The Novajev Republic seeks new oil contract (MT)

Open communiqué to the world’s oil companies and interested governments.

Greetings to you, my name is Stepan Kutuzov, I am minister of finance for the Novajev Republic, and I am writing this to inform you that we are seeking a new buyer for which to supply crude oil and natural gas.

Just over thirty years ago we discovered an oil field a few kilometers off our shores, at the time it was estimated to contain nearly one point five billion barrels of oil. Over the past thirty years we have been primarily supplying our oil and natural gas to the Kilrany Empire.

However in recent years the Kilrany Empire has been gradually changing its consumer base away from petroleum products and this shift is almost complete, as such their need for our oil is dwindling rapidly. Having no desire to cause us financial difficulties, they have given us permission to seek a new buyer for our oil and natural gas before they fully discontinue purchasing it from us.

At this time our oil rig is capable of extracting fifty thousands barrels of oil and nearly one million cubic meters of natural gas a day at peek production. Once extracted the crude oil is transferred from the platform to off shore storage tanks, capable of holding up to three million barrels before it must be transferred to a tanker for transport, which can be done from these holding tanks. A similar process is followed with the natural gas, although it is changed into its LNG form prier for transport. At this time it is estimated the field will supply oil and natural gas at the current rate of extraction for another forty years.

A small portion of the natural gas is used by our government to supply our nation’s single natural gas power plant, this is however only a small percentage of the overall extraction.

At this time the only stipulations are that you must not be at war, or have negative relations with either the Kilrany Empire, or the Me'ei Chuange otherwise we cannot guarantee the passage of your vessels through the Zuiderzee Strait, which allows access to the Tsyentralnoye Morye, where our small island nation is located.

We offer our hospitality to those interested in placing a bid and inspecting our facilities. We have a small international airport on the Northeast end of our island, capable of supporting light to medium sized commercial aircraft, ideal for private business jets. We also have numerous small ports more then adequate for private sailing vessels, and one major port to accommodate up to cruise ship size vessels.

OOC: To keep things interesting so there wont be anyone simply placing a bid after you a dollar more or some such, I recommend you post your IC post here with whatever statement or action you wish to make, but send the dollar per barrel amount of your bid to me through a telegram, thus keeping the actual bids secret.

OOC: You misunderstand, the Kilrany Empire is not looking for a new supplier of oil otherwise my PC nation would continue to buy oil from the Novajev Republic. This thread is meant to help my NPC nation, Novajev, a small island nation of a few thousand people a hundred some kilometers off my coastline who’s looking for a new buyer for their oil, whose sales are now crucial to their economy.

Rather then simply ignore the small nation because its an NPC, I figured I may as well try and role-play its search for a new buyer, more interesting that way and I a lot of time on my hands right now, heh, so I figured I’d see where this went.

OOC: I’m not quite sure what you’re asking me, can you please clarify a bit? What do you mean by oil carrier?

And just to note, the Kilrany Empire is not so lucky as to no longer need oil, that’s not quite possible in MT since there is not yet a more reliable fuel source for military vehicles, it just doesn’t need as much as it used to, due to government subsidies and such actions over several years they’ve managed to move most of the civilian consumer base away from needing large amounts of fossil fuels.

Although we appreciate the offer to sell us an oil tanker, we are currently downsizing our foreign oil appropriations division of the national oil company as a result of a drastic decrease in our national consumption, so unfortunately we have no current need for a new tanker at this time. Thank you anyway.

OOC: Glorified bump

Behind his oak desk, Stepan Kutuzov was leaned back in his rather comfortable leather chair, deep in his own thoughts within his office, taking a break from the relatively small amount of work he had for the day. No matter how seriously he took his job as minister of finance for the Novajev Republic, he could never shake the feeling of the title being a rather grandiose a term for what he did, given that Novajev had a population of just fewer than ten thousand people, which was smaller then most cities.

It had been about a week since he had made the public announcement looking for a new buyer for his nation’s oil, and so far no one seemed interested, and it was beginning to concern him. Turning his head to the left he looked out the darkened office window that was behind his desk, which gave him a clear view of the small plaza that sat to the front of the government building located in the de-facto capitol, Anjukov; which in the grand scheme of things wasn’t much of a capitol, or government building. Not being long after lunchtime, he could see a smattering of people still walking about, chatting which each other, laughing, he knew most of them all, it was hard not to living in a small community, so he knew as well as anyone else that despite the façade of his peaceful island, there was an under current of worry within everyone.

It had been two weeks since the Kilrany had notified them that they no longer needed to buy Novajev oil; at that time they gave them a month to seek an alternative buyer before they would actually cease purchases, which was all public knowledge. No one had been worried at first, but as time was passing and they had yet to find someone interested, people, including Stepan began to worry that it may not happen, no one wanted to see Novajev return to what it was before the discovery of the oil field, they had all grown just a bit to comfortable of being a wealthy, if small, nation.

Stepan sighed and stood up out of his chair, moving around to the right of his desk he came to stand before the other darkened window of his office, this one looking out South towards the primary port of the island, which was partially shared between the communities of Barmakov and Kislovodsk, some three to four kilometers away. Despite being on the third floor of the building he could only see the top of a two of the larger ships moored farther out in the water of the port due to a few small rolling hills. One was a rather large cruise ship, quite easy to make out; being summer, tourism was a major factor in the Novajev economy next to the oil export, but even it didn’t bring in nearly as much. The other ship was of military origin a heavily modified Sovremenny class destroyer, although he didn’t personally recognize the type of vessel, he knew it was a Kilrany navy vessel taking shore leave. In his mind he could easily imagine the tourists from the cruise ship mingling along the shore front markets and pubs along side the black uniformed, or civilian clothed Kilrany navy personnel.

Letting loose another sigh, the minister turned back towards his desk, taking his seat once again he went back to the business of the day, easing his mind with the knowledge that he still had two weeks to find another buyer before they’d have to shut down the oil platform. However, unknown to Stepan, some of his colleagues in the small Novajev government were not as optimistic as he was, nor were they as scrupulous.
