Government Branches
The President The President is the supreme commander and chief of the nation. Can single-handedly declare nuclear war, approves senators, representatives of the Supreme Court, can Veto bills from the senate and serves as the executive head of state in diplomatic events. The Current President is Rene Shondel of the Democratic Center Left Party (DSP) for her term in Office the President lives in the Presidential Palace located in the Capital of Lilica

The Senate The senate is the main legislator of the government it is also sometimes call "parliament" depending on the situation the government is Representative republic reformed after the civil war and retains a monarch purely as a figurehead retaining "His majesties" in name only usually in terms of the military branches.

The Senate is the main legislator where bills are out before the senate and debated by all parties for them to become law. After the civil war the "Centralised government" was formed; with each area electing one leader to act on there behalf eventually over time this was turned into the senate with laws requiring a majority vote. Senators are elected every 4 years

The Judiciary The Judiciary is made up of two branches; the Judiciary committee and the Supreme Court. The Judiciary Committee oversees the government and decides as per the post civil war constitution what constitutes law. Particularly Sensitive or large cases can be put before the supreme court; a panel of 9 Judges acts as the highest court in the land; several Supreme court rulings have met with controversy in its history including the legislation of abortion, gay marriage and stem cell research.

Parties The main parties in Animarnia's government are the Democratic Center Left Party (Current Government) and the Christian Republican Conservative Party, The Democratic Center Right Party and the Socialist Party

Law Enforcement
Police Force - the day to day law enforcement is conducted by the police force. These well trained officers protect and serve the citizens and enforce the law; though not armed with lethal weapons each officer is armed with non lethal means of both self defence and subduing a violent suspect; these include night-sticks, pepper spray, a stun gun and a Tazer.

Strategic Weapons And Tactics (SWAT) - these elite law enforcement are called in to the most dangerous crimes where lethal force may be needed to resolve an issue such as a hostage situation or other situation in which a deadly armed suspect is expected to be encountered. These elite troopers are usually equipped with military grade weapons and body armour.

Federal Investigative Service - The Federal Investigative Service (FIS) is a national law enforcement agency that arrest criminals both internal and external across the nation. With national jurisdiction they can take over any local case and supersede local law enforcement.

Tank Police - When Things get rough; the Tank police come out to play; Military grade Tanks painted in Black and Whites and under the control of Local law Enforement. The Tank police come under the command of Colonel Britain.

Judicial Branch
Supreme Court - The Highest court in the land; 9 judges appointed by the president and confirmed by The Senate by Majority vote then reviewed by the Congressional Review Board for a secondary Confirmaton. Supreme Court Judges are elected until they die or step down.

High Court/Appeals Court - The High court is usually where contested cases end up before a Judge where they will either uphold or overturn the verdict based on the evidence.

Local Civil and Criminal Court - Local Courts that decide the outcome of Civil and Criminal cases; a case is put before a judge to decide if there is sufficient case to prosecute. If a criminal case a City District Attorney will then prosecute for a criminal conviction before a 12 man Jury and the Judge will decide Sentence if the defendant is found guilty. If the case is Civil then Lawyers from both sides will argue there case before a Jury; if the Plaintiff wins there case then the judge will decide reparations.


National Security
Homeland Security - Homeland Security operate intelligence operations inside the kingdom to protect against Terrorist attack and advise the Council of nine of terrorist threats inside the nation. Homeland security operates its own counter Terrorist Unit.

Animarnia Intelligence Agency - The Intelligence Agency operating in a wide range of espionage and counter espionage protecting the kingdom from threats both domestic and external.

Animarnia Enforment Agency- A Secret Agency operating outside of the AIA and homeland security the elite of both combining the strike capability of the ASAS with the Intelligence and interrogation ability of the AIA. AEA are the elite of the elite and usually operate alone or only in small teams and answer only to the President Directly.

History

Animarnia - A Brief History

Year 500 BU - Before Unification, several tribes ruled there separate lands some were peaceful others warlike and more aggressive, there was much in fighting amongst these tribes and while some were powerful others lacked and were absorbed or protected by the bigger tribes. This state of affairs continued for 500 years until King Animarnia united the factions under one name and nation “Animarnia” with the Tribal chiefs taking positions of power all with equal say each giving some of there autonomy and personal power to one governing body. All members ratified the Charter and the Monarchy ruled over the council.

