I would be more than glad to attend a meeting discussing the finer points of the Human Order Philosophy, and the future of our race as a whole with yourself. Due to certain time constraints, I will be unable to leave the country for some time, so if you would like to visit Khartoum, I will be more than glad to arrange accomidations for yourself and a staff of however many you desire. If you would rather host the meeting in your homeland, I will be able to send my right hand, Marshal Velspar, to speak in my stead.

Dear Commissar Hector V. Davis,
Allow me to introduce myself, I am Triumvirate Council Member, and Fleet Admiral Sandra O'Toole of the Triumvirate Council of the Revolutionary Government of the Glorious Republic of Leafanistan. A meeting discussing the points of this philosophy is deemed a very important priority to our respective governments.
A face to face meeting would be preferable, but with Skymarshall Samantha Arcturus off to visit a Kreigzimmer factory, and Field Marshall Angela Arcturus currently on an important assignment, we both cannot leave our countries.
I, however, wish to you send your right hand man, Marshall Velspar, to a secure meeting place within Western Leafanistan. We are sending authorization codes for your Marshall to visit the Glorious Republic, and to have a meeting with me.

As the private jet touched down on the Leafanistani runway, Marshall Velspar set down his glass of whiskey and began straightening his tie. As the jet slowed to a halt, the hatch door opened and he began walking down the steps, the bright Leafanistani sun beating down on his black leather trench coat. As Velspar continued toward the contingent of men who had come to meet him, he motioned for his own guards and aids to stay behind. "I am Marshall Velspar, I have a meeting with Admiral O'Toole."

As the private jet touched down on the Leafanistani runway, Marshall Velspar set down his glass of whiskey and began straightening his tie. As the jet slowed to a halt, the hatch door opened and he began walking down the steps, the bright Leafanistani sun beating down on his black leather trench coat. As Velspar continued toward the contingent of men who had come to meet him, he motioned for his own guards and aids to stay behind. "I am Marshall Velspar, I have a meeting with Admiral O'Toole."

A well dressed Colonel acknowledged Marshall Velspar and took out a small silver box. He inserted a key he wore around his neck into it and opened the ornately decorated container. Inside was a Gold Sovereign, with a printed value of 100 LFP, but because of the high price of gold was worth far more. The Colonel then closed the box and handed it to an aid with the key still inside. The key itself glistened in the sun as the diamonds on the handle reflected the light.
A red carpet was rolled out by a few honor guards, and their shiny green and gold uniforms, contrasted their red ranks, medals, and capes. They stood at attention, each one holding a KF15 Fulcrum. Their stoic stance made them appear statuesque as the soft summer breeze let their capes flutter in the wind.
At the end of the carpet was the promised armored column. The IMC-01 Bladerunner, in the black and blue military police colors surrounded the whole proceding. The car the Colonel gestured to was a GR-MID Imperium, a luxury limousine, with enough room for 10 people to sit comfortably, and a wet bar. In front of the car were 7 massive AVT-103 Main Battle Tanks, their 125mm ETC guns a dull earthy color for the woodland camouflage. With them were a number of BMP-3 and BMP-T Infantry Fighting Vehicles and an untold number of guards and helicopters milling around the base to ensure absolute safety of their guests.

A black suited man stepped forward, and opened the music-box sized container, revealing an ebony model of the Human Order crest, studded with diamonds. The box was promptly closed and handed to an aid of the Colonel. Velspar, with a slight smile on his face, then walked down the carpet and entered the limosene.
Frontier Airbase
The inside was a dark obsidian color, with tinted windows so dark it seemed impossible to tell whether it was night or day, which was the point of them. It was a diplomatic model, designed to ensure lack of knowledge of where the people inside were going and protected those inside from the prying eyes of possible assassins. The seats were leather, the wet bar stocked with Glenfiddich single malt scotch, a variety of sparkling juices and flavored waters, sodas, and a few wines.
The limo idled as 4 of the tanks rumbled to life, their gas turbines giving them a deceptively quiet noise that resulted in the odd illusion of a silent tank from inside the car. The thick bullet proofing and sound proofing did its job as the door was shut, and the Bladerunners turned on their sirens to clear any traffic that might be on the private military road they were going use.
The remainder of the vehicles followed along the limo, most of them in a defensive picket. Their turrets and guns swiveled to keep a good look out.
Back inside the car, the tinted window that seperated the cabin from the driver slid downwards and the passenger, a different by similarly dressed female Colonel turned around. Her dark hair, southeast Asian features contrasted her blue eyes as she turned her head to face Marshall Velspar.
"Marshall, do you wish for some music? We have a wide variety of songs on disc, and extensive satellite radio."
Meanwhile back at the airport, the first Colonel had the box X-Rayed and CAT-scanned for any irregularities. They didn't expect to find any, but with two members of the Triumvirate Council 'out of town', they had to take some precautions. The man stared down the screen as the box entered the devices.

