New Transvaal Seeks Diplomatic Relations

After nearly a century of semi-isolationism, the Republic of New Transvaal has determined that the nation must open itself to the outside world, in order to gain access to the great diffusion of ideas that comes from expanded markets and international cooperation.

To this end, the Republic has set aside several acres of the capital city Maritzburg for use by foreign diplomats. Seven embassy facilities have been completed, each comprised of about two acres; an additional ten are under construction and expected to be completed by the beginning of the next year.

The President and Parliament of the Republic hope this to be the beginning of a strong foundation for peaceful and beneficial relations between New Transvaal and the rest of the world's peoples.

His Majesty's Government would like to take the opportunity to open relations with the people of New Transvaal, and with permission the acceptance of a treaty providing for the exchange of ambassadors and the occupation of extraterritorial embassies in both nations' respective capitals. If so willing, the Oceanian capital of Georgetown has ample space for a New Transvaal embassy.

The United Kingdom maintains several colonies and a home country in the Indian Ocean, primarily in the east, and so sees the establishment of cordial relations compounded with trade and defence agreements in the best interests of both parties. Under that principle, it would be the aim of His Majesty's Government to forge a strong link between our two nations.

The South Parliamentary Republic would like to exchange embassies with New Transvaal also. By establishing diplomatic relations now, should a dispute arise we may settle it peacefully and not loose billions fighting a war with no end in sight.

The South Parliamentary Republic of Uiri also beleives it would be in the best interest of all countries exchanging embassies with New Transvaal to also trade embassies with eachother possibly forming a strong military and economic alliance. Perhaps a Free Trade Agreement too.

The Republic is happy to confirm the United Kingdom's request for a full diplomatic exchange between our two nations. His Majesty's diplomatic staff have been assigned to the facility at 1 Embassy Row, ten minutes' drive from both the Presidential House and the Parliament building on Maritzburg's main avenue, Jacarandastraate.

Questions concerning details such as permissible vehicles (i.e. helicopters and large automobiles) and security may be directed to the appropriate offices of the Ministry of Foreign Affairs; but assume not more than twenty security staff.

The accommodations so presented are adequate given the needs of the official representatives of the Crown who have yet to be selected by His Majesty's Government. It will likely take another two weeks before an appropriate diplomat can be selected here in Georgetown and accredited by President Botha.

In reciprocity, accommodations shall be provided to representatives of your government along the New Thames River in the Diplomatic Quarters, not far from either Asbury Palace or the Citadel, the offices of, respectively, His Majesty King George and Prime Minister Ingrahm.

Similarly, appropriate details concerning the layout of the proposed facilities, security protocol and equipment manifests may be handled by my ministers of state and private secretaries, but suffice to say for this communication a security force of no more than thirty-five personnel is routine.

Whilst in the process of settling these diplomatic affairs, it may well be prudent to discuss areas of economic concern, primarily bilateral trade that is, with relations now established, expected to grow rapidly in the coming months.

His Majesty's Government is pleased to see that New Transvaal, like the United Kingdom, subscribes to free-market economics. While the Trade and Industry Secretary would be far more qualified to provide an abstract on Oceanian economic activity, I believe it safe to say that our two economies, while different in sheer scale, will likely complement each other nicely.

As a highly-developed state, much of the United Kingdom's material exports consist of value-added goods, especially high-technology machinery and equipment and, to a lesser extent, consumer goods. Our economic history, however, describes the rather inefficient use of natural resources, and as such our ports handle large numbers of mineral ores and fuels, such as the tin, coal, and natural gas exported by Transvaal. And with a relatively high population, the UK similarly imports large numbers of foodstuffs.

The most important export, however, is that of capital. The United Kingdom is a world-leading financial state with developed capital markets that will likely witness expansion of Oceanian businesses into New Transvaal, particularly in the areas of refinement and processing of natural resources, manufacturing, and commercial agriculture. The rough figures I have seen indicate that within the first year, approximately 12 billion pounds will enter the New Transvaal economy, largely capital investments to procure property and machinery, and then subsequent investment will slow to a more manageable and healthier rate.

Lastly, in terms of defence affairs, the United Kingdom is a recognised naval power and would be willing to provide assistance in the development of the Transvaal Navy, including--but not limited to--the transfer of older, surplus Royal Navy ships. Such agreements need not be limited to naval concerns, but in time could expand to broader defence agreements and security pacts should the need and/or desire arise.

technically, the correct form is the United Kingdom of Oceania. Azazia itself refers to a large archipelago more commonly known as the Home Islands (located in the central Pacific) that, admittedly, forms the geographic, cultural, political, and economic core of the UK. Confusingly, it also refers to a native Polynesian/Islander nation subjugated by European colonists. In strictly IC terms, using Azazian to describe Oceanians would be akin, I guess, to calling a caucasian Californian an Iroquois instead of American or a caucasian from New South Wales, Australia an Aboriginal. They tend to find it insulting. In OOC terms, the name of the state has changed, but I am stuck with what I registed and so I personally don't care, but again, in IC terms, the wrong use can yield less-than-desired results. hopefully that makes sense.

The Republic is interested in expanding its naval capabilities beyond that of a glorified brown-water coast guard, and its officials were directed to approach the Oceanian Royal Navy concerning the purchase of ships and assistance in developing a workable naval doctrine for modern warfare.

Unfortunately, funding is limited at this point due to a decline in the value of the rand, brought on by the rapid introduction of foreign goods into the nation's markets. However, the Transvaal Navy is very much interested in purchasing modern naval vessels in the near future, once funding has been procured.

I am pleased that talks between our two governments have progressed as far as they have, and that we now have an opportunity to correspond. Firstly, I should take a moment to explain the nature of the defence of the United Kingdom.

Unlike many nations, the UK maintains two separate cabinet-level departments directly concerned with external threats to national security. There is, of course, the Ministry of Defence headed by friend, the Right Honourable Sir Quentin Sterling. He and his ministry are the civilian head of the Royal Army and the Royal Air Force. However, the Royal Navy maintains its own department, the Admiralty, with myself, the First Sea Lord, overseeing naval affairs. Thus, should you need to contact the UK for other defence affairs not related to naval matters, Sir Sterling would be best to contact.

As for the development and modernisation of the the Transvaal Navy, it is my understanding that your nation is small by population standards, a few million at most. Consequently, it is doubtful that the Transvaal Navy would be adequately equipped to deal with the transfer of larger vessels and so any development must begin at the base level. Specifically, the purpose and mission of the Transvaal Navy. Once settled, liaison officers can travel to your nation and begin an analysis of both assets and deficits.

For payment, it need not be in rands or pounds, but potentially other agreements and understandings to offset financial losses from the standpoint of the United Kingdom. But these are matters for another time, after the analysis is complete.

As a nation of individuals who pride ourselves in helping ourselves and relying not on foreign powers like so many puppet regimes the world over, the Republic must take offense at your condescending tone, though your intentions may have been fully noble.

The reply from the Republic of the New Transvaal eventually found its way to the desk of Commerce Minister Burke. The insolent tone of the Foreign Minister of this insignificant little nation amused him, but took no offence. After all he had interest in helping the people of some tiny backwater nation. He was merely interested in increasing Tolvanic penetration into Africa, both economically and militarily.

He handed the file to one of his assistants with instructions to file it away int he archives.

Once the young intern was out of the room he picked up his phone and called Scott Moore at the NDI (OOC: Tolvanic CIA), maybe there were some rebels in the area they could arm.

OOC: If you're interested in putting down a Tolvanic backed insurgency let me know, if not feel free to disregard this post.