500AU – The Dissolving of the Monarchy
With a long period of peace the system started to work and over a period of years the monarchy was dissolved and in its place was an elected official, who became Animarnia’s first President and by presidential decree formed the Senate solidifying Animarnia as one nation, the Federation of Animarnia

800AU – Ryoko Vs Ayeka, a conflict over Tenchi
In 800AU the City of Ayeka declared independence from Animarnia and the Senate, the two territories of Ayeka and Ryoko had laid claim to nearby land during the tribal days the two had been mortal enemies and now it looked like hostilities would resume again. The two cities sent troops to the land they called Tenchi to annex it as its own, the history isn’t clear who started it but shots were fired and Animarnia’s first civil war had begun. Ayeka outnumbered Ryoko but the Ryokon Citizens fought bravely, putting up a fight for 2 years the body count on both sides was mounting and the Senate was still twiddling its thumbs wondering what to do. Eventually Tenchi rebelled against both Ryoko and Ayeka stating in no uncertain terms that it wanted to remain independent officially asking the senate for intervention.

The Civil war ended but relations were strained between Ryoko and Ayeka and Ayeka’s succession from the Senate made many ponder if the system was actually working. Separatists from all over the country moved to Ayeka, which was living under its own rule keeping very much to themselves after the Tenchi conflict

1000AU – Open war rears its head
It was only under the threat of War that Ayeka returned to the senate so that Animarnia could face this impending threat as a unified nation, the Empire of Guylos. Open war came in the form of an all out invasion of Animarnia there numbers were great and there Military was much more advanced than our own.

The Guylos Empire was a war like empire under the rule of Emperor Guylos whom it’s named after was originally a small nation. It then conquered several nations around them subjugating them to the Empire’s will and taking their territories, resources and technology for there own. This made the Empires Seat of power quickly Grow in the Region, completely taking over there own continent. Of course we did not know this at the time.

The Empire spread its Influence and territories to the south where it came into contact with our nation. Animarnia allowed Guylos to set up bases on the land closest to there continent in exchange for trade. The River was considered the defacto border between Animarnia and Guylos and also the site where war would eventually break out between the two nations as Border Tensions flared into open conflict. The War was long and Bloody with the Empire using its superior technology at every opportunity however Animarnia did not give up for they were fighting for there homes and loved ones, they could not surrender.

Eventually making use of Imperial technology stolen and mass-produced Animarnia managed to push the Empire from its borders. Although hostilities officially ended The Empire and Animarnia remained at a Defacto state of aggression for many years, each ready to defend themselves at a moments notice should the other attempt an open act of aggression. This led to several skirmishes, flaring up hostility and straining diplomatic relations but thankfully never quite making it to all out war.

1200AU - tensions run high
This Defacto State of war continued until Emperor Rudolf came to power, seeking to make peace where his father and Grandfather had made war; Rudolf was accepted and thought of by Animarnia as a great leader despite his young age. The Age of Peace for the Empire and Animarnia would finally begin this did not sit well for several of the Empires Generals including the Crown Regent who took control of the Guylos Military and attempted to assassinate Rudolf. Believing his plans successful he then declared war on Animarnia once again.

This Plot was foiled however by a Animarnia Commando team, operating deep within Imperial territory there took it upon themselves at great personal risk to help the Emperor retake his own empire from the Crown Regent during a state of war. Later the Animarnia army came to aid the Emperor when the Regent made his last stand in the Guylos capital attempting to burn it to the ground.

However it was the commando teams self-less acts that secured the peace Animarnia and Guylos enjoyed for many years until the Empire eventually split up due to internal problems and become separate nations, the Empire was no more but Animarnia remained.

1500AU – Second Civil war.
Several issue arose that could not be resolved forcing Senators to take sides, things escalated quickly, the Senate was dissolved, Cities rescinded back to tribal laws, lines of battle were drawn and soon Animarnia was at war again. This time with itself and this time thanks to advancements in technology both researched and stolen/traded for from the Empire, the war was far more akin to the brutal kind of combat we see today.

The East Vs the West of the country, it was divided almost in half both fought hard

However the East were not unified in there effort the west was, General Maxwell lead a Military coup backed by some disgruntled elements of East Movement disagreeing with how the war was being fought and partly succeeded in seizing power. However his control was not absolute causing the East Movement to fracture further into 3 ‘powers’, his first act was to declare war on both the East and Animarnia’s Legitimate government. This sub-fracture was to end up being the undoing of both Maxwell’s forces and the East movement with the Loyal Animarnia forces eventually overrunning both after more than 100 years of war.

1600AU – Government Returns
After dealing with a rebellion and a rebellion from the rebellion. Animarnia lacked any sort of structured government the Senate had been dissolved and the President was in hiding. The Federation was broken and Cities had to rely on old tribe territory maps and laws, each city in itself – self-governing, this continued for 50 years until after much in fighting the Government was restored and a new President appointed until a free election could be organised.

