- A New Organization Built For Mantaining The Sovreignity And Prosperous Economies, Militarys and Powers of Europe

Europe is a continent with a diverse, long history and one full with many nations of power. Five of the world’s top ten largest economies lie in Europe, more than in any other continent, and it has long been a beacon of financial, political and military power. Today, under the Command of the Chief Minister of the Franco Confederation, Éric Gaudet, the European Community (EC) was formed. He firstly signed up the Franco Confederation to the treaty, before also announcing that the nations of Wanderjar, Carloginias and Drunken Pagan Weirdos,and would join him as the founders of this strongly European alliance which will hopefully expand to all European nations.

The European Community has been established to regulate Europe, by means of trade, exports, imports etc. to maintain Europe’s culture and exchange new ideas between nations, and to create a strong financially, politically and military united bloc of nations. To become a member of the European Community you simply must be reviewed by the members of the EC, and if no objections to your joining is made, your country is free to be a member. Countries can be rejected, though this will only be if your nation has done something grossly wrong - therefore I see no reason for at this moment in time any nation to be rejected. The requirements are simply that your nation must have at least one country in the continent of Europe. Colonies are counted as members of the EC if they are part of your nation, though if they are separate states regulated by one body they are classed as “Associate Members”.

“Associate Members” are countries that co-operate and work with the EC, whether it be economic wise or by military means. These countries will get mutually lowered tariffs with EC nations, cheaper access to ports and waterways, plus the guarantee of a conditional (if you attack a member of the EC this can be broken, or it can be broken under discussion with EC members if you attack a non-EC ally) non-aggression pact. The nation will not reap the full benefits of being an EC member guaranteed, such as the non-tariffs on goods, increased trade, opening of borders for trade and migrants, free access to waterways, military co-operation on newly developed weapons and mutual defence, though it is up to each EC member whether they grant any of these luxuries to an “Associate Members”, or in fact any state. The EC does not control it’s members foreign policies, though prefers to work as a united bloc.

The European Community has been created to assure the sovereignty of all members – in a world dominated by a choice few superpowers, gradually Europe has lost all it’s former glory as superpowers. The EC will become a defensive power, one that does not start conflicts with nations, in fact tries to work and improve relations with all powerful nations outside the EC and Europe, and makes sure Europe’s voice is heard. If the powers of the continent join together we are more likely to not only improve our economies by the benefits of the relaxed trade, and our militaries, but also we will greatly improve our political influence. One final thing worth mentioning in this brief introduction is the fact on what would occur if too members went to war – both members would be given the choice to withdraw from the EC, if they chose to stay, the leaders of all EC nations would meet and try and secure a peaceful resolution. If the war is not resolved, all warring nations will be removed from the EC for a time that will be decided by the members of the Community.

All EC nations when signing agree to cheap trade and access to resources and waterways, mutual defence pact which applies when a member of the EC is attacked, cultural co-operation in education and maintaining Europe’s culture, military co-operation in new projects and a combined military might to protect our rich continent, plus any other things mentioned in this introduction.

You will be asked to send a political figure to the EC HQ, which will be decided by nations putting forward destinations they would like to host the HQ. It is currently based in Brussels, pending the decision on the HQ. Please state now if you want a city and building within it to be considered to the EC HQ, and your reasons. You must be a member state to do this. Meetings of leaders will be held every three months (OOC: I don’t want to do it every three days, so only important meetings, such as in times of war, will be RPed – the rest will just pass.)

As such as of yet there is no such Charter or Constitution for the European Community, though if you have questions, please ask. We wish to draw up a charter and articles once members have joined so all can contribute – and this will also be an opportunity to leave if it does not please you. (OOC: The truth is, I can't draw up charters)

A founder does not have the right to VETO or is not on a Security Council – we are all equal in this alliance. It merely indicates that they are the founders and first signers of the European Community Mutual Defence and Co-Operation for the Improvement of Europe Treaty, in its full name.

OOC: This was not made to counter this new Order, in fact I wrote this before the announcement. Wouldn’t make sense me joining that anyway, considering I’m not on the Pacific. ;)

Greetings to you! I will cut straight to business: we would like to put forth Luxembourg City as a candidate for the HQ of the European Community, which, as we understand, is still undecided. We believe that Luxembourg, a somewhat autonomous city to the south of the main part of DPW, would be a perfect location for the purpose for several reasons:

It is small: separated from the main part of Drunken Pagan Weirdos by several international boundaries and sandwiched in-between the Franco Confederation and Wanderjar, Luxembourg has developed a charming culture all its own. Dominated by picturesque landscapes and dotted with ancient castles, Luxembourg has remained beautiful and atmospheric while maintaining a vibrant economy, a civilized and modern community, and a high living standard. There is also, of course, little government bureaucracy currently located in the city, so it is an ideal place to start up the European Community government with minimal hassle, growth cramps, and jurisdictional squabbles.

