You need to be at least level 40 to get nukes.
You need to kill some Peasant Mobs first. Then you can move up to Local Guerilla Cells. Its sort of like killing Rats and Snakes in other RPGs.

will ship 1 mil furries for use as bioweapons

We see your sausages are almost extinct, we wish to purchase some of them for our wilderness preserve so we can clone them. When we clone enough of them we shall have sausages with toast and eggs. We will of course send some of the cloned sausages back to you help you repopulate your denuded forests.

Sausagefestopia, a few things...
1. Nukes dont come right away... at about 100 million population is when its generally accepted that you can begin reseachering nuclear power, and thus shortly there after, nuclear weapons. Now, there are some nations that'll help equip you before hand, but doing so on your own... 100 million population.
2. Don't go all gun-ho into wars right away. Build up your nation first... make allies, build trade, grow your economy, and announce yourself, let people know who you are, and about your nation.
3. Don't get IC (In Character... the role play part) and OOC (Out of Character... outside of the game) confused. And, when you're making an OOC comment in a roleplay thread, note it with 'OOC:'
4. Don't Godmod (aka cheat) or you'll be ignored. Military's are generally 5% of your nation, however during peacetime, most people say 1% is active and suited up. Why? Because having much more than 5% of your population in the military will be a logistical nightmare to house/feed/equip/transport/etc. Also, do NOT claim other peoples losses in a war. (No "I kill 5 million people with my 500 men!" stuff, please.)
5. MOST of us *looks at some of the people in here* are here to help you become better at this game, as that makes it more fun. So, if you have any questions, ask us. :)

Not really, unless we just forget France, the United Kingdom, Israel, South Africa, North Korea, etc, ever existed. Hell, I had nuclear cruise missiles by the time I had twenty-three million people (Albeit supplied by Feline Catfish, but that is irrelevant). With outside assistance, yes, it the process occurs expeditiously quicker, but it is hardly impossible nor looked down upon to develop nuclear technology prior to 100 million people.

Unless we just remember that we play NS, not RL. If some guy who was 23 mil tried to dump a nuke on me, I (and probaly plenty others) would laugh and ignore him.

Well, of course, but that wasn't what I was talking about. I said it is perfectly viable for smaller nations to develop nuclear technology, and I made no mention n00bs whom go nuclear crazy.

I follow a mix of rules about nukes:

1. If the person in question is under 100 million people, then he has to RP the development of nuclear weapons and their delivery systems... RP them well that is.

2. If at or above 100 million people, I generally assume he has nukes unless he specifies otherwise.