1700-2005AU – Rise from the Ashes
With the war behind them, Animarnia began its journey towards the nation it is today. The nation pushed forward to quell crime and other such things a nation faces opting for a “Judge Dread style” policing. Which at first led to several youth being locked up for Embezzlement because they ran a lemonade stand after these initial glitches the system was tweaked and started to work. Marijuana is completely legal, prostitution is Legal and brothels are state funded and taxed.

Cyclists are banned from all Major highways, Voting is compulsory and All citizens upon reaching the age of consent are required to complete 2 years of military service, which is seen as a duty, not a burden. Its population is fiercely patriotic and enjoys great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

The enormous government juggles the competing demands of Defence, Law & Order, and Education. The average income tax rate is moderate, but much higher for the wealthy. A healthy private sector is led by the Arms Manufacturing industry, followed by Cheese Exports and Soda Sales. Child Labour has been outlawed and there is strict legislation on animal testing. The Citizens of Animarnia enjoy a well-funded public healthcare system and social welfare program, Education and Law Enforcement are high priorities and its space program is subsidised by prominent businesses in exchange for free advertising.

Animarnia is currently developing an Orbital Particle weapon refered to as an "Ion Cannon" as a potential alternative to its current if modest nuclear Arsenal and large self defence force. Citizens enjoy complete freedom of worship however the penalty for extremism is high, Streaking at all major sporting events is legal as are Naked Tuesdays. It is illegal to make racist remarks in public and the latest Harry Potter book is a best seller. Animarnia has a Bleeding edge well funded research program

Culture
Animarnian Culture is a mash of Old Celtic, British and Japanese. Animarnians have a deep sense of honour and loyalty and this is bred into them at an early age with deep emphasis on courage and respect. Animarnians take a sense of pride in everything they do. Those they call friends are truly like brothers and sisters to them. Though in many ways each city seems to have its own unique outlook on life and characteristics; those from Kiyone for example are extraordinarily determined and usually enter the armed services or Law enforcement. Those from Washu are usually very intelligent and some call it the "Academic City" as it is also home to Animarnia's largest university and the Science Academy; Which has produced some of Animarnia's Greatest minds. The People of Ryoko are all fire, all passion; all cause; they throw themselves completely into their work; mostly they become either artists or join the military in contrast the people of Talim are deeply spiritual; worshipping the Wind Goddess in large windmill like temples. The people of Ayeka believe they are superior to everyone; mostly because this is the richest part of the country the high earners live and work in Ayeka Many Ayekans also Join the Royal Navy; some of Animarnia's greatest admirals and leaders have come from Ayeka. In All Animarnia has a very diverse culture.

Animarnia is also well known for its Art and Science; producing lots of advanced technology since 1970 its industrialisation and technology have sky rocketed from large rural areas to a technological hub of the world with cities of large skyscrapers covered in Solar Glass. Animarnia also has a budding film industry particularly science fiction, action and adult films. The latter worth $38 Billion USD annually. Animarnian food is mostly sea food and fish; with emphasis on things like prawns; crab, lobster, shrimps and cockles all of which Animarnia has an abundant supply. Noodle; rice, vegetable and Meat Soup dishes are also quite popular and "Animarnian style" food exists in virtually every country on earth. Animarnian Broadcasting is also exported internationally and operates free media rights and freedom of speech is held almost as sacrosanct; however freedom of actions is not. Animarnia has both Fibre Cable Network TV and Digital Satellite Broadcast TV with up to 1000 channels 30 of, which are dedicated Pornography channels available on the latter some of which being pay per view and subscription where others are free. Conventional Analogue Television is also broadcast via standard Towers across the country; and 500 different Radio stations are locally available.

Music is quite popular in Animarnia with Pop, Rock and Ballads being the most popular; with Justin Trousersnake; Brittany Spearo and Heavy Rock Group Metallurgy being some of the most popular artists grossing several hundred million a year in sell out gigs and multiple album releases. Animarnia's national Sport is Soccer, which Animarnians refer to as "Football" this confuses the hell out of the Kampfens whose "football" is more like Animarnian "rugby"; Animarnia's second national sport is Cricket.

Education in Animarnia is quite a high level with pre-school; Infant School for ages 4-6, junior school for ages 7-10 and High School for ages 11-16; at 16 Pupils are given there General Certificate of Education (GCE). School leavers whom do well on their GCE's are given the option of staying on until they are 18 to complete A-Level Education; passing these would give them access to Higher Education facilities where they can Learn a Degree, Masters, PhD or Doctorate level of education. Those who do poorly in their GCE's are enrolled into the military services at 16 into a non-combat administrative role; and a combat unit from 18-21 after which they can stay on in the military or be honourably discharged into civilian life. The Animarnian Science academy is one of the top educational institutions in the country bringing together the finest minds in the country with the Washu City University being the most prestigious.

