Southern Command rally point, 1nm from Cazelian territorial waters

The time had come for the Vetalian invasion of Cazelia. Patriotic fervor was reaching ever higher levels back in Vetalia, the people seized with a desire for their country to expand itself beyond historical borders, to gain "living space" and to make their country a true power in war as well as peace...bloodlust was in the air, and it was soon to be played out in Cazelia through the 4.5 million soldiers of the Southern Field Army and its counterpart, the Southern Naval Command.

Total: Approximately 1,500 combat ships including 30 carriers and enough transports for 250,000 soldiers at any time.

Total: Approximately 4.5 million combat troops and 9 million logistical troops (mostly in Vetalia).

Their battle plan was simple: cripple the Cazelian navy and begin unloading troops as quickly as possible with a goal of annihilating significant resistance and making a drive for the capitol. Hopefully, the formal resistance would buckle under the sheer weight of sea and air bombardment, and the Vetalian army would be able to sweep in unopposed. This strategy had worked in other countries, and high command damn well hoped it would work in Cazelia.

At 13:00 CST, the order was given from high command and the Vetalian forces crossed in to Cazelian territorial waters, sailing at full speed towards their first target, the coastal region around Mortun. The time had come for war to once again ravage Cazelia...

In your coming invasion, you may notice several Prestonian Navy vessels leaving Cazelia. Please do not fire, as they are peacekeepers leaving the area after rebuilding Orlock and New Riverport. We wish to remain neutral for the time being in this conflict, although we do not condone the invasion of Cazelia.

OOC: I assume that it's after reconstruction, but even so, no foreign troops or workers will be harmed.

Effective immediately:

By order of Vetalian law, no foreign vessels or nationals will be harmed or otherwise harassed by Vetalian armed forces. All are free to depart without harm, including Central Prestonian Navy vessels. Any collateral damage will be paid for by our government, and if there is any sign of Vetalian military personnel firing on civilian vessels it will result in the immediate court marshal and dismissal of said personnel.

We will provide free access to foreign embassies, including the Vetalian embassy, and all civilian traffic will be allowed to leave the country without restriction for the next month. We hope this allows all foreign nationals to have enough time to relocate or otherwise prepare with minimum disruption. Any and all damage claims, legal issues, or other problems can be resolved by the Ministry of State.

Open Declaration:

I applaud Vetalia's decision to invade Cazelia, whose belligerency and imperiousness has, for too long, gone unrestricted. Whilst we are loathe to reinvade Cazelia, considering the controversy sparked by our previous war, we will donate the naval forces previously assigned to the Far Echo Islands to a general blockade of Cazelia.

Furthermore, I ask the Vetalians if they would permit Londinian industry to invest in Cazelia once the (most likely brief) assault ends.

The Vetalian government recognizes the assets and investment of Aurum Domus in Cazelia and will recompense them for any and all damages inflicted on their property during the course of the war. In addition, priority will be assigned to foreign investors in reconstruction efforts to ensure that their assets are not unduly interrupted due to conflict.

Secondly, the British Londinium government and people will receive priority in the purchase and operation of Cazelian assets in the postwar period.

Within Naval Bombardment Range of Mortun

The fleet moved closer and closer to the coast of Cazelia, ready to begin its strike against Mortun. UAV reconnaissance craft scanned the area, searching for any enemy resistance in the region, and the navy arranged itself in to battle groups for the coming attack. The ground forces held back, waiting for the orders to move forward and capture the city. Soon, the fleet was in bombardment range, and the order came to begin opening fire on the city.

The 40 battleships and 5 dreadnoughts began with their bombardment, firing salvos of 400 rounds at the city while missiles and other systems were held in reserve against counterattack. The pilots on the carriers began to prepare for takeoff while the carriers and destroyers scouted the area for submarines and mines. Once the seas had been secured, all naval forces would begin closing in on the city...

400 rounds soared towards the city with another 400 following every 3 minutes. The first shots of the war had been fired.

We are remaining neutral in this conflict but as we are heavily invested in Cazelian infrastructure we will be sending you specific GPS coordinates of all Aurum Doman owned property in Cazelia, any attack on these properties will be considered an act of war. Furthermore, we promise to not harbor any Cazelian military personnel.

It has come to our attention that you are begining to launch an imperialist invasion into Cazelia. We are going to begin extraction of all civilians within their country. Should any ViZionarian, person or property, be harmed - so much as nicked by a rock due to your hostilies - it will be viewed an an attack upon ViZion, and as such we will immediately retaliate upon your nation.

