenta asked. The advisor spoke ," rumor is that British Londinium is waging war with our allies of the SOL". "Those SOBs, why mess with a superpower with nuclear weapons and a disposition agianst the democracy," Presidenta spoke. "I dont know sir, but your generals want a meeting at the operations room in the bunker". "Fine, take me to there, I want some answers".

The El Presidenta came in with his usual uniform and sat down in his head chair. The supreme commander of Mesotarian forces said ," Sir, war has been declared. We beleive that a nuclear exchange has not occured but a keen eye on the developing situation is required". Presidenta siged and said," lets contact our freind North Calaveras and see what the hell is happening". The Political Adviser dialed the sattilite phone and the waiting music began.

Itaca, Ravea
Watchguard Citadel, Upper Levels

The room was small, even cramped, and the lights were unnecessarily dim. Four shadowy figures sat around a round table taking up most of the space in the room; these four individuals, known as the Knights to those who were aware of their existence, were the true power holders of Ravea, and their stronghold, on the upper levels of the massive fortress-capital of Itaca, was the stuff of legends. Here was where the armies and elite spy agency of Ravea were directly coordinated from, where the downfall of dozens of tyrants had begun.

A gruff voice cleared its throat and spoke haughtily.

"Let's get on with this, gentlemen." A female voice across the table gave a slight squeak of indignation. "And lady, sorry," the first voice said quickly. "As we're all already aware, this mess with the Sons of Lenin have gotten completely out of hand. British Londinium's issued a statement of war, and North Calaveran is likely to be eradicated." Low murmurs echoed around the room. "While it might be overkill, I believe we might as well support British Londinium's operation. There could be quite a bit to gain from all this. Charles, alert the heads of state. We're going to war."

"Wonderful. We can send you 3 million of our troops, including armor and artillery, and an escort of up to 1,500 combat ships, nothing too heavy, but enough to take care of the problem. After the war, we can provide up to 500,000 for occupation duty and we'll probably build a naval base in the region for Northern Command."

"I will get this approved by the Ministry of Defense, a bureaucratic formality, really, and we'll be en route to South Calaveras for movement towards the North by nightfall. "We'll be more than ready to take care of them...

...and if any nation thinks it can use nuclear weaponry and get away with it, we'll unleash hell on them. If needs be, we can authorize full mobilization for use against anyone that declares war on us. I shall go prepare the documents now. Good evening, Sir Alistair."

The Praetor pressed a button built in to his desk. Like the Consul, his office was equipped with hologram technology, and soon the image of a man dressed in the gray of the Vetalian Army appeared. "Yes, Praetor?"
"Marshal, I am planning to send 3 million troops and 1,500 ships off to North Calaveras to aid the Londinians. I take it you can get the paperwork taken care of?"
"It will be stamped in an hour, sir."
"Good, good. That is all."

The image flickered and disappeared. The Praetor reclined in his chair, staring at the domed roof of his office. The interior had been painted with a map of Vetalia, which he had expanded to include various new colonial possessions. I'll have to get that retouched, he thought with another smile.

Understood. We would still like to offer the use of the Authority itself, however; the Authority, in it's true form, acts as a complex espionage and assassination network spanning the entire globe. Such a force may be needed to avoid a possible nuclear exchange; the Authority would strike at heads of states and generals rather than military units and installations. "Cut off the head and the body will die," as it is sometimes said.

Still, it is up to British Londinium to decide what role Ravea plays in this operation. We wish you the best of luck.

Sir Alistair Davidson said nothing as he gazed at the large display at the front of the Ministry's command and control centre. He swiveled to face Elliot. "How soon will our forces be in position to attack?"

"Almost immediately," Elliot replied promptly. "The 3rd and 4th Fleets, in addition to the 9th, 15th, and 21st Legions, ought to reach Calaveran beaches within the hour."

"Excellent," was the Consul's sinister reply. "I do not trust these Calaveran types to refrain from utilizing nuclear weapons. Inform all units that Condition 1SQ has been set - the release of nuclear weaponry has been authorized."

"As you wish, sir."

We don't quite know what to make of this, and will monitor the situation closely. I beg of you however, do not make the same mistakes as you did in Cazelia. The First Minister of Weccanfeld looked out across the Heah River, and admired the view of the city in the sunset hours. Lights were beginning to turn on. It would not be long before the city of streams went into night mode.

‘And to think people wanted to destroy this…’ he shuddered at the memory of the Alestra crisis. It could have been a normal war. But the maniacal leader of Alfegos wanted to sacrifice millions, possibly billions of lives for a damned battleship. But it was over now.

He was about to turn in for the night, when the phone on his desk began to ring. He picked up the phone, and asked:

“Hello, Joahnathon Cromtoan here, I presume this as a SOB?”

“Yes. Sir, guess what? Some damned commies have nukes despite saying they’re not going to have them. Plus, it seems it’s going to be a pushover for the countries that are attacking the nation. A bit of military success should help. And it should show the students the error of their ways. Your call sir.”

Joahn contemplated this for a moment. Another war might mean more nuclear near-misses. But he had been assured that the SDI programme had been tuned up a little, plus MAD was going to offer some reluctance to the attacking nations. And of course, it meant good stories for the populace to be told. And that was good.

“Make the call”

============

The docks of Heahburg saw hundreds of thousands of troops board transports headed for Calveras, and jets flying above. And on a balcony overlooking this, two men were talking. The Field Marshall of the Army, and the First Minister himself.

“I have a feeling that we won’t have to fire a shot to win this, if the NC leader isn’t stupid. Maybe the jet might have to fire a missile or two, but save from that, this should be okay. Did you send a communiqué?”