Laws in Animarnia are both relaxed and extremely strict; in many respects Animarnians enjoy a lifestyle that is far freer than anywhere else on earth; but the penalties for breaking the law are severe. Due to a sharp rise in murder and Rape rates in the 1980's saw the creation of SWAT and the Tank Police force in addition to local law enforcement officers. This saw both Murder and Rape both become capital offences. Methods of Execution vary from Electric chair, Lethal injection, Gas chamber or hanging but all are carried out publicly; Also anyone convicted of sexual abuse of a child is publicly crucified and it takes them 3 weeks to finally die. This harsh enforcement of law has brought Murder, Rape and Child Abuse down to just 0.1% of what it was at the 1980's peak - Brutal but effective.

Fashion in Animarnia is very diverse ranging from the more liberal and near exposing outfits of Talimese to the Regal and traditional wear of Ayekans. Fashion is different wherever you go though most outfits are made from Silk due to its abundance in the region. People are given freedom of worship however Church and state are strictly separated; Animarnia is 83% Old Pagan; 13% Buddhist, 2% Jewish, 1.8% Christian and .2% Muslim. Though All Muslims are closely monitored by the state and have to register for a state licence due to their leanings toward potential extremism.

Branches
Royal Army- the Standard army of the nation very well trained, well equipped and fiercely loyal. These are your bread and butter soldiers on the front lines from the humble foot solder to the rocket artillery.

Royal Army Commando's "Green Beret" Regiment - The best from the Army go into the Commando's Regiment; the Commandos are usually the first in conducting covert operations; requiring at least 2 years military service in the army the commandos are invaluable when operating behind enemy lines.

Royal Navy (RN) is a large sized very modern highly advanced Wet Navy; consisting of Large scale Carriers, to the humble patrol boat. The Royal Navy is able to project power anywhere on earth within hour's notice.

Navy SEALS - The Seals like the Commando's are trained for special operations usually from the sea; Seal training is so hard that out of some 300 that apply every year only 10 or so get chosen to become SEALS.

Royal Airforce (RAF) is a very modern fighting unit operating a range of Air superiority fighters, interceptors, Fighter-Bombers, long Range bombers, transport craft and support aircraft. The Royal Airforce can deploy aircraft anywhere in the world on any theater.

Royal Airborne "Red Beret" Paratroopers - Like the Commando Green Berets the Airborne Paratroopers are exceptionally well trained and usually come from the Royal Army with their speciality being dropped by parachute to anywhere on the planet.

Royal Marines - Like the Royal Army; but are trained specifically in water assaults from ships; the Royal Marines are well equiped and well trained Capable Soldiers and in any overseas action would be the first to see combat

Royal Marine Commando "Black Beret" Regiment - The Black Berets are widely regarded in the Elite units as one of the best by there peers; Trained to deploy like Marines the Black Berets are combat specalists and often work with or in tandam with Navy SEALs.

Special Air Service - The SAS are the best of the best; applicants require at least 6 years service distinct in another branch of the Covert services (Commandos, Paras or SEALS) even then there is a 90% Failure rate for applicants. The SAS sometimes refereed to, as "The Specials" are the most elite in the entire nation Making each one irreplaceable and worth over 30 standard combat troops.

Shinigami Regiment - The Worlds Only specially trained all female Special forces unit; hand picked from all branches; all fields of military and law enforcement the Shinigami are amongst the most elite of the nation. With a 98% Failure rate to all that are selected to attempt the training only 4 in 10,000 are selected a year to become a Shinigami or "Death God".

Dead Six Regiment - The Dead Six are a completely Carte Blanch Non existent Special forces unit; numbing only two troops (14 men); the members of the teams are officially declared dead on all registers and have complete denial and only operate as part of the Enforcement Division under George Black; they are the 'blackest' operators in the nation and usually do things hard, fast and with a body count that would make Arnold Schwazenaga proud. To compare there effectiveness - a Balistic Missile would do less damage

It will also allow increased contact between our two nations children - we are even considering trialing teaching your native language in some Franco schools in Singapore. We also have many corporations and companies interested in developing more factories in your country and providing jobs for your large workforce – French restrictions by my government however prevent this – I look after the unemployed in my countries first. But, I have allowed a few companies the opportunities to expand aboard, and I hope this will be prosperous for both our countries if you allow this and the education program.

The other purposes of these correspondents are to strengthen relations between our countries and possibly discuss economic co-operation and more. I thank you and accept the recent apology. I await the developments of the Korean War with trepedation, it is also my deepest hope that Animarnia will come to Droskianishk should aid in the recovery of North Korea be necessary. As I stated in my press conference our nations economic talks may resume.
