The hallways of central command, Blubland, were almost silent. For the most part, the civilian contracting offices were closed and the various rooms darkened. Only here and there the glow of a computer screen announced the presence of a worker working late.

Beneath the large, unassuming building however, was alive with activity. The lowest, most secure levels were brightly lit and bustling. In the ampitheatre chamber, thousands of officers were gathered in the comfortable stadium type seats while down below, a group from MI13, the Intelligence Division were making a presentation.

One Blub wearing the uniform jacket of a Major was using a laser pointer to gesture at charts projected against the far wall and was speaking, ".. has been listed as active status for about two months now. We had them training with warshots instead of practice rounds and they're up to regulation standards. We'd like to thank General Jerbis for keeping the reserve force in such excellent readiness."

"Further, recruitment is up seven percent for this quarter. I've been informed by the Ground Defense Force that the recent boost has allowed for the formation of three new divisions. That gives us a much more flexible deployment option than originally planned."

"Air Defense Force has been boosted recently as well. Our fleet of Sariel bombers are fully on-line despite the parts shortage. The F-20s, Terminators and Peregrines are ready as well."

"Naval Defense Force.. well. Compared to other Havenites, we are still understrength and completely out-gunned. But compared to the rest of the world.. even using the hand-me down equipment from Questers, Silver Sky and Mekugi, we have a very powerful naval force. We can deploy anywhere necessary."

The thousands of military officials mumbled and chatted among themselves before the Major spoke into his collar-mounted microphone again, "So, we are fully prepared for Phase One. Gentlemen.. ladies, allow me to present to you.. Operation Octopus II."

Mount Jericho

Where the base of Mount Jericho met the sea, there were cliffs and harsh, crashing seas pounding at cold beaches. A huge set of sliding doors at the bottom of a cliff resisted the sea's fury.

Inside the top-secret facility, massive warships sat in 'reserve' status. Dreadnoughts of Questers and Silver Sky types. Even the retired BNS Blubnought was here, its proud, but war-battered hull still intact.

For miles into the mountain, the massive network of underground chanels and rivers extended. Each one lined with docks and submarine pens, drydocks and repair/refit equipment. Cranes lined the walls.

At one of the main branches of the Mount Jericho command offices, a telephone rang. Within fifteen minutes.. mechanics and engineers were calmly, but quickly moving to the ships to begin checking them. The shake-down would begin.
