The Mighty Militaristic Empire of Oghin is a massive, economical progressive nation, notable for its compulsory military service. Its UN category oscillates between 'Corporate Police State' and 'Iron Fist Consumerists' with minor tendencies of 'Psychotic Dictatorship' from time to time.

It is difficult to tell where the omnipresent, corrupt, moralistic government stops and the rest of society begins, but it devotes most of its attentions to Defence, although Law & Order and Commerce are secondary priorities, and with areas such as the Environment and Social Equality receiving almost no funds by comparison. The average income tax rate is 100%. A powerhouse of a private sector is dominated by the Arms Manufacturing industry with other minor industries notable in the UN Rankings on the agenda.

Oghin is ruled by a 'Dictator for Life' (self-proclaimed and supported by the people), Emperor Lucian. On the verge of civil war in Oghin (back then Oghin was a Democracy) caused by the incapability of the president to handle an increasingly internal turmoil, 'Marshall of the Army' Lucian grabbed the power by military force and dissolved the parliament and all the political parties who could have contested his power, putting every arrested member in jail, where they can even now be found with utmost security guarding them.

With no opposition whatsoever he began consolidating his strength by various imperial decrees, declaring Oghin an 'Empire' and proclaiming himself the Emperor. When Lucian took over, the economy of the nation was fairly good. But with the Emperor in charge, the nation has reached new levels of development, its economy boomed, and now Oghin prides itself with currently a 'Frightening' economy, maximum possible.

Over the past years, under the direct control of the Emperor and influenced by the economic boost, the nation has became increasingly militant, highly alarming for the surrounding nations. From a 5% GDP going to Defence before the Empire, it has climbed up to 57% in November 2006, while on August 2007 Oghin has only 54% of its GDP in Defence (and still rising). This drop in Defence came from the need to also boost Law & Order, now at a staggering 31% (this leaves us with only 12% of the GDP for other areas, the most notable other area being Commerce, with 6%).

Military service is compulsory, children as young as twelve are conscripted into the armed forces, and crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare, but mostly thanks to the all-pervasive police force.

If you have already made a picture in your mind of how Oghin would look, scrap that; you'll soon notice that it won't be entirely true. Living in Oghin is impossible for an outsider, mainly because there are very strict rules on immigration; every visitor in the nation is constantly monitored by the omnipresent police force that is at the disposition of the Emperor. The pride of the police force lies in the elite police department called the OSP (Oghin's Secret Police) who keeps an updated database of every citizen living inside the national grounds. All citizens are barcoded since the age of 1. Such code can not be counterfeit, and once made it is permanent. Whoever does not possess the barcode on his hand will be immediately shot lethally.

Crime is almost inexistent. Whoever commits a crime and admits that he is guilty will spend 1 up to 20 years in prison (based on the severity of his actions) and after prison he will always be watched. His next wrongdoing will mean his death. If the accused pleads not guilty in his trial and at the end of it the judge finds him not guilty, he is free to walk away, but will be monitored also for the rest of his life. But however, if the accused is found guilty, the record goes to the Emperor for a closer examination before the final verdict is given. If the Emperor finds no grounds for the accusation, the accused is free to walk away, but remaining monitored for the rest of his life. If the accused is found guilty by the Emperor then he will be taken to the OSP Torture Chambers, where he will not see the light ever again. This particular trial is very effective against criminality, keeping criminals at bay for good. (if they care about their lives)

The population however is very disciplined, being one of the most disciplined populations on this planet. The main key of this discipline lies in the fact that people are teached this way since they are newborns, being taken away from their families and risen in special military camps.

Before they come out of the military camps by the age of twelve they already master three military disciplines, being now more than capable of being conscripted in the real military. The program is very harsh and failure is not admissible, and frankly not even possible because they do not know what failure is, being taught since they are little the art of war and the concept of unconditioned loyalty.

Do not think that the military only conscripts men. Everyone gets conscripted, no distinction made. Even though the ways male and female training differs the basic principle is the same: they all will know how to defend themselves and their nation in need, all Oghin citizens being elite fighters capable of out-matching even the best of the best soldiers of any other nation, bare hand or using weapons or any technology at their disposal.

Compulsory Military Conscription ends at the age of 30 for women and 40 for men and can be extended by case only by emperor prerogatives. However, even though the compulsory military conscription ends at that age and people are sent home, it isn't over yet, as people up to the age of 65 can be called to the army in case of war. (almost 50% of the population - based on the demography at the start of Oghin description - is always in the military, more than 4 billions, with another 15% of the population that can be called to the army)

Once at their homes, men have to marry in the course of the next three years (if not, the government will marry them based on a selective process) and procreate with their woman at least 2 times in the course of next 5 years. After the above are done, the government lifts its hands from the people and gives them the liberty to do with their life whatever they please, as long as they work for the benefit of the nation. (as in, they work in the Industries, mainly the Arms Manufacturing)

As 90% of the private sector is dominated by the Arms Manufacturing industry, the military always remains in top shape and effectivity, capable of exporting most of its products outside the national borders without endangering the internal arming of forces.

