Vetalian Government Authorizes Cazelian Buildup (Closed, attn. ViZion War)

In Cazia, Vetalian Cazelia

It was a cool, rainy evening in the capitol of Vetalian Cazelia, seemingly much like all of the others during this time of year. Only a handful of people still braved the waterlogged streets while even the police forces retreated to patrol cars rather than have their overcoats soaked by the downpour.

The silence was suddenly broken at 21:31 CST when a group of trucks stopped at the center of the city and began to disgorge dozens of Occupation Force troops armed with leaflets. They scoured the city. posting notices on every street corner and public place and handing copies to the police on patrol as well as each of the stations throughout the city. Each one was printed on the blue paper reserved only for orders from the Praetor or his staff and carried the blood red stamp of the General Government authorizing the forms and stood out among the propaganda and civilian announcements that had become increasingly common since the Praetor took total control of Vetalia. General Order #395: Defensive Reorganization of Vetalian Cazelia

By order of the Praetor of Vetalia Ivan Melnkiov the following policies will be brought in to effect immediately in order to ensure the continued security and stability of the General Government and its claims in Cazelia:

1. Vetalian Cazelia is hereby designated a Special Administrative District under the command of the Ministry of Defense and the Viceroyal Praetor Ivan Rochev.

2. The rights heretofore granted to the Cazelian population are hereby revoked and the entire region placed under martial law. The Viceroyal Praetor is granted the same emergency powers as the Praetor as granted under General Orders #1 and #5.

3. The Occupation Force will be reorganized in to the following army groups and its forces expanded accordingly:

Cazelian Army Group:
1st Army:
-10 infantry divisions
-10 armored divisions
-10 mechanized divisions

2nd Army:
-30 armored divisions

3rd Army:
-30 mechanized divisions

4th Army:
-30 infantry divisions

5th Army:
-10 infantry divisions
-20 armored divisions

6th Army:
-10 infantry divisions
-20 mechanized divisions

7th Army:
-5 infantry divisions
-15 armored divisions
-10 mechanized divisions

Total: 7.7 million (4.2 million actives, 3.5 million logistical)

4. The entire Southern Naval Command will be relocated to Vetalian Cazelia immediately, resulting in an increase of combat ready ships from 1,500 to 3,500 including 30 supercarriers capable of long range tactical strikes.

5. The Armed Forces of Vetalia are hereby granted the right to use all resources at their disposal to ensure the security of the region and to allow Vetalian government to take any actions necessary to the continued stability of the General Government.

Soon after the notices were posted, the rumbling of trucks in the distance began to grow louder and louder. Apparently, the troops were scheduled to begin arriving as soon as the notices were posted. By morning, the streets were choked with military troops, vehicles, and equipment en route to the border, and units of the Praetorial Guard staged a parade in the center of the city both as a show of force and as a sign that the government was making serious troop commitments to the region. By the afternoon, the troops were being unloaded at full speed and word came that the rest of the Southern Naval Command had left Vetalia and was sailing towards Vetalian Cazelia, where it would arrive in no more than two weeks.

In two weeks, Vetalian Cazelia would be one of the most heavily fortified regions on the continent, even on the planet.

After much careful inching back and forth, Mohammed cut the engine and hopped out of his car. The spot had really been too small, but it wasn't every day that there was parking right in front of the office. Trying to avoid thinking about how he would get back out in the evening, he locked the doors and headed inside.

The first thing he noticed was that it was eeirly quiet. Normally in a publishing house there was all sorts of activity going on by 8:30, but this morning the atmosphere at IMSCO Publishing seemed subdued. What was more, Mohammed noticed a lot of empty desks as he made his way towards his office in the back. Doubly unusual, as traffic had been light that morning.

He stepped into his office slightly angry - Mohammed was not a terribly demanding man, but he did expect his employees at their desks a half hour after the start of the day. He was halfway to his phone when he noticed the woman next to the window, and he jumped a little.

"Uh...."

"Mohammed Abdul Miseiri?"

"Uh, yes, that's me."

He noticed the uniform.

"Denomination of Strategy? Is there something I can do for you?"

"Yes indeed, Mr. Miserei. I have some paperwork here for you to sign on behalf of your employees. If you would just sit down?"

Mohammed glanced over paper she handed him, then came back for a second look. Over the top sprawled a stylized Manthian lion, and below that, in large, bold letters, it read "Denomination of Strategy Recruitment Office."

Beneath was a little text, and a list of names. There were nearly twenty.

"Uh, miss..."

"Colonel Taha."

"Colonel Taha, this is a third of my workers. I can't possibly..."

"I'm sorry, sir, but it is already done. They received notice this morning. We just need your signature for the Commerce Department. "

"Colonel, this is a third of my workers! What am I supposed to do? I'll be ruined!"

"You may petition the Commerce Department to see if any educated Israelksitani prisoners of war can be reassigned to your offices. However, I'm afraid that strategically valuable industries will be receiving first pick. Other than that, I am afraid you will just have to cope."

Mohammed shook his head.

"Just like that? You're taking them all?"

"We all must make sacrifices for the good of New Manth. If I were you, I should pray that they will be back swiftly. Now if you would please sign here..."

A pretty young girl stood in front of a rippling Manthian flag which took up the entire background of the screen. She smiled cheerfully as she read out the announcement.