“Yes. I have a copy right here if you’d like to take a look at it”

The general looked at the piece of paper he had been passed:

Dear North Calveras:

Your recent actions, especially the ones concerning the proliferation of nuclear weapons, have been noted by our government. We do not like nations who throw nuclear devices around like balls, and therefore, a task force had been sent to your nation. Exact statistics have been withheld; however, we can tell you that more than a million soldiers have been sent to participate in the invasion and probable occupation of your country. With are giving you a chance to surrender before we attack, which personally I advise you to take.

First Minister Joahnathon Cromtoan CoH

“Interesting.”

“Indeed. Now, we’re going to be fighting alongside socialists here, so remember, we’re nationalists, not fascists. And don’t go committing war crimes galore either. And see if you can win some big battle. Maybe take a city or something. Something that will make the front page”

“But sir, whatever happens, it will make the fro…”

“I mean, imagining that the newspapers are not owned by us.”

“Oh, of course. It shall be done”

“Make sure you have an escort as well. Cruisers, destroyer, attack subs, FACs, the works. I don’t want the fleet sunk while it is halfway there. You know what will happen if it does”

“Of course I do, very well sir. To war it is.”

“To war it is.”

Out in the Ocean; the moonlight paled down onto the water; a ship The Liberty stood tall against the night it was an old sailing type vessel truly a rarity in the modern age. The captain stood on the observation area looking out at the ocean in its calm all encompassing glory; they truly were in the middle of nowhere. He wore a long dark coat and a flat cap that came down over his eyes.

"Yeah? What is it Ronald" the Captain; Captain Casper Flaming replied in his thick Irish tone

"Sir Orders from the barn; We're to bring them religion" Ronald the Cabin boy or more burly and muscled man replied quickly. The Ship was registered out of South Calaveras by a private investor with no ties to any government agency and all communications were sent via scrambled satellite signal to a nearby submarine and then transmitted via low frequency encrypted FLASH action messages to the ship. In short if NC investigated afterwards it was untraceable to Animarnia in any way and on the off chance the ship was traced it would lead to South Calaveras instead. The Captain nodded and entered his office; opening up a Laptop he tapped at a few keys and issued orders.

As the Satellite started to Reposition itself in the order of things it blew off its covering plates to reveal its hidden and deadly cargo.

Receiving targeting Data for a large Airbase and Naval Port in Mesotarians; with a target lock confirmed; Thirty Two Semi-guided Tungsten Rods were deployed from the Satellite towards its target. The hot pillars of metal were near impossible to intercept and were easily capable of each raising a city block to its foundations; as they screamed faster and faster towards there targets leaving behind a distinct red trail from the extreme heat. The God Rods entering terminal phase deployed Aerfins to altered there trajectories and guarantee target accuracy the targets consisted of Runways, Hangers, Dock Facilities, docked ships, Ammo depots, and Airbase control towers. It was almost a guaranteed certainty that the base would cease to exist; to add insult to injury the Satellite that launched the Rods started to drop itself out of orbit its ammo supply spent it raced towards Mesotarian where it would slam into the capital building at full speed likely to obliterate it and a city block around it along with any evidence...

The fleet en route to North Calaveras was massive, a force meant to so utterly crush hostile resistance that it would not have a chance of standing against the Vetalians once they were entrenched. The command center for the northern naval and army group would be established here and would be used to cement the force projection of the armed forces in the region.

A single dispatch was sent to the North Calaveras government:

We offer the North Calaveras government one chance for peace and one way to prevent the devastation of your land and people. This is nothing less than the complete and unconditional surrender of your forces and government to our forces or those of our allies.

We will immediately disband the NC government and install our own occupation forces in the region for reconstruction and conversion as per our needs. Further demands will be made as we see fit.

Refusal to surrender will result in full military retaliation. This is your last chance to avoid war and to preserve the lives of your people

The ships continued on their course, drawing ever nearer to the foreign coast. All things equal, they would be there in a matter of days.

Kensington, British Londinium

"What's this?" asked Minister of War Elliot Crompton as he perused a live satellite feed of a known Calaveran strategic missile base. "Their silos are opening, as if they're preparing to fire."

"How astute," said Sir Alistair coldly. "They're waiting for us to land troops, at which point they'll detonate tactical devices on the beaches and, at the same time, attempt to overwhelm our anti-ballistic missile systems."

Elliot nodded in agreement with the Consul. "Listen up, people," he said, addressing the Ministry personnel. "Activate all ABM satellites, forthright. Prepare ground based missile defence systems for immediate action. Focus our defences around Kensington, Montparnasse, Glascovia, and Argyll - but don't fucking skimp on the rest of the country."

Crompton then picked up a red phone sitting on a desk nearby.

"Strategic Rocket Forces, this is the Minister. Authorization from the Consul to fire at designated target list...No, don't have mercy...Yes, I'm aware that many nukes could be considered overkill. Call back once all missiles are launched."

As the Minister hung up the phone, the room suddenly was illuminated by a ghastly blood red glow as a vaguely melodic, feminine voice ominously stated, "Condition 1SQ has been enacted. The release of nuclear weapons are under away."

The front display showed twenty-seven thousand flashing red dots flying towards North Calaveras - each of them representing a separate nuclear missile.

The room was at full aleart. Combat simulations were being run on the mainframes and being displayed at a few consols across the room. Grand Admiral James E. Rockenbach was in the back office with the big window overlooking the main room. He heard of the incident with North Calaveras forcing a small nation to change their government and join an alliance called the 'Sons of Lenin'.

He then turned to the assistant who was standing to the left of him.

"I want a full status on the conflict, in my office, and I wanted it damn well 10 minutes ago!"

He then turns around and walks out the back door, back to his office down the hall.

"Come in."

Rockenbach walked in. He just came from his office with the latest intel on the situation developing with North Calaveras.

