Greetings African Friends. We wish to establish diplomatic relations with your fine country and hope that this will be the beginning of a good relationship between our two nations. But, in that light, we have heard that your nation is poor and your people starve. And yet as you try to help your people you are hounded by your neighbors who would seek to take your lands. We wish to help you in this regard.

We will give you $450 Million USD, yearly for however long it takes for your country to get up sufficient levels to help defend yourself and make sure your people are cared for. Also, in regards of your defense, we have 215 M-84 Tanks that are being Decommisioned. We would be honored if you would take them. Consider it permanent leasing without paying us.
