Political Structure
The President: The President is not technically an elected position. A new president only comes in when the current president either steps down or dies. The president is appointed from whoever is premier at the time. The president serves a lifetime term, or until he/she chooses to step down.

The Premier: A position elected every four years in an election of all members of the populace over age sixteen. The premier is second-in-line to the presidency, and fills in any time the president is unable to. While the president usually handles international issues, the premier is much more concerned with domestic ones. There is no limit on the number of terms the premier can serve. If the premier dies, steps down, or is removed from power during his term, an election takes place as soon as possible with the Speaker of the People’s House serving as interim for the time being.

Ambassador to Foreign Lands: A position appointed by the president and third in line for power. However, if the premier dies, steps down, or is removed from power, the Ambassador does not assume the Premiership. He/she only assumes the presidency should both the premier and president die. The ambassador is responsible for all international contacts and is the president’s eyes, ears, and mouth all over the world.

People’s House: The “upper house” of the Ambrosian government. It has the most seats and each representative represents 100,000 citizens. The People’s House can bring charges against the president or premier, hold trials, and convict them of crimes. The People’s House can also overturn any decision by the President regarding law with a 2/3s majority, plus pass any law that is not subject to action by the President by passing it with a 3/4s majority. The Speaker of the People’s House is fourth in line for the presidency. Representatives are elected on a rotating basis by province every four years.

Federation House: The Federation House is the “lower house” of the Federation government. It does not have the power to try or convict the president or premier, though the Federation House does monitor the courts, able to overturn decisions made by the court for or against legislation or actions. Delegates are elected every six years. Each province is granted equal representation, and there are forty eight [48] seats in the Federation House, twelve [12] for each province.

Judicial Branch Details

The Federation of Ambrose-Douglas employs a unique judiciary system, but one that our people endorse. Our Supreme Court is made up of nine [9] individuals. Four are appointed by the government, and five are elected by the people on a rotating basis every two years (each justice serves a ten year term, so there is a new, people-elected justice every two years). While justices elected by the people can serve multiple terms, those appointed by the government can only serve one, ten year term. However, after they are done with government service, the justices can be elected by the people, if they so choose. This Supreme Court reviews all decisions by the Senate and the Nation’s House (our legislatures), and those decisions made by President Ambrose. All court decisions at this level are final.

There are three other rungs of judicial support, before getting to the Supreme Court. The lowest level is our city courts. These are where all court cases start. There are three branches to each city court: civil, misdemeanor, and felony. All justices are elected by the people.

Above the city courts are our regional courts. There are ten of these courts, each with approximately the same number of citizens within it. They hear cases that have been appealed at the city court level. These justices are elected by the populace of their region.

The last rung before the Supreme Court is the Ambrosian Circuit Court and the Douglas Circuit Court. Each court has seven [7] justices on it and all are appointed by the President. If a case is appealed from a regional court in the realm of the Ambrosian Circuit Court, it would go to the Douglas Circuit Court, and vice versa. This is done to get fresh perspectives on each case, should they be regional in nature.

We would be willing to buy the 29 F-5s as well as some T-72s. You can name your price. As fare as the FTA there will be no tariffs on any goods that come into either our nations from each other. And our ships will not have to pay a toll to enter each others ports.

We will sign such a FTA, though we must warn you that, at the moment, our only port cities accessible without traveling through another nation's sovereign waters is Callerton (RL Kuwait City).

As for your purchases, we will sell you the 29 F-5 Tiger IIs for a price of $2.5 million apiece. This would bring the total to $72,500,000 for all 29. We hope this is agreeable.

We would also like to hang on to our T-72s for the time being, until Merkava production is up to full capacity. Other models are able for sale though.

Further, an open border policy sounds like a wonderful plan. We wonder if you would like to take it one step further, however. In addition to our citizens moving freely back and forth, what do you say about our militaries being afforded the same luxury? We propose a Middle Eastern Alliance Treaty, or MEAT, that would allow our militaries to move freely, with the other nation's permission, of course, across borders and airspace to further protect our region.

In response to the current situation with Peru, and the upcoming unprovoked attack, the Armed Federation has decided to cease their Free Trade Agreement with the Republic of Brazil until such time that hostilities have ended between the Republic and the sovereign nation of Peru.

Further, sales of military equipment to the Republic will cease. Regrettably, the F-5 Tiger IIs have already left our shores for the Republic, with no way for us to retrieve them. We can only hope that these aircraft will not cause much damage to the Peruvian people.

As of this moment, the Republic has been downgraded in diplomatic status from "Friendly" to "Distrusting". Our embassy within the Republic shall remain open at this time.