The female Colonel nodded and the tinted window slid back up again. An audible click emanated from seemingly nowhere as the well hidden speakers came online.
A warm, and rich sound of string instruments filled the car, soon followed by opera singing. As it reached its crescendo a soft guitar plucking could be heard. Then as the male antagonist voice sounded, a hard rock guitar began pounding away, powerful percussion beats caused the vehicle to rumble slightly as it drove toward the armored fortress ahead.
They passed by no less than 2 dozen checkpoints, never stopping, mobile X-Ray and Radiation detectors read the data extremely fast and fed the data to the next checkpoint.
Soon the faint glimmer of sunlight faded from the windows and the entire column was enveloped in the shadow of Star Mountain Secure Diplomatic Facility. Star Mountain used to be a place where they mined gold, but when the veins ran dry the military took up occupation, drilling deeper shafts and wider shafts all over the mountain. Finally they filled those shafts with massive steel girders and concrete, reinforcing the mountain itself and built a series of secure rooms and bunkers into the mountain. The meeting place itself was a bunker 600m below sea-level, through some major security scans and a 5 minute long elevator ride.

Once the box cleared customs, the Colonel waved for a driver to take him to the Helipad. They would take a UH-60 BlackHawk to outrun the convoy and deliver the box to the more advanced sensors on its way down to the meeting room.
The LV-08 screeched to a halt, as the Colonel carefully grasped the box exiting the scanners. He got into the car and it took him a short 300m to a UH-60, painted the black and blue of military police, which was already spinning its rotors. No sooner did he get on did the airframe rise into the air and began moving forward at high speed.
On the Road
The Marshall smiled, listening to the peculiar music in fascination. He continued reading over his papers and memos as the music continued. "Interesting... very interesting...", Velsper commented as the music played, eventually fading away.

Star Mountain Secure Diplomatic Fortress
The limo and the rest of the column drove for well over a kilometer in the mountain before the convoy stopped. A red carpet was laid to the biometric scanners and more honor guards posted. It was all standard procedure. Once Marshall Velspar finished the scans, he and his aids would be allowed into a nightmarish elevator ride, that starts innocently enough with a television screen warning of the high speed of the drop and suddenly changes in pressure that gum was offered to help the people pop their ears.
The screen would then begin to play a montage of the various aspects of Leafanistan, rich nightlife, large cities, expansive beaches and hotels, and finally a booming economy. Its powerful military was noticeably absent, and only a glimpse of an Army Helicopter during a beach scene could be noticed.
The Box
The box itself was enjoying a high speed ride that now had it at a helipad on top of Star Mountain. The box itself was going to get to the bottom first, using an even more hellish way, a pneumatic tube that would send it flying to the bottom at skin peeling speeds. It would arrive in the lap of Fleet Admiral Sandra O'Toole who was putting on her uniform, and turning on the air conditioning for the room. At 0.6 kilometers down, and with another kilometer of mountain above them, the world's most powerful air conditioners kept the place tolerably cool.

Marshall Velspar stepped out of the limosene, glancing at his surroundings as his aids followed. He brushed off the considerable amount of dust that had accumulated on his black leather trench coat with his already removed black leather glove. Upon dusting himself, he returned the glove to his pocket, and walked down the red carpet to the elevator. They would pass through the scanners without a problem, all weapons had been left on the plane. Regarding the elevator... the ride down was... interesting.
The Marshall had accompany him at all times two aids, Ms. Sendara and Mr. Black. Ms. Sendara was a young middle eastern girl, her looks decieving the outside world to her near-genius intellect. Mr. Black was a member of the Inquisition, and kept the Marshall up to date on all major developments twenty four hours a day. The movie caught Mr. Black's attention, however Marshall Velspar had already been thuroughly briefed on Leafanistan, and had little time to watch promotional videos. He continued reading the various briefs before him... one of which was labeled, '-Inquisitional Leafanistan Report-.'