Other interesting facts about Oghin are:
- The nation classes high on UN rankings such as Citizen Intelligence, Happiness, Loyalty or random Industries even though Oghin spends little to none on these areas of the Economy.
- For a nation with less than 12% of its GDP spent on other things than Defence and Law & Order, 3% goes on Religion & Spirituality even though the Government never encouraged such bills, 4% on Education and 2% on Administration, with the rest 6% on Commerce, leaving Welfare, Healthcare, Public Transport, Environment and Social Equality with 0% GDP.
- The nation has a Government Income from the Gross Domestic Product (GDP) of 100%, meaning all GDP goes to the Government and nothing to the citizen. Therefore, money has no value in the nation, and is not used as currency inside national borders, meaning that everything is for free for its citizens.
- The official figures from the latest UN pools do not represent at all life in Oghin, and Oghin officials consider them "broken" and not "trustworthy". Based on those, almost 20% of the GDP is wasted, leaving only 80% for the Government to use. The Black Market in Oghin is estimated at around 70%, this includes things like trading services, bartering, or under the table jobs. Part of this economic sector is recovered by Law and Order, almost 25%.
- The Mutated Citizens
Due to the mutagenic agent "PX7-200-4" injected into the skin of every newborn of Oghin, all citizen develop an immunity to poison, nerve gas and anything that affects the body from the inside (radiation and skin-irritating attacks have no effect on the newly mutated organism).

This mutagenic agent of unknown composition is a top secret product deteriorating in about 1 hour and 35 minutes from the time it's made unless used, when then it changes its composition entirely as it begins to be assimilated by the body. If the product is in touch with air (the sealed bottles containing the agent are open) it disintegrates within 5 minutes, unless used). Used on any living entity other than humans it does nothing else but deteriorating instantly, leaving no trace of itself whatsoever.

In the end, all of this makes the "PX7-200-4" mutagenic agent being one of the well-guarded secrets of Oghin, being nearly, if not impossible to crack.


- DEFENSIVE WEAPONS
As for air, the primary defense of Oghin lies in a multi-tiered ABM protection that wraps the whole nation in an unbreakable shield. The actual locations of the ABM sites are top secret, but they are spread in a huge area all around Oghin soil, and within. The ultra-secret radars track air activity 24/7, and formations of attack fighters cruise national air all day round, shooting on sight anything that even remotely resembles with a plane, rocket or missle.

This protects against any type of (Intercontinental) 'Ballistic Missles' (land-based missle capable of travelling huge distances to deliver one or more nuclear warheads) or any 'Cruise Missles' (guided missle that flies to its target close to the earth's surface, can be launched from aircrafts, ships, submarines or land sites)

Also, national waters are guarded by a huge amount of Cruisers, Battleships and Nuclear Submarines all the time, scanning the waters for any potential danger, eliminating it on sight. Besides these huge monsters, hundreds of destroyers, frigates, cutters, and patrol boats are monitoring the sea.

The shores of Oghin are guarded by permanent garrisons and bunkers, with all the beaches barbed-wired and with small blast-charges in the sand. Against any ship attacks, Oghin also has the mammoth-sized (ie. gigantic) Pulse Cannons, Fragmentation Cannons or the simpler yet more efficient Blast Cannons. All of these Cannons are guarded by by a huge amount of ABM sites and military bunkers.

HOWEVER, in the case of an attack not diverted by these primary defenses (talking about a missle attack, not a breach of borders by a taskforce/army), the Nuclear Alarm will be given in all the provinces near the target site (the target site is calculated in real-time by the powerfull PC's at the Military Center), and all citizen are instructed to rush to the nearest Nuclear Bunker for safety. Tests of Nuclear Alarms are happening 3 times an year, and whomever fails to make it in time to the Nuclear Bunker will be lethaly shot. In the last 10 years only 3 people have not made it in time during such tests, and they have found their rightfully deserved doom.

All of this is possible because of the effort put into Defense by the Government, and the fact that the Main Industry, Arms Manufacturing holds a powerhouse of the private sector, almost 90% of all products.


- The last defense mechanism of Oghin lies in the power of its population. A General Mobilisation Order will be given as Oghin marches for war.




-OFFENSIVE WEAPONS

As almost 50% of all Oghin population is always in the army (ie Oghin will attack with more than 4 billion elite soldiers if it wishes) we can only imagine the huge war machine it unleashes when it's fully deployed. Therefore, to feed such war machine Oghin needs its vital resources and supply routes guarded securely, and with more than 25% of the army engaged in such activities, it's more than enough to guard and provide with top security. (from the 4 billion force, around 25% of it, 1 billion elite soldiers do not fight directly, but are engaged in guarding the supply routes or similar tasks)

Besides the pure brute force, Oghin doesn't attack per-foot, as soldiers can be decimated so quickly this way. Because the Arms Manufacturing industry directs all of its attention to the front, tanks of numerous types ranging from tank-destroyers, flamethrowers, shell-proof tanks (with massive armor on them, used in the first line of attack), helicopters, semi-armored light vehicles, speed vehicles, submarines, naval ships, airplanes and missles (either land-based missle sites or missles employed on the ships or airplanes) come out of the production line daily. (most of them are also sold en-masse to preffered loyal customers, hence the 6% on Commerce). This Arms Manufacturing Industry is in top effectiveness when not involved in any offensive attacks, since most of the population works in this department, but while the population leaves Oghin's soil to conduct an attack somewhere else, only the rest of 15% of population (ranging from the ages of 40 to 60) are called to work in the factories to provide the essentials for the war, almost 1 billion and 1/2 citizens can be called in case of an offensive launched by Oghin.



