President Arnold announces the "Civilian Flying/Defense Program" (OPEN MT)

President Arnold sent out a press release to the nations of the world, about his new program that he started, in order to get more press for the program. And, so far, he's gotten 2,400 civilians signed up, and so, his press release that he sent out says:

"We have decided that, in order to encourage citizens to help defend their nation, we have started the "Civilian Flying/Defense Program", with 5,000 SEPECAT Jaguar two seaters/one seater ground attack fighter, we have qualifed instructors training Civilians in these jets. We also train some to fly some of our Mi-8 Hip Helicopters."

"Once they get the basics down, we teach 'em the weapons system of the craft, and they go on combat missions against the rebels in the north to get a feel for it. The idea behind this program is, that if they know how to fly, we can call them up like militamen when an enemy comes and we need more people. We are using RF-5's to teach them recon roles, so they can also spy for us, under a warbird disguise.."

"We are also intending on using F-15C Eagles for the next stage of jet training, and UH-60's for the next helicopter/rotor training. We are intending that they now live near the air bases, and fly at least 6-9 times a week to keep current in their respective aircraft."

"If any foreign nation wishes to send civilians to this school, we will accept them, so far the results have been extremely promising so far, we've gotten great results from our new pilots."

We invite the world leaders that are interested in this program to see the school, and to tour the first all civilian fighter squadron in Calizorinstan, the "52nd Civilian Fighter Group", an all F-15C sqaudron, the first to graduate the program. They are all top notch pilots, on par with the Air Force pilots, after their intensive training, and they have been proven in combat against the Khilistanian Air Force with a 15-0 kill ratio. The airport that the tour will be at is Camarillo Air Force Base, a civilian airport made into a military airport, and we recommend flying a small airliner in like a 737-900ER or a 727 sized airplane in to the airport.

The preparations at Camarillo Air Base were going smoothly, the day of the tour had arrived and all that was left was for the dignataries to come and see the 52nd Civilian Fighter Group preform their stuff, it was planned that the 52nd CFG go up against in mock combat, a Calizorinstanian Air Force Fighter wing, the 144th Fighter Wing, which had F-4D Phantom II jets...

Steve Allan, a former Apple Computer Employee, and also a former Calizorinstanian Imperial Airways employee, strapped into his assigned F-15C, hoping that he'd do well, and as he started he notice President Arnold arrive, and he gave a thumbs up to the president, which President Arnold returned. The others in the 52nd CFG had also started their jets and lined up on the flightline, at attention for the VIP's that would arrive..

The leader of the GADF (Gerspan Air Defense Force) will be attenting the seminar, and if impressed with the civilian results, would be willing to send some volunteers to take part in the program.

On board Air Force Two

The Prime Minister was resting in his seat awaiting his plane to land. It had been a stressful week for him and his government. Having a new monarch, dealing with the current violence in FFI. It was his third term in office already and he was ready to resign from it. His new Deputy Prime Minister, Helen Clarkson was with him for the trip. She had a long history with the military just like him and he thought she would be right for the job. The plane reached Camarillo Air Base and landed. The Prime Minister only hoped this military school would work.

President Arnold walked over to Prime Minister Howard, and the Deputy Prime Minister Helen, and he said "Hello Mr.Howard, and Miss Helen, all of these F-15C pilots in these fine fighters, are the result of 6 months work, we think that they'll succeed, 5 are taking off right now..." 5 F-15C's engines roared to life as they sped down the runway into the air to engage the F-4D's in a mock dogfight...

He said to them "We can watch the fight better in the control tower that's next to us, we can see how they do on radar.." He climbed up leading them into the control tower, and sat down next to the radar screen..

Steve saw the F-4D's on his radar, and after a mile, he could see 7 specks headed towards them, he lead his flight towards the F-4D's in what would be a mock dogfight, he said on the radio "I've got a lock on one F-4D, and Fox1, Splash 1 F-4D.." He fired his fake missile, and it registered a hit back in the control tower, a buzz indicated that a Calizorinstanian Air Force F-4D had been hit by a fake missile and President Arnold smiled and said "The Civilians got the first blood in a sense in this fight, I believe they will do as good as they did when I saw them one month ago.."