"Sir. Battles have begun between North Calaveras and British Londinium. The 4th HAVOC Fleet is roughly 4 hours away as it was already near Mesotarian. I've sent them new orders to prepare for anything out of the ordinary, and if needed, they'll be ready to move towards NC. A large squadron of Thunderbolt's are being prepped for launch from the carriers in the group. They can be our forward assault group."

George looked down at his desk and then looked back up at Admiral Rockenbach.

"Alright. Divert the 4th Fleet to the region. I want them on high aleart. Give the Admiral of that fleet full authority for anything that occurs. I don't want any more decisions to be brought to my attention from now on."

The Praetor received word of the strike within minutes of its occurring. As a precaution, the SRF's mobilization level was upgraded and ABM satellites put on alert for any potential counterattacks from NC allies. He had personally taken cover in the bunker system below the palace, an incredibly luxurious and highly safe compound built in years past to protect against a nuclear strike.

"Sir, we're getting reports of a massive nuclear strike in North Calaveras...British Londinium appears to have glassed them. 27,000 warheads were detected by the SRF."

"Well, what to do...there's no chance in hell the North Calaveras government will keep fighting, even if they survived the blast. Get me the phone to Alistair."

"Yes sir"

"Alistair, this is Ivan. What happened over there? I have to admit, way to take care of the problem, but it's going to be damn dangerous for anyone near that area for a while. Still, we're patient enough to clean up that plate glass...I guess we'll just have to be careful for a while. I can spare plenty of forces and protective gear to clean the place up, but I wonder just how dangerous fallout will be for South Calaveras.

Oh well, problem solved is problem solved. We'll start unloading forces in South Calaveras and then send some cleanup crews and radiation-shielded troops to survey the area and get an idea of what's left.

And I thought we were really overkilling them...ah well, what's done is done."

The Praetor smiled again. Not only did they win the war, but they won the war without losing a single soldier...and all using BL weapons to boot. It was going to be a good week.

Animarnian Strategic Weapon Deployment Monitoring Command was quiet; it was essentially an easy job for junior or retiring officers to either ease them into the armed forces or out depending on position and age. Today; it was the former as Junior Office Janice Archwright was sipping a cup of freshly made coffee playing chess with her fellow officer Jack Kent; it was then out of the blue that every klaxon in the base went off into over drive as the Display lit up like a Christmas tree. Literally thousands of red Dots; twenty seven thousand if you were so inclined to count them all headed towards NC.

To say Janice's jaw dropped would be a vast understatement; This was only the second time she'd seen an entire country get glassed off the map and she watched with awe as NC disappeared under a wave of nuclear fire. The satellite image blinking out briefly from the mass EMP and frying 3 Surveillance Satellites in the area; the image returned when an unaffected Satellite brought the image back on line.

A lone F-35 jet streaked over the Calaveran skies, in which the spectres of death still loomed, embodied in the wraithlike mushroom clouds sprouting from the destroyed remains of the nation's once bustling cities.

"No perceived enemy air traffic," radioed the pilot over Act III, Scene 1 of Turandot, his favourite opera. "I repeat, area seems to be secure."

***

An hour later, several AC-130 gunships flew towards the Calaveran capital, one of the most heavily hit areas. Anxious gunners, clad in radiological protection suits, scanned the environment with their Gatling guns.

They flew in formation over the city, as loudspeakers mounted on the tailfins blared a prerecorded message.

Attention, attention! This is the People's Sovereign Armed Forces of British Londinium. We mean you no...additional...harm. We wish only to assist the survivors of the nuclear strike.

We will be landing at the city airport. Please report there immediately in order to be evacuated to a safe location.

The British Londinians were not alone in their hunt for survivors. Hundreds of helicopters from the Vetalian carriers were launched to hunt for survivors, shielded against the intense radiation. It would be several weeks before they would even risk sending shielded ground troops in to the area, and for now the goal was to find anyone left and immediately airlift them for treatment.

However, the devastation was complete. Few, if any structures remained and the land was utterly destroyed by nuclear fire. Hope was slim for any survivors.

By order of the Vetalian government, we are now the legitimate administration for affairs in the territory alotted to us in the peace settlement with North Calaveras. The government has pledged $50 billion per year in nuclear cleanup and environmental restoration funds and we will be responsible for managing the civilian and economic reconstruction of the country.

Open Declaration:

The People's Sovereign Republic is aware of Article III of the UFAN charter, and is in full compliance with it. The article states that "if a UFAN Member has solid, clear, consise and unbiased evidence to suspect they shall be struck by a WMD within the near future", the release of nuclear weapons is permitted. Satellite intelligence (http://forums.jolt.co.uk/showpost.php?p=12958227&postcount=49) indicated that Calaveran missile silos were opening and preparing for launch against targets with British Londinium. Coupled with the activation of their ABM network, which we took to be done in anticipation of retribution upon the release of Calaveran missiles, I feel that we were completely justified in our release of nuclear weaponry, and have not violated the letter of Article III.

We have also not forgotten the innocent civilians in North Calaveras. Aid programmes will be launched immediately; however, foreign aid workers must receive permission from the Proconsul of Calaveras Londii to enter the Londinian sector if they value their lives. I speak on behalf of my nation and the peace-loving world when I say I cannot believe the magnitude of the attack on North Calaveras. To put things in perspective Consul, the attack registered a 3.8 on the recording station in St. Andrew's Richter Scale. Said station is 1200km away from Calaveras. We had hoped that his war would be fought conventionally. Failing that, we had hoped that any nuclear strikes would be tactical in nature. We did not expect glassing. The issue of the colony we requested is now irrelevant. Whether you wish to give us land or not, we will aid the people of Calaveras. The President and the Chiefs of Staff watched the satellite feed impassively, as flashes of light and fire consumed Calaveran cities. The video cut off abruptly in a buzz of static. The President leaned back in his chair and rubbed his eyes.

"Well. Well then."

"Sir?"