- ASSASINATION ATTEMPTS ON THE EMPEROR
Such assasination attempts have happened, but all of them were diverted in time by the highly-efficient OSP (Oghin's Secret Police) and Emperor Bodyguards, 300 elite bodyguards guarding the Emperor all time when he's outside the Military Center (his residence, and the place where all military plans are co-ordinated, a fortress deep within the earth, impenetrable by any means)

On top of this, the Emperor is known for using decoys (people resembling himself that he personally picked and trained), all of this thus making any assasination attempt fail from the start.









Oghin is against military nuclear policy, condemning every nation using such devastating powers with little or without understanding of the short and long-term consequences. However, Oghin holds a huge amount of Nuclear Weapons, most of them capable of eradicating life in a circle of 300 km diameter (three hundred megaton weapons). However, these devastating weapons are to be used ONLY in the prospect of a Nuclear attack on Oghin's soil. All the Nuclear Weapons in Oghin's custody are hidden in remote secure places, undetectable by any means and the codes to activate the warheads are only known by the Emperor himself.

Also, because of this many nuclear arms one must put the question of deterioration in time (as we all know that the instable compound of nuclear weapons deteriorates in time... or do we all know?). Not to fear, since all nuclear arms are in top shape, every weapon that reaches its span life is removed from the line and disambled (sp?) it total safety. Also, tests of nuclear deterioration are conducted once every 5 years for all nuclear weapons, and if something even remotely suspect is found, the weapon is removed immediatly, as no-one wants to mess with an instable nuclear warhead.

The Republic of Steel and Fire advises Oghin that, while it has the right idea, a) maintaining a standing military of 4 billion is incredibly impractical and will leave the nation with almost no regular workforce, drastically reducing the nation's GDP and thus leaving virtually no money for anything—even the military itself; there will be no money to pay soldiers or provide them with food, clothing, equipment, or anything else. b) Maintaining a 100% tax rate is only going to harm Oghin's economy in the long run, especially with no money spent on public transport, healthcare, urban development or a number of other areas. Due to the high taxes, no sane private corporation would desire to provide those services; and citizens would be unable to purchase cars from any private corporation, leaving your nation with a population who cannot travel far from their homes, which don't exist, and who die in the streets of easily curable diseases on a daily basis. If you even have streets. c) We note that the Oghin Imperial Navy contains no escorts, being limited to cruisers, battleships, and nuclear submarines. This is a serious mistake; without faster destroyers, frigates, cutters, and patrol boats your armed forces will be at a huge disadvantage in naval battles. d) You claim that the barcodes cannot be counterfeited, but in reality it would require the detailed and careful analysis of only a single Oghinian body to produce a counterfeit barcode that would duplicate the real barcodes in every respect; Oghin would be well advised to bury its dead pretty deep.

These are only our general first impressions; perhaps we're lacking a few vital pieces of information to understand how it all works.

OOC: Sorry guys, don't have that much time to check NS on a daily basis. Also, the description in the first post is in no way complete, I'll add more stuff as time goes by (that's why I urge you to show me any irregularities as you find them, it's my first time)

Thank you for your time evaluating our nation. While your impressions were somewhat correct, you are do lacking a few vital pieces of information, as following:

- Maintaining a standing army of 4 billion is indeed highly impractical, but please take into account that that 4 billion army is formed ONLY when the nation goes to war, it's not a present army 100% of the time. And while those 4 billion soldiers are away fighting, 15% of retired population will return to the factories to work. While it is not enough to surpass the 50% population that is now fighting overseas, it's more than enough to offer minimum resources for all of its citizen.
(note that the nation creates on a daily basis alot of items mainly from the Arms Manufacturing industy, which then it stores or exports, and the stored items will be used to send to the front, while the 15% retired population will work on facilitating other ranges of supplies, food, water and such)
- Also, take into account the fact that money is NOT used within the nation, as everything is for free (seeing as the tax rate is 100%), so the soldiers aren't payed, because they have nothing to do with the money, as they can get anything for free. Same goes for the rest of the stuff you said: public transport, healthcare, and other aspects - the government offers them all, from the money it gets from the citizens.
- About Oghin Navy, it appears we missed to add those to the description. Thank you for pointing that out, and be certain that it's only a typo, as Oghin Navy does posess destroyers, frigates, cutters, and patrol boats, and I'll go right now to edit the description.
- About the Code Bar, it's impossible to counterfeit since the code bar is engraved to the skin AND put into the OSP database, therefore even if you do posess such fake on you, if you are not found in the database, or the description of the person from the database does not match you then you are liquidated on sight.
