The new Holy Tartar Emperor, Sibeoci Sereri, has instituted a huge set of reforms that have been both widely accepted and widely reviled among the population. We will list every single Imperial decree he doctored, pushed through, and introduced just in the last two days and give a quick summary.
The Industrialization Decree
A decree highly emphasizing industrial revolution in the state of Tartarystan promoting the built of factories, rail roads, and other industrial landmarks. However, it is careful to enforce business regulations and safety regulations (which really only apply to Altaic citizens) to ensure "worker's rights." Outside from the capital cities of Tungustan (Tungisic) and Altaystan (Turkic), the rest of the country were conquered by Turko-Tungusic forces more than a century ago, which is why most of Tartarystan is oriental, the Turkic and Tungusic "homelands" in these countries only comprise of a tiny area comprising of the capitals of both the two constituent kingdoms. The third Imperial capital of the union between both Kingdoms is an artificially created new city that was created a decade ago.
The Tartary Public Education Decree
Establishes the first public schools in Tartary. Mandates compulsory schooling for all citizens. Primary, Secondary, and Universities are covered.
The Tartary Public Health Decree
Establishes institutions of public health. Ensures right to healthcare for Altaic citizens.
The Tartary Social Welfare Decree
Establishes the first institutions for social welfare.
The Tartary Religion Decree
Mandates that the state pays the salary of the Clergyman in the Church of Tartarystan and mandates the Church of Tartarystan as the official church and religion in Tartarystan. In addition, it prevents atheists from holding public office.
The Fourteenth Uksura Decree
The political system is dominated by the ever present official system titled "Uksura faššar seme hūwajaha", which roughly translates into "breaking the races apart into many pieces". Often shortened to Uksura, it is a system of racial segegration and what many contest, racial discrimination that separates Altaic high society from oriental society in all aspects of life. Often compared to Apartheid, the comparison is not necessarily correct simply because Uksura is meant to do far more. The Uksura system is highly criticized internationally for the way it highly curtails the rights of the oriental subjects by revoking the right to own property, bear arms, freedom of speech, ability to form organizations and unions, equality before the law, right to privacy, right to a fair trial, ability to vote, and ability to partake in education. Granted, the Altaic citizens excluding the aristocracy were not able these laws for most of history, but the Suffrage Decree extends these rights to only Altaic citizens.
The Fourteenth Uksura Decree has been championed as a "solution" to the Oriental problem. The Uksura decree even worsens the regulations against Orientals. Oriental subjects are now only allowed to have one child per family. In addition, it formulates a different standards of punishment. For example, while a Altaic citizen caught having children out of wedlock would only be fined, an Oriental subject caught doing the same thing would be executed via firing squad. For Orientals, a vast majority of crimes, many of them minor, have become capital offences for Orientals (though not for Altaic citizens, this doesn't change their punishments). Some foreign observers has classified these new regulations as a form of "soft" genocide as a combination of constant executions and mandated low fertility rate will result in a huge demographic shift in favour of Altaic society. The average Altaic family has six to twelve children compared to the mandated one for Oriental families. In addition, an oriental preference for boys combined with the one-child policy has caused a huge gender ratio disparity among oriental subjects with baby boys outnumbering baby girls more than three to one. In contrast, there are 112 baby girls for every 100 baby boy in Altaic society. It is expected this will lower the birthrate even more for the orientals. In addition, many orientals are trying to flee from the nation.
The Tartary Taxation Decree
The Tartary Taxation decrees reverses the tax rates of the Aristocracy (0%), and the rest of Altaic society (20%) so that the Aristocracy (that survived) will be taxed more. In addition, it raises tax rates for Oriental subjects from 40% to 80%.
The National Assembly Decree
The National Assembly Decree divides Tartarystan into one thousand different districts, five hundred in Altaystan, five hundred in Tungustan, that will each elect an assemblyman or assemblywoman to represent that district in the new National Assembly. Thus an action will likely pave the way for a constitution and a constitutional monarchy. The National Assembly replace the former Parliament.
The Suffrage Decree
In stark contrast to the dismal human rights oriental citizens have, members of Altaic society will now be able to enjoy some of the most opulent civil rights in the world, partially because of the recent success of the Altaic chartist movement, popularly backed by the Emperor. Altaic denizens of Tatarystan are now offered freedom of speech, freedom to bear arms, freedom of the press, ability to operate businesses, ability to form unions and other organizations, a fair trial with a jury, among many other freedoms that did not exist previously. In addition, all Altaic citizens above 21, not just the male aristocrats over 35, are now allowed to vote. In addition, it established that future elections for Emperor will be decided via popular Altaic vote. The rights in the suffrage decree are likely to be the building blocks of a future Tartary constitution. This bill gave the Emperor huge support from the Altaic population.