It is in an ideal position: located in the heart of Europe, we proudly refer to Luxembourg as the “Crossroads City” within our nation. Luxembourgish, Dutch, and German are recognized as official languages in the city, and French, English, and Italian are also very widely spoken. It is not uncommon to see a Luxembourger who holds mastery over four or more languages!

It is a city of culture: As already mentioned, Luxembourg holds a folksy and charming appeal for many travelers and tourists. Multiple interesting museums, celebrating the unique and diverse Luxembourgian culture, are located throughout the city. And, somewhat not surprisingly, Luxembourg has the highest worldwide per capita consumption of alcohol (OOC: this is actually true in real life :p), with many famous and delicious wines (such as Riesling and Pinot Noir) produced locally. Rest assured, however, that the drinking habits of most Luxembourgers are much more refined and restrained than those of their wild northern countrymen in DPW proper. Any other concerns about drugs and the like can be worked out, though; again, drug use is nowhere near as rampant in Luxembourg.

We hope that we have convinced you of Luxembourg's value as a potential European Community HQ, and hope that you will give the city due consideration. Thank you for your time.

The European Community (EC) Official Statement

As of today The Kingdom of Animarnia has become the first Associate Member of the European Community. This membership for countries outside of Europe, and is designed to be beneficial for both the Associate Members and the full members, as they will have cheaper access to goods, resources and lowered tariffs with Animarnia, plus all EC nations will have an NAP and access to waterways, and a host of more minor things such as a more relaxed passport control. If their are any objections to the Kingdom Of Animarnia becoming an Associate Member please say, as the EC is equal and if enough objections are made on anyone joining there membership will be reconsidered.

The Scandinavian Republic's request to join has been noted also, and unless there are any objections they will become a full member within the next few months (RL Days). Luxembourg will be put forward for the vote on the EC HQ.

We can offer you the chance to be an Associate Members. This grants you, to quote:

We are most intrigued by this proposal and believe it a noble venture, though I must confess to some hesitations in signing. In your proposal we are allowed free access through waterways, though Waldenburg does not trade avidly worldwide, we are greatly attached to the Bosphorus and the toll there upon. Quite a large amount of Russian trade comes through that way and we are uncertain of our future should that money dry up. Unless compensation for the lost Russian funds can be made we must unfortunately decline from joining at this unstable period.

Until a point where we can join we wish the EC the best of luck, and as a token of our intent all ports in Albania and Crete will be from now free of duties for all ships from the EC.

As a new member state of the European Community, we would like to express a reason to not let the state of New Britonnia into the European Community.

The reason is is that New Britonnia is currently being attacked by Kampfers, we feel that in order to protect the citizens of Europe we must wait until this war is over before letting New Britonnia in.

OOC: You only have to make your waterways free to members of the EC. Russian trade may be important to you, but as he is not in the EC and probably has no desire to join you are not required to lower trade taxes for him.

OOC Yes but I believed it a posability he would join and I'd be stuck in. But after playing some catch up and seeing the Pacific Alliance, and the improbability of his joining, yes Waldenburg will join.

OOC: Your on the pending list. However, your war in Europe probs wasn't a good idea as it goes against the keeping the stability of Europe goal of the EC. [Well if the goal of the EC is stability, they should probably help me. I know it sounds crazy, but look at it this way. I am in all concievable liklihood, going to roll over the Czech Republic, and annex them within a short amount of time, returning stability to the region rather promptly. If you all help the Czechs... we have a big war. Now granted, the EC will probably win in the end, but not before hundreds of billions are spent, hundreds of thousands lay dead, and the majority of Central-Eastern Europe lays in smoldering ruins. A massive refugee crisis will be created, economic stability in nieghboring countries will dissapear, and I bet I can put a nice dent into any EC army sent at me. This will leave the EC, and Europe as a whole, rather vulnerable to the outside world (NPO). On the other hand, you give me a bit of funding and satellite info... I win the war, join the EC... think about it.]

Currently, that issue is being debated in the voting thread. See the sixth point. The reason we are unsure whether you should get to vote is because you don't sign documents such as the mutual defence, and give free, not just lowered tariff, goods and access to waterways. You can do these things, though due to your geographical location you can't become a full member, though you might be able to get a full vote if you tie yourself down to the full membership requirments. Thats the only way, unless the resolution passes in favour, I can see Associate Members being allowed to vote on issues that don't directly involve them.

OOC - Haha, your ignorance is hilarious. To be honest, a war with you in all circumstances would be a rather short operation in which total air superiority would be attained, your military infrastructure leveled, and the majority of your strategic military targets rendered useless. Where you get the idea that ex-Yugoslavian/Soviet puppet military equipment and training is anywhere comparable to that of several NATO nations I have no idea.