The report would be limited to statistical data published by the Ministry of the State. Leafanistan had remained highly isolationist following the end of the its second Civil War. Few foreigners were allowed, most of them were Halberdgardian Intelligence Personnel. Those that did visit, only visited the tourist traps that the coastal colonies had become.
The elevator grinded to a halt, the on-screen girl threw up a thumbs up and smiled as the film froze in place and the casual ding of the elevator opened up to reveal a well lit room, that appeared to be outside on the 'Beautiful Higgs Coast', the beach advertised on the giggling screen. Fleet Admiral Sandra O'Toole was clad in a Summer Dress Uniform, a scarlet cape, with a black trim flowing in the artificial wind. She sat on a quite real wicker chair, sipping a iced Screwdriver on a wicker table. The umbrella flapped in the wind, and the seemingly distant waves lapped against the shoreline. The smell of salt air and the actual sand that crunched between the Marshall's feet added to the illusion.
A nearby panel seemingly implanted in a tree gave away the room as an advanced meeting room using OLED screens, holograms, and advanced central air conditioning to mimic the effect of a far away beach. However, there were several irregularities. In the sky hung a much more reddish sun, and 2 half moons stood end on end on each other. Dark clouds dispersed rain over a nearby island as they gradually lightened and moved away. The plants were an odd bluish fern with large orange flowers that shook every so often, scattering a cloud of pollen into the air.
Fleet Admiral Sandra O'Toole, an aging Caucasian woman with green eyes and blonde hair got up out of her seat. She walked up to the people, somewhat stunned at the meeting place, and pushed the cape aside with a large flourish and extended a welcoming hand.
"Marshall Velspar, aids of the Marshall, I welcome you to Leafanistan, and to New Concordia."
She then moved forward to kiss the Marshall's cheeks.

As the doors opened the seasoned Veteran of no less than three large scale wars, a Grand Marshall of the Inquisition, the Foriegn Minister of the Human Order stood flaborgasted. For a moment he believed that there must have been some halucinigin in the gum, but as he caught the double moon in the sky, he realized it must have been some sort of virtual reality program. The look of confusion was replaced with a slight smile as the Marshall continued out of the elevator.
Velspar had visited no less than 600 different nations during his life, and had encountered some very... strange greetings. One thing that he had learned was that you should always... always conform to the expectations of your host. Velspar shook the Admiral's hand, and returned the greeting kiss. "Thank you... it is... the second most unusual place I have ever had the honor of conducting a meeting in."

Fleet Admiral O'Toole smiled and moved to repeat the same gesture to the aides. She then gestured toward 3 wicker chairs with a set of drinks already prepared.
"This room is my favorite if I have to be confined to some sort of diplomatic bunker."
She tapped the tree and the silent coastline suddenly came alive with noise. The shaking of the Poppy-Ferns sounded like the occasional rainstick. The waves lapped against the coast made the sound exactly expected of them. Finally, an extra bit of sound to mix with the wind produced by the hidden fans completely the illusion.
"This room was originally designed as a form of advanced troop training, and strategic maproom. Its fairly common among many of our allied nations for those purposes, but not many of them have recreational versions. This current program is meant to replicate a planet orbiting the star PKMS-2223, a red giant in a star cluster a scant 4.8 light years from here."
She sat down and again threw her arm to send the cape scurrying into the wind and into a position so both her arms could be revealed comfortably.
"The planet is called New Concordia, we sent a probe 20 years ago using a primitive fusion bomb drive. It was the first thing we and Halberdgardia sent up into the sky once the Second Civil War ended. The last words of the late High Father, was a story about a place he was seeing as he was dying. He drew a complex astronavigational diagram and handed it to the McKagan Special Forces that survived the entry into the usurper's fortress."
She took a long drag on the straw and the mixed drink dropped noticeably in volume.
"It was a bittersweet end. It was only a few years ago that the first indications that High Father was right started coming in. All sorts of telescopes confirming the planet that orbited the massive star had water and organic compounds. Then when that probe finally arrived at 'New Concordia', or what High Father called it, it sent down a smaller probe to land. The large probe took extensive astronomical readings until it was hit by this planet's frequent meteor showers."
She looked up to the daytime sky as a meteor shower started. Streaks of bright light soared through the sky, a few bright enough to cast odd shadows onto the ground.
"The small probe was damaged upon reentry and all we got was 3 hours of choppy video and sound of the Poppy-Fern rattling away. But the fact that something was alive was enormous. We sent 4 cosmonauts a year after we got this."
She looked up at the sky as the meteor shower continued. She had the eyes of longing, a solitary tear drifted down her face as she drank the drink dry. She tapped the side of the glass with her fingernail and a person walked through a large Poppy-Fern, picked up the drink and replaced it.
"So you say, second strangest room? I'd enjoy hearing what was the strangest room you have been in."

The Human Order possessed no space agency to speak of due to the burning idea that before space could be explored, Earth had to be conquered, thus the only satellites the nation possessed were those owned by the military, phone companies and telecommunications networks. The only space station was one to keep them in repair. Velspar could not imagine spending so many billions on such projects that would not yield results for centuries to come. "I suppose if one must be trapped, the cell may as well appear to be paradise."
The Marshall sat listening to the sounds the holographic room produced, responding to the Admiral's inquiry a few seconds later. "Well, this is the most peculiar room I have met in... however I must say that the most unusual place I have met in was above Mt. Segadashi... an active slope volcano. These South East Asian peoples built the Imperial Palace atop of the Volcano, and it was above a pit of lava I met with the Emporer...", Velspar paused, chuckeling. "My meeting with him was unsucessful, he claimed that the ideals of the Human Order violated his people's tradition, however before I arrived back home, I was informed that Mt. Segadashi had errupted, killing the Emporer. His son took the throne and immidiately conformed to our demands. It was possibly the oddest diplomatic encounter of my career."