"Oh dear."

"You got that right," muttered General Avery, commander of the Strategic Missile Forces. "We don't believe there is any apparent threat to the Federal Republic, but we're stepping up our alert a bit, just to be safe."

"Good-oh... well, that's what happens when you launch first-strike nukes. Two nukes, for crying out loud. BL is up to its old tricks, but I can't really blame them for this one. We would do the same."

Avery raised an eyebrow. "Two nukes. Would we, sir?"

"Perhaps not," allowed the President. "The Londinians are overzealous as always, but if you judge by Hamilayan military doctrine, they're well within their rights. Pity about the civvies, though. Poor bastards."

Air Chief Marshal Chartrand, Avery's superior, shrugged. "It's always a pity. Not much one can do, is there?"

"Indeed. It would seem that people are getting rather annoyed with the Londinians, though. Perhaps we should draft a statement. We are supposed to be allies. Fletcher?"

The Foreign Minister grimaced. "Rather distasteful, glassing. Still, we can't encourage upstart little states lobbing nukes here and there. Yes, I can do that."

"Make it so. General, what about an imminent nuclear threat to British Londinium? Should we back them with our missile defences?"

"You'd think so, but no. Perhaps later. However, I don't see why we shouldn't offer them the GSMDP, if we're drafting a statement anyway. Minister?"

"Yes, I'll put that in too."

IC
Official USSW Communique Re: Defeat of North Calaveras by Massively Disproportionate Nuclear Preemptive Strike
I won't lie; the law is as inconvenient as it is necessary, people. According to the Articles of the United Federation of Allied Nations Charter that I have inquired with Kensington about this night, they seem to have had some justification for a preemptive strike.

Note that I say 'some', since what has been disclosed to me could be as consistent with a silo-based ABM system as preparations for a nuclear strike. Indeed, my nation operates just such a system even now; although our silos open quickly enough to be ready for use only after valid incoming ICBM threats have been detected with high confidence in our surveillance measures' accuracy. Hence, I sense two nations may have let the situation run away with them here; rather than grasping it and acting sensibly as is the duty of statesmen. Above all, I must strongly emphasize that the lengths to which Londinian preemption went are in my mind abhorrent; even if, in letter-of-law terms, capable of justification given the right arguments in the right time and place to come.

Still, war itself is merely various kinds of state-sponsored death; each as abhorrent as the other to any sane person. Hence, before I indulge in talk of sanctions, I must ask the Proconsular Office of Calaveras Londii to allow Wagdian civilian aid workers, plus military security and NBC-recon specialists into the area. This way, we can help the survivors remain so and deal with the repercussions of this horrific conflict when that time comes; as, assuredly, it shall.

Colonel Aaron 'Aragorn' Ellington of I Fighter Wing, First Red Army Air Force was really not liking his tac-callsign now. It was supposed to denote his resemblance to the character, but what he had to do if he read his orders right seemed more for Boromir or the like. Ah well. Ellington knew there was nothing for it until the Party bigwigs sorted out just what to do with their latest inconvenient choice of an ally. "Attention North Calaveran Airliner, please state your business. You are trespassing into a military air route being used for a humanitarian aid mission. State your business please, and this can stay friendly-like; over?" His Southwestern-style drawl could put people at ease often enough, which he was aiming for in spades now what with it being needed like nothing else.

He lumbered his FA-15D Cardinal, already on its second midair refuelling, into position. Wagging his wings to get the pilot's attention visually, Col. Ellington left nothing but his twin 30mm cannons armed; if nothing else, he was going to show the Londinians proper control-of-force measures. Of course, his thoughts ran to the other end of that now. Tell that to the Calaveran survivors; I'll bet they're mighty pissed right now. The transports airlifting in the medical and recon and MP battalions to the various Londinian-permitted bases were about to land, and any 'incidents' had best be dealt with quietly before the prudent fighter escort I Wing had drawn duty for would need to head back home...

Maj. Steven M. Preston, callsign Demon, had just finished escorting a C-5 laden with men and supplies to it's destination at what was left of Kashingrad International Airport when he saw the Wagdian plane attempting to get the airliner's attention. Manuvering his own F-35 into position, he wagged his wings to get both the attention of the Wagdian and the wayward airliner. After a few attempts to find the other pilot's channel, he was successful. "Comrade, this is Maj. Steven M. Preston, callsign Demon. Have you been able to get the attention of that airliner? It seems a bit suspicious, a civilian jet operating after something like this. Recommend you keep an eye on him Comrade, he's probably just lost but you never know."

Meanwhile, in the city of Kashingrad, the UFAN Rapid Response Force was unloading the plane. They were clad in HAZMAT NBC gear, and the radiation meters were clicking nonstop, registering as much radiation is the inside of the Chernobyl reactor. The soldiers were formed up and set to sectors of the city, now more a pile of rubble than a city. Meanwhile the civilians would work setting up a decontamination station and aid center for any survivors. While the troops had brought along meals and water for 100,000 people, they did not expect to find nearly that many. The Londinians had been as ruthless here as they had in Cazelia, causing many a hardened veteran to weep at the ruthlessness of the attack. This would be a long day.

How did I know it? Still, Col. Ellington had his duty. "Sorry, but negative Marathon 1. We can confirm Prestonians, friendlies to us both mind, are operating at Kashingrad Interational. Please switch to your secure channel at this frequency..." Ellington datalinked the frequency to Marathon 1 so as not to broadcast it in the clear.

Col. Ellington was glad to hear Demon. "Read you five-by Demon; this is Aragorn, though I must say I don't feel like a King today..." That was for sure. "This boy's supposed to be switching to this frequency," He datalinked it again to the Prestonian fighter, even as the nine other Cardinals in Col. Ellington's 1st Squadron, I Fighter-Strike Wing also took position farther out. "That way, I can get what needs doing done without anyone getting all nosey. Can you switch?" And again, Ellington waited.