In the mean time, we also demand your forces stand down. I have ordered an immediate emergency mobilization of ViZionarian forces, which will also be entered Cazelia to protect its land and its people from imperialistic actions, such as the one you have ordered. While only 25% of those forces will be sent to Cazelia, the other 75% of those being mobilized at this time will be ready to deploy to your nation if required.

We would much prefer no hostilities, however we are not willing to allow a larger nation launch an imperialistic invasion into a weaker nation, still trying to rebuild, thus being a very easy target.

Once again, stand down. We would like to keep our stance with you on a positive note. We do not wish to enter into conflict, particularly with you as we do not have any negative feelings towards your nation. Like our allies in Red Tide, we wish to prevent unnecessary bloodshed at all costs. Therefore, if Cazelia agrees to the following terms, we will not deploy our Massive Military of Deathness to attack it. It has come to my attention that the Vetalian nation has decided to perform militaristic actions against the free and sovereign nation of Cazelia. I must, therefore, question the motives behind a militarisitc endeavor, as they seem to be nothing but your generic imperialist threat. Our allies in ViZion have fought the imperialist grasps of British Londinium in the pasts, and will be so bold as to thwart another imperialist move by any nation. Jarridia has always been a staunch supporter of sovereignty and make no mistakes about it, we will not stand idly by and allow any nation to attack without just causes. At this time, I am mobilizing a task force (if allowed by Cazelia of course) to rendezvous with the ViZionarians and the nation of Cazelia in hopes of staving off war. This force will be there to ensure that Vetalia does not make landfall and that Cazelia is kept a sovereign and free nation.

Vetalia, I ask humbly that you please turn your forces around and cease all activities towards attacking Cazelia. If you do not comply and continue your destructive path of war, then you will find yourself in the midst of the Jarridian Military. Michelle had just finished her communique to Vetalia, and the international community with Secretary of State, Emily Vaclavik entered the office. Michelle had the communique ushered off by one of her aids as Emily approached.

"I have been assured by Chris that our forces are prepped and ready for departure at a moments notice, Ms. President," Emily said looking down at Michelle who was still seated behind the desk.

Michelle got up and placed her hands on the desk, "Excellent." She said with a smile, "I would like to have a brief discussion with President Kilo in ViZion before we make any sort of movement. I would hate for us to enter something we could potentially avoid through peaceful means. If there are any hopes of a peaceful arrangement, perhaps ViZion would know."

Emily nodded and pulled out a small booklet from her pocket then proceeded toward the tesk and picked up the handset of the telephone, "It seems that a majority of nations in this conflict are wishing for a peaceful conclusion, only Vetalian is seeking a bloody war." She dialed the numbers marked ViZ, then handed the wireless headset to Michelle.

Michelle placed the headset in her ear and nodded at Emily who left the room. The phone rang and Michelle picked up her glass of iced tea and moved towards the balcony and large windows. The sunlight was bright over Downtown Shelbin and it beamed down on her, very warm and exhilarating. She took a deep breath and heard a click on the other side. "President Kilo, Greetings from Jarridia. I wish to briefly speak with you on the matters in Cazelia..."

As previously mentioned, all civilian and military equipment, personnel, and facilities belonging to foreign powers will be permitted to be removed with absolutely no penalty or restriction and any signs of our forces' hostility against foreign targets will be dealt with severely and immediately with extradition to the foreign power for trial.

And in regard to the situation in Cazelia, our forces will continue to move in as scheduled and will only halt if a treaty is authorized ending the conflict. To this end, we are more than willing to negotiate with ViZion and other parties for a settlement to this conflict in order to avert the war. To this end, we make the following offer:

Vetalian-ViZion Nonaggression Pact

The terms of this agreement are as follows:

1. The Vetalian army will halt all advances beyond the city of Cazia and Cazatar and will occupy the region from the coastline to 50mi past the aforementioned cities, drawing a line at that point running between the two coastlines of the peninsula. This territory will remain under our control and will be administered by the Vetalian government, but no further advances in to Cazelian territory will occur for as long as ViZion and its partners, and Vetalia and its partners, do not violate the terms of this agreement. Vetalia will continue to recognize the Cazelian government as legitimate and in control of all remaining territory.

2. All Cazelian citizens will have right of repatriation, free access to and from the territory, and continued contact with the region as long as the security situation is secure.

3. The Vetalian occupation government, hereafter referred to as the General Government of Vetalian Cazelia will uphold all of the civil and political rights of the occupied territories under our control. This can be reversed in the event of explicit military action against the territory.

4. All foreign inspectors, civil rights, and humanitarian aid workers are permitted to enter the country at any time in order to monitor the conduct of our occupation.

Like our allies in Red Tide, the Republic of Steel and Fire, and Vetalia we wish to prevent unnecessary bloodshed at all costs. Therefore, if Cazelia agrees to the following terms, we will have peace.