"Early this morning the Denomination of Strategy released its latest fiscal report. Military strength will soon hit an all-time high, as the Denomination submitted a request to the UCPLC for over eight trillion markas in discretional spending in the coming fiscal year. This comes on the heels of Tuesday's announcement calling for the increase of the GEU's active military to twenty-four million men."

The camera cut to a scene of hundreds of new recruits marching through the Council Square in the capitol, followed by Nakil tanks and flanked by cheering crowds.

"The Navy has also announced that that it will be expanding the fleet to over 3,500 vessels. Once the goal is met, it will be one more step in the quest to match any potential rival in the Mediterranean region."

The background changed to a video from the air of a New Manthian aircraft carrier sailing out of Al-Maryut Shipyards - suitably far-off and blurred as to make getting any technical information out of the image hopeless at best.

"The efforts of our military commanders have been met with praise from UCPLC legislators. Representative Ibrahim Mattan of Asyut had this to say:"

The view switched again, to a high-definition feed from directly inside the Council Building, where a tall and hawk-nosed man was addressing the rest of the Council.

"...and only a strong military can protect us from a repeat of Operation Monsoon where foreign armies force their way into our country! I know all loyal Manthian citizens appreciate the dedicated efforts of the Denomination of Strategy commanders and the men in uniform, and I am proud to say that my constituency has not only met but has exceeded its recruitment goals for the last month..."

The station switched back to the pretty girl as Mattan continued his speech.

"Bravo to Ibrahim Mattan and to the whole of the UCPLC for their steadfast support of our men! We now turn to the weather, which looks to be clear and hot the next few days. Temperatures may reach a high of up to 103 degrees on Friday, but will cool to the mid 90s over the weekend..."

General Tom Barbaring walked upto President Kilo, "Tanner..." Barbaring said, "The situation in Cazelia seems to be heating up again. It appears Vetalia has begun some sort of military buildup, with some major military activity happening. As you can see..." he continued, pointing to the screen showing the aerial and space shots, "They have begun massive buildups at their borders of their Cazelian claims. Not to mention, we've recieved word that they will have nearly 8 million troops there - far more that previously."

President Kilo sat there, looking at the pictures as they flashed across the screen, having some documents in front of him that he was scanning through. "Tom, for now, until I look through all this, I want nothing done. Once I look through these documents, and process what is happening, I will make my decision on what our next step to take is. Vetalia was sure hell-bent on taking Cazelia before we stepped in and the Cazelian government then handed over seemingly half of their land to Vetalia. What the hell were they thinking? We could have finished this before..." he sat there, thinking, "Actually, Tom... I want our forces to be on notice. While we don't have anyone inside Cazelia, I do know we've got some forces outside of their waters. Put them on high alert, and all forces across ViZion and the globe... on notice. In an hour or so, should we not hear any new news, I will make my decision on what - if any - actions must be taken. I just need to go through this and process everything. Give me an hour."

"Tom, come in please." President Kilo called to General Barbaring over their PIC. It took General Barbaring a minute to get to the room, and when he entered, "Close the door please." Kilo said.

After the door was closed, Kilo went on, "So, I've gone over all the documents. I've thought about it. I was all our forces in the vicinity of Cazelia to prepare. It's CLEAR that they would do no such actions, no such buildup of this size along a peaceful nations border that pose no threat to them, unless they have a plan. It is clear that they're planning something. While I hate to jump to conclusions, it looks pretty clear EXACTLY what they're planning - a hostile takeover of Cazelia.

As such, I want the forces in that area on high alert, and I want to contact Cazelia to see if they will allow our forces to land and prepare to guard their capital. It is unfortunate that we do not have more troops that we do in the area. But, since we do, I want to have our troops guard their capital city, turn it into a damn fortress. Get as many civilians as we can into this city. Arm them. I have no trust in Vetalia. Their recent actions. The rise of extremists. And now... this. And all civilians who cannot make it in, I want as far away as possible from the Vetalian border. Should we need to, we will begin mass evacuations of their civilians into ViZion.

As for our troops at home, they are to be on notice. Should our expectations of a Vetalian takeover be true, I want all ViZionarian forces to be put on high alert, and prepare for immediate mobilization. God, I hope this isn't true."

Viceroyal Palace, Cazia

The palace was mostly dark with the exception of the main meeting room overlooking the entry hall. A handful of troops stood guard in the room while a group of officers presided over a map of Cazelia.

"...if we concentrate the armored units near the main highway we can push inward to the capitol as quickly as possible and then knock their leadership out as quickly as possible. Plus, we would have naval cover from the Southern Command Group off the coast at that range." The officer, wearing the jet black uniform of the Praetorial Guard, pushed the units marked as part of the 2nd Army up the road towards Caze City.

"What about ViZion? They might retaliate."
"Even if they do, I don't think they can do much. It would take a lot of troops to counter us here, and we're breathing down their necks only a few hundred miles to their north."
"Still, it is a risk."
"Unless they send a huge naval force, they won't be able to do much. Once the capitol is taken, we'll have the area secured and any ViZion forces will either have to leave or starve. That is...unless they try to break out, in which case they'll be the ones responsible for starting war."
"And even so, Vetalian Cazelia is hardly strategically crippling...even if they do get it, they'll need a lot of men..."
"A lot of men that would be better kept in ViZion."
"Exactly."