Below, the scene awaiting the first NBC recon battalions rolling off their An-225 transports' monstrous ramps was like stepping before the gateway into Hell itself. Kashingrad was indeed a wasteland, and although meals for fully one-million were to be airlifted in ASAP the odds of finding that many diminished rapidly. "Still, gotta' try..." Major Bob Vartin began to set out in his DOZOR-B NBC-recon vehicle, radioing to the Prestonians, "This is Hotel-Two-One-Charlie-Hotel-Echo-Mike Lead; requesting any and all hot zones to characterize and flag for avoidance, or survivor zones to characterize. Over?"

The medical personnel were already landing behind, and Maj. Vartin didn't envy their task one bit. Their job was, almost literally, to keep the walking dead alive to the furthest extent of their mortal power. But all the same, it had to be done; everything UFAN stood for commanded it.

Somewhat shocked that there were any survivors, the team leader shouldered his gun and attempted to reason with the Calaverans. "Stand down, we're not with the occupation. We're here to rebuild, the rifles are just a formality. By the way, I'm Sargent Nikolai Romanov. Would you guys mind accompanying us? You know your territory better than we do, it would speed things up a bit. Also, we've got an aid station set up at the airport, in case you want a hot meal or a shower."

"Roger that, I'm switching over now," Demon said as he changed his frequency. "Damn, what a wasteland. And to think at one time I fucking trusted the Londinians. Heartless bastards," he said, with a voice that was half anger, half sorrow.

Meanwhile, the commander of Prestonian UFAN ground forces had gotten the message from Maj. Vartin. "This is Maj. Dominguez, commander of the Prestonian UFAN RRT. We have confirmed survivors in the north and east quadrants, but to be honest I don't know how long they'll hold out. Classic radiation poisoning. I'd say anything south of the mall is no-go, we're getting readings off the scale there. Also be advised we are taking some resistance from Calaveran soldiers, they seem to think we're with the occupation. Tread carefully, over."

"Beautiful." Ellington, like many in the Wagdian military that night, was glad something was actually going right for once. Now to help it along... "OK, as I said the Prestonians have Kashingrad International as their base; and we're operating with them. Now this isn't what I'd really like, but we may have to take your leaders into protective custody until we figure out just what we're going to do with those paranoid types over in Kensington. We can't rile 'em up before your people are even gathered up and treated right, so we can't let you have any 'official' exile or so. But in our custody, you should be safe from anybody trying to blend ya'." He didn't know if that would actually be done here, but given how far British Londinium had stepped yet he simply couldn't help the thought.

Preparing to turn, he asked of Marathon 1. "OK, we're ready to escort you on final to Kashingrad International. Just make to land and we'll follow you down, OK?" Hopefully, this could all be resolved yet as the medical teams began setting up shop down below.

With everyone safely down, Ellington figured he'd done a good job for now. My boys can fuel up and get to home while some other squadron pulls this patrol, and hopefully these MPs can keep this on the DL. Now, he could only watch.

Major Richard Teigh walked up to the plane and waited. The sound of the doctors setting up their hastily-erected field hospitals on unused parts of the tarmac drove home just how ramshackle the situation here forced things to be. "I just hope they can keep things sterile..." He figured while whispering to no-one in particular that the medics could, but then again he was worlds away from them in specialty even if in the same Army.

New planes also dropped off civilian medical personnel to aid the Medical Corps types; by the thousands since this op needed everyone that could go, and that was that. "And the Colonel in charge of this Task Force with only six-thousand MPs plus NBC boys to keep this running. Great..." With that, he returned to attention and awaited the Calaverans to take in.

"Greetings comrades." And no, he didn't mind using that phrase now; whatever the Londinians might think if they overheard. "I must inform you that as allies of British Londinium under the United Federation of Allied Nations, I am obliged to take you into our custody since we're technically at war here." That sentiment stuck in his throat, since he remembered since his lieutenantcy the various times Wagdog had tried to keep NC stable and independent, most of which failed thanks to this nation's supreme talent for... well, 'angering others' as most would say; but he was able to continue.

"If you may please come with us, we'll make sure you're well accommodated in these few remaining hotels..." He nudged his head towards the Task Force HQ that had been set up in a hotel formerly servicing Kashingrad International Airport passengers or arrivals. "And that you remain in our custody until we've determined that any transfer would be appropriate or not. Basically," Teigh went informal now, "Come on in. There will be guards and yes, they will be armed; but this is what we in the Army like to call a 'McGuffin Solution'." He knew that would please General Pierce, Wagdian Red Army lore having already near-immortalized the Colonel Rose McGuffin who'd secured Pierce's surrender back during her time in Seventh Army; without a shot, and in a way that at least briefly secured the country's independence back from under The People's Freedom's noses.

Shrugging his hand in the direction of the hotel-cum-HQ, Teigh awaited the officers' reply. Not that he doubted what it would be, considering their position as even a blockheaded MP Major could; he just wanted to get this show on the road as quickly and quietly as possible so the real work of the aid could get going.

They followed the Major

Pierce smiled remebering Rose: What has become of her comrade? Is there a chance i could see her again?
Maj. Teigh smiled momentarily too, for the flame-haired Colonel was a legend in the service. But it faded as the truth hit home. "No, she transferred out of her unit in Seventh Army long ago, and I haven't heard of her myself since; went into some real black-ops type stuff from what I know. All that secrets and living off the land and stalking around stuff; scary man, I'm just a cop ya' know?" You didn't have to be fearless around someone, or even their legend, to admire them after all.