1. The Cazelian government issues an official apology to the Tartar government, acknowledges that its allegations were mistaken, and accepts actions for its actions.

2. The Cazelian government pays full reparations for any damages it may have caused in attacking Altaic harbours including emotional damage to those near the harbour. In addition, the Cazelian government needs to pay reparations for the money cost to mobilize our defensive force. We demand a total of twelve billion dollars in reparations.

3. The Cazelian government refrains from further aggression towards the Holy Altaic Empire and signs a non-aggression pact.

4. The Cazelian government pays reparations to the family of the sailors sunk on the two bulk cruisers that were sank during their attack on our harbour, another twelve billion dollars.

5. The government of Cazelia immediately turns Alexander Hasley over to coalition forces for trial to be charged for war crimes, crimes against humanity, and waging wars of aggression. The government of Cazelia also must immediately hold elections, monitored by international observers, to democratically elect a new leader via popular vote.

6. The government of Cazelia accepts the Vetalian-ViZion Nonaggression Pact and all terms included.

With Cazelian consent with our agreement now formalized, the Vetalian army will cease hostilities against the Cazelians and begin moving in our occupation forces to begin establishing the General Government's control over the ceded territories. The total occupation army will total 1 million soldiers and another 1 million logistical personnel. In addition, the Cazelian police forces will remain in their position and the majority of current civil staff will be folded in to the new government.

In addition, as part of our settlement with Cazelia, we will also support an inquiry in to potential atrocities committed against FFI citizens and the sinking of hospital ships in this conflict. We feel this will help put this conflict to rest once and for all.

5. The government of Cazelia immediately turns Alexander Hasley over to coalition forces for trial to be charged for war crimes, crimes against humanity, and waging wars of aggression. The government of Cazelia also must immediately hold elections, monitored by international observers, to democratically elect a new leader via popular vote.

6. The government of Cazelia accepts the Vetalian-ViZion Nonaggression Pact and all terms included.

Drums pounding and brass blaring, the Vetalian Army Band played its marches with furious intensity as column after column of army troops paraded down the center streets of the city. Vetalian banners and flags hung from buildings and monuments, and the General Government's flag was raised over the city's administrative buildings. Other units moved out to secure the countryside and borders of the new territory and the navy worked to unload tons of supplies.

Already, engineers and workers were unloading to repair the damage done by sea bombardment and the military police patrolled the streets looking for troublemakers. The area was now under Vetalian control. Viceroyal Praetor Rochev made an effort to tour the city in his ZiV-111, observing the conditions and making notes for his future policies...he was a military man first, and with that came a commitment to results. He was definitely going to make sure that his administration would not repeat the actions of previous occupiers.

ICCD has three fleets operating in and around Mortun, any sudden unannounced attack would have been met with missle launches against the attacking party as well as 17 nimitz size aircraft carriers worth of aircraft meeting the force. Also Dian subs would have positioned to intercept and suprise - some of these subs are stationed on the bottom and conceilled. As well other defensive measure would have been taken to prevent any attack in the Dian Administered area - and I'm sure that would have been a quick domino of effects.. fyi

And considering the government and politics of Tartarystan is based off of that of Denmark with a few fundamental quirks, a lot of governments are generally friendly to it. It's a generally left-leaning democratic welfare state. Of course, many are very antagonistic to it, mostly because of the previously mentioned quirks. :D

ICCD has been administering the territories in the north West over a decade now, and does not recognize Cazelia's right to cede any territories ICCD was granted due to the last surrender of Cazelia. Cazelia had no right to cede those territories as the occupation has yet to end from the last war.

I would check your allies because you may be threatening one of your own allies.

Cazelia cannot give what it did not have. It's sovereignty was never returned, in ICCD administered areas. As per the Dian Administration outline, until all other foreign occupier left Cazelia ICCD would not stop it's administeration. As that did not occur ICCD has continued acting for the benefit of Cazelia.

For you to attack your own ally is sacrilege.

OOC: I'll retcon the agreement to occupy the area from the coast to an east-west border between Cazia and Cazatar.

We will welcome envoys from your state to discus assurances and joint planning and protocol, to insure peaceful coexistence. Likewise we are willing to send an attache and envoy to Vetalia.

ICCD will be reinforcing the troops already deployed and an addition 20 Legionaire Divisions and support staff will be deployed to counter balance the increased troop numbers until they are reduced by vetalia likewise 3 additional fleets will be put on standby and moved from patrol operations in other parts of the world that are deemed as less required.

Also until troop numbers are reduced the border area will have increased defences, and those Cazelians loyal to ICCD's defence of Cazelia will be put to work constructing those defences.