President Arnold said in response to Howard and said "We do, we were not planning on using them in the CFDP program, but we have changed our minds, and General Johnson, we will show you the program with the MH-60 next, as the mock take out a drug lord facility, with the help of the 53rd Civilian Attack Squadron.." He gestured to the 12 SEPECAT Jaguars starting up and taxing to the runway, and the MH-60's already in the air, and he said to the guests "So far, this program has been such a success, and we have approx. 8,000 more civilians signing up for this program.."

Steve Allen had a on the idea spot, he and his flight turned left, while the other civilan fighter pilot leader, Henry Montana turned right and up, and the air force pilots in the F-4s were confused by the intentions of the civilians, and by the time the figured it out, Steve and his friends had snuck up behind them and Steve had mock shot down 3 F-4's, and his flight had taken out most of the F-4s. The F-4's returned back to March AFB, and the 52nd Fighter Group came back into the pattern and landed at Camarillo..

President Arnold saw the whole thing on the radar and said to the VIP's, "So, what did you think of the results of the civilians, I thought it was very interesting myself.."

President Arnold smiled as the Jaguars and the MH-60's pounded the fake drug lord barracks in the jungles, and he saw them come in to land, and Steve Allan hopped down from his F-15C, and President Arnold said to Steve "Steve, mind if we introduce you to some foreign important personages?, we might be getting some foreign students soon.." Steve said "Sure, I can President.."

President Arnold said to Howard and Helen "Steve this is the Prime Minister of United Kingdom 2 and the Deputy Prime Minister, Howard, and Helen, Howard, this is Steve Allan, the first pilot that graduated this school.."

President Arnold replied "We can, and we have done that mission in the past, the length of the courses is about 5-7 months long depending on how we progress, but the standard is 6 months, which is the sweet spot we've found."



"It's nice to meet you Steve. What aircraft are you flying".

Steve said "I fly a F-15C Eagle, it is the nicest fighter I have flown, however I am being upgraded to a Mig 35 tomorrow.."



Perhaps he'll fly over in a YF-12... that should be safe.

President Arnold smiled and said "Alrighty, I'd say 1,000-5,000 cadets for the start, then we could ramp it up as it goes on, the only cost is if we have it in your nation for the moving of helos and of the instructors, to go into their pay, other then that, we and this other nation SaintB pay for the costs. We started this program, orginally because we thought that our citizens could be like air "minutemen" basically, it's nice to see that you've got a good use for your cadets as well."

Steve shook Howard's hand and said "I hope you settle whatever it is you're attending to, I hope to see you again...", President Arnold shook Howard's hand and shook Helen's and said "Let me know when you wish to send cadets to the school Howard, and I will prepare it, we can acquire whatever airplane type you wish for them to learn in.."

Steve Allen meanwhile, hopped back in his F-15C, to go cross country to Reno-Las Vegas, and he said to General Johnson as he climbed in "It was nice to meet you General, I hope you're vist here was fruitful, I am leaving to go to Reno for my cross country, and maybe take a day off, that's one of the benefits of this program sir." He strapped himself in the F-15C, which was Hill Grey colored, and he waved at Howard and Helen from his cockpit..

"And oh yes, if any of our Cadets try to run away from the school, or make problems for the school, you have our government's official permission to shoot them. I'm sure you understand the necessity, as this would be a way for citizens to dodge mandatory military service in our country."

Gen. Johnson hopped into his V-22 Osprey and prepared the depart the airfield.

He kept a close eye on the radar, constantly checking for any enemy SAM or plane as he sailed the skies above the NPE. His left hand remained on the throttle, ready to bump it up to full if something came by.

After several minutes, the retrofitted GPS showed the outline of the Calizorinstan coast. He slowed a bit, and, finding the frequency for the control tower, radioed for landing clearance.

The 52nd was ready, the pilots were all strapped in, their engines running, and their mission planned this time, a fake maritme attack mission, since they had shown their prowness in the others already..