Taking them through the remarkably-intact hotel entrance, the lobby having been commandeered by the one Staff Battalion sent to oversee this little operation way out where, Teigh led them up to the middle floor. A precaution against any assault from either below or above, which given the eerie pronunciations from Kensington that scuttlebutt had made ten times worse seemed a good idea in spades. At rooms 407-410, he watched as a full squad of twelve MPs at various points on the floor saluted. "Here are your accommodations folks; just step on in and get comfy, we'll get your baggage up by the supply people before too long and set to guarding you."

Knowing that they'd accept, he went to the squad commander Staff Sergeant Miguel Ansaldo and ordered, "No transfers are to occur for any reason without Colonel Dergrast's approval, understood Sergeant?" Dergrast was the staff officer in charge of the relief operation, and generally a capable officer even if clearly a desk-jockey by nature.

After the guard saluted, Major Teigh felt safe in returning below to resume commanding his particular battalion's larger operations. The ambulances were starting to move out towards places the NBC recon guys claimed survivors were, and so they would be needful indeed; as would MP vehicles to protect them from any survivors who might turn hostile. The big machine that was Wagdian aid to North Calaveras had begun in full swing, and hopefully more would be found than seemed likely.

Also, more rumors were flying about that aid to South Calaveras was imminent, although the civil war in The People's Freedom would make that chancy until SC's political alignment became known. All told, Wagdog might be best off sticking to NC aid for a while. Especially since hope seemed to be just sprouting again there, even if through very dangerous ruins yet. We could use more good news like what we managed here in my outfit just now, ya' know General Murphy sir? Leaving that thought to himself, Teigh stepped into the elevator and went down to where he was needed.

It was an amzing delicate morning where this makeshift hospital stood. The landscape was beautiful. The city was in site, Presidenta could see all of the lights turning off for people to take in the natural Mesotarian sunrise. Undeniably, the smoke column from the downtown government buildings was horrible to watch. Presidenta stared at the city, and saw his airforce move quickly over the city on their emergency patrol. "Is the supreme commander here," Presidenta asked. The Political advisor answered ,"No, he is dead". The Presidenta was immediatly enraged and ordered his advisors to main militry base just outside the city.

As first buisness, The Presidenta asked for a moment of scilence for the supreme commander and to all who have died in this bombing. The Presidenta began to speak. This bombing is an outrage! We will not accept forein aid from those countries promising to rebuild North Calaveras. The new supreme commander asked ," Sir, is it time to hit back". Presidenta answered "Maybe, but if North Calaveras did not launch a retalitory strike we will not either. Commander, undo the panic button and let the country continue to fix its internal issues. Political Advisor, find the leader of Calaveras and tell me if he suvived. Oh, and call the embassy for British Londonium. They will answer to me for what they done to Calaveras. Smoke was still in the air as the fire crews were barely bigging to control the fires. He looked at the police line with almost a hundred people gathered trying to get through to see if their loved ones survived. He continued to walk towards his pallace. Soot covered the buildings and the streets were flooding with water from the hoses. He quickly arrived at the blast site seeing a huge crater and some ruins of his ex-pallace. By then, everyone saw El Presidenta and were cought by suprise. He went up to the fire cheif and asked if he could see the remains of his pallace. The cheif answered "Im sorry Sir, the area is too dangerous". Seeing enough the El Presidenta got back into the cab to return to the command center. "What do you mean?"

"They've declared Kashingrad a UFAN protectorate. That's in our fucking sector. Get your troops in there now. You know, the North Calaverans haven't technically surrendered. Kill anyone who resists...humanely. Firing squads will have to suffice."

"Right away. They'll be suited up and ready to go within the hour."

Kashingrad
Calaveras Londii

An unruly horde of steel landing craft cruised towards the Kashingrad port. As they landed, their doors opened, falling to the ground with a slam and a crunch. The city was a wasteland. Buildings had been vapourized in the blasts. Fires still raged, though, greedily consuming the meagre resources left to the Calaverans in the area. In many parts of the city, the only noises that could be heard were the wind blowing and Londinian tanks crushing glass and bones as they broadcast the same message, over and over:

Attention, attention. This area is now under the jurisdiction of the People's Sovereign Republic of British Londinium. You answer to us now. Resistance is futile.

The two hundred thousand Londinian soldiers, all clad in sophisticated NBC gear, meant what they said. The slightest hint of rebellion or discord would be put to an end, an end surely involving a bullet in the head.

Helicopters flew over the radition and debris land. The heavely renforced machine started to come up on the city of Kashingrad. Suddenly they got a message from the Commander aboard the small fleet carrying fleet Zackaroth had sent. " We are getting messages indicating that city is under UFAN control. But that clearly in the BL district. We shouldn't be in any trouble though since we got permission from the Londiniums and we are in the UFAN. Just keeping you update, over and out"

The copters flew out what was left of the city. " Oh my god" said some soilders while others prayed to there God. Not even the nuclear strike on Zackaroth a year ago was this bad. Imagine cleaning all this up. The city that was hit in Zackaroth still wasent safe to live in.They couldn't imagine how long it would take to clean this mess up.

After finding suitable spots to land the helicopter unloaded the men who formed groups. There where about 300 men total, all in hazmat gear. The radition dectors beeped like crazy causing some others to turn it off since you knew there was radition around from the collective beeping. Groups started to move out and comb the city for surivors while another big group stayed at the landing site and created a makeshift hosptial and care center. The soilders could already tell this was gonna be a long day.

General Government of Vetalian Calaveras

On behalf of the government and armed forces of Vetalia, we will begin to detail the future plans of our occupation in the region. As the country is still highly irradiated, we will introduce forces and civilian populations gradually to ensure the utmost safety of our men in the field as well as the most productive economic environment for the continued growth of Greater Vetalia. The schedule is as follows:

2020: 10,000 troops and 200 ships
2021: 20,000/250
2023: 30,000/300
2025: 50,000/400
2027: 100,000/750
2030: 300,000/1,500

We estimate that tolerable levels of radiation will be possible, based upon funding of $50 billion per year in rehabilitation expenditures as well as natural decay rates, for our territory within 10 years and as a result schedule the full deployment of our forces at that time. Civilian populations will be permanently established starting in 2025 and unlimited immigration will be authorized in 2030. After that point, military deployments will be held at 300,000 troops and 1,500 ships unless a security change requires adjustment.

