MU Transportation Corridor(ATTN: Gataway,Yallak,Corbourne)

To the following MU Members: Gataway, Yallak , Corbourne. The Kingdom of Aschenhyrst proposes that we four MU states begin construction of a High speed highway/railroad corridor connecting our nations in accordance with the Mu Charter Economic Policy Subsection. Phase 1 of this project would connect the Gatwayan province of Ruckinina with the Aschenhyrst province of Gaelia though either Yallak or Corbourne or both. This route between Aschenhyrst and Gataway is approximately 1500 miles overland compared to the nearly 7000 miles by sea. Futher phases are on the drawing board. this first phase if completed will be known as the "Pan-Mediterranican Corridor". Benefits of this project include: increased trade between these four nations and the ability to rapidly move people and aid from one member state to another. In the event of MU mobilization for war, troops and supplies could be rapidly mobilized between the states and staged where needed. The immigration policies of the states that participate in this project will not be infringed upon in any way. This would be a limited access highway so access to any nations interior could be contained to reasonable standards. Aschenhyrst is prepared to pay for 100% cost on our own territory and up to 25% of the cost across Yallak and Corbourne if both parties agree to the project. If one party, either Yallak or Corbourne agrees, Aschenhyrst is willing to pay up to 33 1/3% of the costs across that territory. The Imperial government believes the construction of a road/rail system would prove very beneficial, both for economic and defense reasons...as such the Imperial government accepts the proposal to construct such a network.

The imperial government will assist financially for the portions outside the borders of the empire as well as paying 100% of the cost inside the empire..

In order to make the Pan-Med most beneficial the Empire will extend railways all the way into all three of the major harbors and four industrial centers inside the province of Ruckinia..as well as devoting entire sections of railway and roadway to military/rescue services only.

Your proposal has merit to it and in that regard the Emperor has given it an initial acceptance. However, there are a few conditions we must make certain are enforced before this corridor is approved.

Firstly, and most importantly, is the preservation of Imperial immigration laws, which you state will “not be infringed upon”. If this is indeed the case then all vehicles who expect to travel this corridor through Yallak, will be required to carry at all times the proper permits. If the project goes ahead then permits can be applied from online at the Imperial Governments website. Also, there will be no exiting the corridor into Yallak unless so specified on the permit and all cargo to be carried must be declared when applying for such permits.

Secondly, in the interests of security we maintain the right to search any vehicle at a border checkpoint and/or refuse entry if the proper documentation is unavailable or invalid for whatever reason.

If you accept these two simple requirements then construction can begin as soon as details of the proposed route are available (pending review to ensure said route is useable to for construction).

The permit system through Yallak territory is acceptable to us. We whole-heartedly agree with searches at the borders and the right to refuse any vehicle from entering one`s homeland. Let me clarify what i meant by "reasonable access" to a member states territory- the proposed highway is to be limited access, each participating state shall determine the number and locations of exits within their territory. If you choose to have a small amount of exits then travel centers located within the right-of-way will be located at reasonable distances in order to provide needed services: fuel, food, restrooms and lodging (applicable only at host nations discretion). For the rail portion of the corridor: crew change stations at every border-as needed through member territory, passenger stations-at the discretion of host nation, maintenance facilities-no more than 500 miles between engine service facilities, other support facilities-at host nations discretion. Each nation has the right to have their own national transportation network access the "Pan-Med" at as many points as they wish, however the "Pan-Med" route has priority over all intersecting routes. In addition, in the event of MU military action- military use of the "Pan-Med" will have top priority. All military shipments (troops, supplies) shall be "readily" identifible to border security and shall not be delayed more than needed to make a positive identification and inspection. If the council agrees to these conditions, we can begin jointly planing a route though your territory. We are open to any discussion on this project as it has our highest priority. Dear sirs , construction of the corridor to connect the Ruckinian province with Gataway proper would be a part of Phase II of the "Pan-Med". Very well. The Imperial Government has decided that this arrangement will be acceptable to us.

The ‘Pan-Med’ will need to be at least thirty five kilometres from the Imperial border at all points and a series of low mountain ranges in the South East will mean the initial section through Yallak will likely need to be underground (tunnels through the mountains) but the proposed route would otherwise appear to be satisfactory for construction purposes.

The Constitutional Monarchy of Corbournne will agree to allowing the Pan-Med Route to pass through our land. It will have to be built along the sides of our Northwestern Mountain Range; this will require deforestation. Other than that, however, the only obstacle obstructing the construction crews will be the river seperating us from The Infinite Empire of Yallak.

We are pleased by your acceptance of the proposal for the "Pan-Med". Highway portions of this route are to be a minimum of four lanes and a maximum of eight lanes , six lanes being prefered where terrain allows. Rail portion to have three main lines with the ability to add two more addition lines in the future should the need arise.One main line of this segment shall be dedicated for MU military assisance/ disaster aid and will be kept in excellent condition. Rail portion to be constructed will be of the International Standard gauge of 4' 8 1/2"/ 1435mm. Trackage must be able to sustain the following speeds over the majority of the route: Freight 70 mph/ Passenger 100 mph. There will be no problems meeting these requirments. Additionally our rail line segments will be built in twin lines so there will be the option of not two but three extra lines. And I would hope that all lines would be kept in excellent conidition.

We will await final confirmation to begin on the corridor.

The Constitutional Monarchy of Corbournne will provide for the maximum of an eight lane highway for the length of the Pan-Med route in our nation. We will mimick the Yallakina idea of twinning the rail line segments, and our trains will maintain the minimum speed. Consider this our "final approval."

The Constitutional Monarchy thanks the Aschenhyrst nation for its offer of assistance, but Corbournne has more than enough workers and funds to complete the job. In the meantime, our construction crews are soon to begin continuing the corridor from the Aschenhyrst border to the city of Chamberlainsburg on Le Fleuve Bleu across from Yallak.