Dr. Hodz lowered the gear, and a few moments later the aircraft touched down, smoke erupting from the tires. A parachute flew out of the back of the plane, helping it to slow more quickly. The plane taxied over to a parking area, where Dr. Hodz opened the canopy and jumped out.

He walked over to Arnold, still wearing his flight suit.

"Hello, Mr. Arnold. I'm Jules Hodz. I think I saw you eying the plane, eh?"

"Sorry to interupt, Doctor, but I need one last word with the President."

Gen. Johnson had come back down off the stairs to the V-22 and eyed President Arnold with suspicion.

"For reasons that you do not wish to state at this time? If you cannot be fully honest with me, then I don't believe I can, in good standing, send 2500 of my citizens to your country."

In a hushed tone:

"I don't mean to be paranoid, but I have a sneaking suspicion that you are planning to wage war on your enemies using Cadets from MY country so as to minimize your own losses. If this be the case, just tell me, as my government could surely find a few thousand rabblerousers to get off our hands and into your planes... for a price that is. I knew that there was no such thing as 'free' training."

Having finished, Gen. Johnson stepped back and waited for the President's response, allthewhile eyeing up the guard towers and the increased number of security troops standing by the hanger.

"Your move."

President Arnold nodded, and he noticed a cameraman snap a picture of him in the cockpit, but paid no mind to it, and said "Alright, I've got it, so don't pull any hard maneuvers above Mach 2, same as the SR-71 right?" He mentally checked what he needed to do to start the YF-12, he knew how from the SR-71, but he did it anyway to be safe..

Official Response to the Letter:


We regret that you have chosen this route of action , these pilots are the most loyal people, that is one of our qualifications in applying for the flight school, if you do not believe me, we invite you to come down and see for your self. In effect, we have made a modern day "air minuteman" force, and they do not own the fighters and the helicopters themselves. I quote Article 99:

"The Civilian Flying/Defense program is sponsored and funded fully by the government, as such, it shall own the aircraft and the citizens will be on alert status 24/7."

I must insist that you're thinking of a "terrorist" type situation, where one of them will go bonkers and attack, I assure you that even if one did, we have an article in the flight school charter that provides for it. I quote Chater, Article 97:

"If one of the cadets shall engage in activity against the state, such as espionage, terrorism, warfare, aid and comfort to the enemy, they shall be arrested promptly, and justice served as ordered by the judge."

I have already contemplated the risks of this school Hetaera Bellidini, do not think me so rash and idotic as to give citizens jet fighters and helicopters to own!, I already stated Article 99 says that the government owns the aircraft, but in effect let's the cadets fly them.

My reasoning for this program is as this: Nation A trys to invade Calizorinstan, with little to no warning, if they send a flight of say 5 Mig-21's or something, and my air cadets are in the air, they can shoot them down and give warning back to Calizorinstan Strategic Air Command and CSAC will put the Air Force units of high alert status. So it is a rather a precaution, an extra layer of the defenses if you will.


Another scenario would be this: Nation A is doing a fishy activity say doing something illegal like training terrorists, and one of the air cadets spots the camp and relays the images back to CSAC, who can tell me, and I will contact Nation A and inform them of the terrorist camp, and do my usual diplomatic talk to convince them to stop.

I highly suggest that you come down here, with one of your military officials and check the school out, I will be there to tour the school with you.

The 450 Jaguars, and the 40 UH-60Js had been moved to an airbase in the frozen north of Calizorinstan. It had been particularly difficult to pick a where nobody would find out, and a secret airbase was fashioned out of the snow, and when spring would come, it would melt the snow, and they could pave the runway.

They stored the Jaguars and the Blackhawks in several caves, and closing off the cave entrances, and made their own, so that only they could get to it, by they, this means the school and the leadership of the school..

The next spring, the hidden school resumed in earnest in the hidden airfield in the north, flights in the Jaguar were successful, and all cadets after the program was complete forever, went into the air force. The main question was if they could get away with a similar less conterversial idea, the generals thought maybe a light aircraft flightschool maybe, but for now, the program was finished, and the Jaguars all went into active Calizorinstanian service, thus pictures leaked, and stories leaked off the hidden airfield that was now unused..