Within hours of the division of North Calaveras, the fleet began to break up and the forces not committed to the occupation began to sail back towards Vetalia. The remaining fleet, including the supredreadnought Solovey, which served as the command center for the General Government, held its position as the first units made their way to the coast equipped with the first month's worth of cleanup supplies.

10,000 soldiers backed up with light patrol vehicles and helicopters donned radiation gear and headed towards the coast, making note of the radiation levels along the way. Having already been scouted, they deployed at a point designated as ideal for the future capitol of the region. Working six-hour shifts at a time, they began the arduous process of decontaminating the land. However, to this end, they had several highly valuable bioengineered weapons in their arsenal in addition to the heavy equipment and caravans of trucks for shipping poisoned soil out of the country for disposal.

The first was a fungus bioengineered to use radiation as an energy source for growth, which was released in to the desolate environment to help reestablish an ecosystem. The second was bioengineered bacteria and algae, seeded in to the coastal waters and repaired waterways to help eliminate radiation, revive water ecosystems, and help existing organisms acquire resistance to the radiation. Lastly, nanobots were deployed not only to map out radiation levels but also to help remove toxic compounds from the soil for future replanting of vegetation.

The Vetalian cleanup crews could detoxify roughly 1 square kilometer of land a day, a rate which would increase as the environment was restored in the cleaned areas. Ideally, the government wanted to begin construction on a secure government compound, port, and airstrip at years end, at which point roughly 150 square kilometers of land would be cleaned. The goal was to have total recovery in a decade or earlier.

I suggest you guys leave cuz it is crazy stats right here. NK is probably leveled below sea level right now, so yeah...Though dont be harsh on BL...It seems to me like BL would have had to launch the first strike. Offshore Kashingrad

The aging Nimitz-class aircraft carrier was a bustling hub of activity, despite the fact that not a single aircraft was assigned to the vessel. Instead, the vessel served as the platform for British Londinium's mass decontamination efforts in Calaveras Londii. Even as highly advanced nanomachines attempted to purge the countryside of the radiological demons scouring the land, they would be inefficient in cleansing a human body. And, thus, a slightly less refined method was used.

Refugees brought from the mainland via patrol boats were lined up along the flight deck, where military police stripped them down, burned their clothes, and herded them into several dozen communal showers, where a special blend of chemicals would reduce the radiation carried on their bodies. Then, the Calaverans were given white Tyvek jumpsuits and placed in the hollowed out interior of the ship, which had been converted into little more than a brig.

Once the survivors had been decontaminated, it would be time to make them pay for their salvation - with five years of manual labour in the Tasmanian penal colony.

It was chaos in the south. Police and military forces were struggling to evacuate as many people as possible, but they knew only a few million would be able to be evacuated before the radiation came down and made Southern Calveras inhospitable for hundreds, if not thousands of years. TPF had paid for hundreds of commercial airliners to evac as many people as possible, in addition to military airlift planes were also evacuating. Freighters were stripped of cargo, given food, and jammed full of refugees. For those unable to escape, police and military forces converted the subways into fall out shelters. They stripped supermarkets for food and got beds. NBC suits were flown to them, along with iodine tablets and de-contamination showers and fresh water and water filters. The military would lead these fallout shelters, eventually TPF and others would come back for them, but it could take months before this was a reality. Other groups took refuge in schools or their own homes, stocking up on food and weapons. It was a tragedy. Government sources estimate more than sixty percent of the people would die, the subways could only hold so many people. A call for help was made to other nations, they had just a day before the radiation arrived, and TPF wanted as many people to be evacuated as possible.

We have heard your call for help, and will gladly answer. 1 Amphibious Landing Fleet of the Barronian Nuclear, Biological, Chemical and Radiological Corps is en route to South Calaveras, and will provide shelter and decontamination to those you cannot.

Along with this fleet we have sent 10 5000-patient ex-aircraft carrier hospital ships, which contain enough deck-room to land small aircraft, which will be available for both ours and your aircraft.

Several freighters are also accompanying, with space to return Calaverans to either Barronia or TPF.

We are expected to arrive with in 12 ours owing to the original location of the fleet - it was maintaining observational operations during the warfare, well out of the way. In the event that we cannot make it in time, our troops are well-prepared for any eventuality - our ships are equipped to withhold throughout all kinds of attacks.

"Aye...sir."

On the deck of the BMS Scutum, 15 helicopters could be seen preparing to take off. They were within range of South Calaveras now, and the Sky Lord helicopters were loaded with troops, medics, supplies, and most importantly, shelters.

One by one, the helicopters left the deck. Across the way, on another 15 ships, the same thing was happening.

In all, almost 200 helicopters thundered across the sky to SC, a landing zone pre-designated.

---
A shot rang out.

"Ladies, Gentlemen, QUIET! We're here to help you, but we can't do shit if you won't shut the hell up! Now, I need you all to proceed to these men in an orderly fashion, who will place you in groups of twenty, families together, and you will be decontaminated, and clothed.

Some of the citizens murmured. "But we have clothes!" One cried out.

"Excellent point sir. However, if you stay in those clothes, you will die. Now, like I said, an orderly fashion. These gentlemen in the white suits are here to group you, in the grey will wash you, and in the black, clothe you. The gentlemen in the yellow will shoot you if you cause trouble. We're trying to get as many civilians out of here as we can, do not fuck with us."

