Overview:
San Diego International was originally General Reed Field, an Air Force base in the late 50's to early 70's, then it was a mostly civilian airport, serving several international destinations. It shares traffic with the military side of San Diego international, which is the home of 24 MIG-35OVTU fighters, and 12 C-130J transport planes. It is also the main hub for Calizorinstan Imperial Airways which already has one terminal dedicated to the domestic and international flights, it is the big dog in town. But the airport advisory board has decided to open up terminals for foreign airlines to purchase.
Details:
The terms of purchase are listed here, gates that airlines purchase can be used anyway they want, except they must adhere to quality standards. Other then that, they can put shops, restaurants and other things in. The airport doesn't have anymore space for land, so no free land to be bought from the airport at this time.