From the air, all that could be seen was rings of grey surrounded by rings of grey, as helicopters circled the tents. The helicopters themselves were being sprayed down with DeconRomeo, a nano-particle based beta- and alpha-absorbant. However, a more thorough method would have to be used for humans.

Sprayed down in a chemical bath, they were given suitable clothing and were set in a holding area whilst helicopters were prepared. Eventually, planes began to land, and were sat on the dirt by the dozen. Soon the refugees would be packed off and sent to hospital ships for further decon.

Kash stopped and didnt: What the hell is going on here?!

The naval transport pulled up the Type 45 destroyer LVS Suicidal Insanity, which housed the Proconsular Office for Calaveras Londii, or the Londinian sector of North Calaveras. The Communist Party officials were locked up in the brig, but Kash was escorted by a military policeman into the Proconsul's office. The elegance and trappings of high society that defined Lætonius' office stood in sharp contrast to the bland, utilitarian decor of the rest of the vessel.

"Ah, you must be Mr Kash," the Proconsul said with a smile. "Proconsul Marcus Lætonius, at your service. Would you care for some tea?"

By now, most of the refugees have been decontaminated with warm water. Road blocks were created to block and lead refugees into meeting areas. The city park was designated as the shelter area. Tons of supplies were in the process of transporting to the city as most of the refugees spent days trying to reach the shore. Patrol boats were confirming at least 500 ships have arrived and more are comming. The nation was beggining to be informed by this. Shelters basicly made out of wood were made with the same room. "This is just the begging", the mayer said in his office watching the refugees stuggle to walk through the city streets.

There are also shelters in the countryside that need to be evacuated by helicopter and school and office buildings, and... ah fuck, its a mess. Sorry for my language. But I can't believe those bastards would do this."

"Damn...dozens? Hell, send 'em this way. We'll take 'em. We'll divert helicopters into the city, the planes can handle more than this. We'll drop in more supplies for here, get another series of decontamination zones set up, and I daresay the airforce won't mind helping out with the evacuation. Now hold still" he motioned to a half-dozen soldiers who sprayed the Captain and his men with decontaminant, before slapping stickers on each of them.

General Government of Vetalian Calaveras

As per our plans for the reconstruction of our portion of North Calaveras, we have made the following map detailing the layout of major cities and infrastructure in the territory. This map represents the definitive 10-year plan for this region and all construction efforts will follow it as practically as possible.

Map of Vetalian Calaveras (http://s14.photobucket.com/albums/a335/shaddamIV/?action=view&current=northcalaveras.png)

Further plans for the capitol, known as Melnikova, will be detailed with the start of the city's construction at year's end. Further questions can be sent to the new Viceroyal Praetor, Vladimir Batalov, whose government will formally take over from the interim administration at the start of next year. Any any questions regarding the sovereignty or administration of the General Government can be sent directly to the Ministry of State or Ministry of Defense, or if the matter is urgent it can be sent to the Praetor directly.

Take into mind that you may have to share a stateroom with more than one person that you may not know, suites will have multipule people, and verandas will be reserved for families. We demand that the Calaverans currently imprisoned be given a fair trial or released. You have 90 days to comply. If you should fail, we will place a full trade embargo on your nation. In addition, we intend on calling for your permanent expulsion from the GUSN. Your actions are an insult to Socialism and civilized governments and will not go unpunished. You may have extinguished the lives of 700 million people Mr. Davidson, but as long as I am in any position as a world leader, you will not get away with it. "So, looks like NC lost the war, if you call this a war, more like a genocide." said General Heart. He turned to a messenger and said" Get more men here now, I want cleanup crews and a army now! and prepare the nukes, if BL plans to kill the rest of the NC people we will give them hell."
A few miles away General Heart saw 5000 fighters, bombers and transports carrying rescue crews and cleanup crews and troops, Greal had already arrived at the area, first Greal troops put defensive positions in the places the crews were going to be cleaning up.

Emperor Nero
13-08-2007, 18:42
With all the recent fuss, Emperor Nero decided now would be the perfect time to settle an old grudge with British Londinium.

Without so much as a public statement, declaration of war, or even the most minor of threat; five Ohio Class Ballistic Missile Submarines were being routed to various positions surrounding British Londinium. Most would be assuming positions three to four thousand miles off British Londinium's coasts.

For the time being, they were operating at their top speed of 35 knots. As they grew closer to their destinations, they would slow to their "silent running" speed of 20 knots, and commence their attack run.

While attacking with a handful of submarines would hardly produce the same results as 27,000 ICBM's, a limited submarine strike did offer one advantage.... deniability. With all the anti-BL sentiment in the air, it would be easy for British Londinium to misidentify an unknown assailant. Perhaps BL would suspect North Calaveras or one of the nations attending the Anti-British Londinium Conference. Either way, the Emperor didn't care so long as the blame did not fall upon his nation. Even if the Brits did somehow manage to identify their assailant, Emperor Nero doubted BL's now depleted nuclear arsenal would be a match for his own.

Davidsongrad, Calaveras Londii

One month, and already progress could be seen in the new capital of Londinian North Calaveras, Davidsongrad, formerly known as Kashingrad. Phalanxes of nanobots, designed and built solely for radiological cleanup, had been toiling away to make North Calaveras habitable once more. Over sixty kilometres of land in the area had been cleansed. Whilst human settlers were hesitant to call a land still pockmarked by thousands of nuclear-bomb-created craters home, animals were more than happy to do so. A large and seemingly healthy aardvark population had been established, and they were thriving with the lack of a human presence.

The Proconsular Office still remained on the LVS Suicidal Insanity, anchored next to the large barricade of debris that, coupled with the vapourization of the port's waters, left the harbour a dry, desolate place.

But, nonetheless, progress was progress, thought Proconsul Marcus Lætonius. Ruling over an enclave of aardvarks was better than being king of plate glass.