Segadashi had errupted, killing the Emporer. His son took the throne and immidiately conformed to our demands. It was possibly the oddest diplomatic encounter of my career."
"A prisoner in my own palace. The main problem is two of the three of the Triumvirate Council are missing, so I must be in a safe location like this for security reasons."
After listening to the story about the South East Asian people, Fleet Admiral O'Toole responded warmly,
"I wonder how often this happens to their people. I can reassure you Marshall, Star Mountain is geologically dead, and the mountain is actually shrinking due to wind erosion. In a few thousand years, this will just be a fortified molehill."
The Fleet Admiral paused as a particularly heavy wind blew and suddenly a long, flat, and rectangular rod seemed to flutter into the room and land on the table in front of the the Fleet Admiral. She pulled a pen out of her ear and clicked it, its magnetic tip extending outward. And she pulled on the end of the rod, exposing a thin OLED screen with a plastic backing designed to detect the difference in capacitance of the pen's tip.
"Now Marshall Velspar, we'd like to hear about this Human Order. It is of great interest to our people."

"The Human Order is an world wide organization of people who have come to recognize the futility of human existance up unto this point in time. The petty wars, struggles, trends and revolutions of the past... we of the Human Order have realized all of this to be simply... pointless.", Velspar began, leaning back in his chair as he spoke.
"We are a people based out of logic, however in all logic there must be one starting point. One solid, core belief from which all logic thereafter is based. The religious will say that this one belief is in God... however they take this belief without anything to support it, this is what differentiates their faith from our belief. Humanity's one core thought, their one true belief is simple, as it is written into the DNA of every single one of us. We are to survive and expand."
"Why you ask? That is a question we are not about to answer, all we know is that the human species has an urge, a need to expand and survive, and we base all of our action, all of our logic upon this basic urge. Some will question whether or not we have the right to do such things, to conquer and dominate all that is not human. That point is the same question as was silenced before. It is irrelevant whether or not Humanity has the right to do such things, it is only known that we must do them."
"We as a race must continue to thrive and grow, for it is the one thing we are made to do... do you follow me so far?", Velspar, now leaning forward was getting into a rather quick pace, but slowed himself, making sure the Admiral understood his explanation thus far.

"We as a race must continue to thrive and grow, for it is the one thing we are made to do... do you follow me so far?", Velspar, now leaning forward was getting into a rather quick pace, but slowed himself, making sure the Admiral understood his explanation thus far.
The Admiral had actually not been writing, as the device itself was taking what he was saying and writing it down. She was shocked it had worked so well, usually that sorta teledictation machine made some mistakes. She was very happy the newest version had improved so much.
"I understand Marshall. All of humanity's conflicts, have been too focused on the Why of our existence and this belief that we are some sort of special creature, God's chosen ones, as the religious believe. The Why is so close, yet strikes people too deeply, that we have no other purpose than to spread out and ensure our dominance here, and in space. For many that is too much for them. They can't seem to understand that living for a cause is the only thing that matters in our world."
She tapped her wrist band, and the face of High Father, appearing that perpetual forty five years old he always appeared as, became the dominant image in the sky.
"The problem with mankind is the focus on Why we are here. That is all. And from that we have imagined so much, Gods, Races, Prejudices, and sent so many to the oblivion of death for those reasons. Let all know that there is no afterlife, there is no glorious 70 virgins, but nothingness that is useful for us. This is our ONLY life, our ONE life, our ONE chance to do something that matters, and after that we can do no more."
She tapped her wrist band again and the image disappeared from the sky. Nearby a Poppy-Fern dispersed its cloud of pollen and it passed through them as they were only projections.
"Some very familiar words Marshall, I believe we are truly kindred spirits."
Velspar nodded, apperantly the Leafanistanians had more in common with the Human Order than was previously expected. "Exactly Admiral... it seems as if the high father has given you all much in the way of wisdom. You seem to be following me thus far... I shall continue."
The Marshall recomposed himself and picked up where he had left off. "If we can understand that the Human Race as a whole must persevere and expand, then we must now think of how we can best implement this policy into the real world. Expansion and survival have always come through one core value. One value which has made every empire which has ever dawned this earth of ours. This value is known as unity."

As long as it is divided into so many nations and organizations, it will never be as one, and it will fight itself and in effect, counter it's own mandate of existance. Allow the Commissar to explain...", opening it again he continued reading.
"... Let it not be said that I am a warmonger, a death seeker or an advocate for destruction, for I am not. I am simply a realist. This world is occupied and lead by power hungry leaders, and not just any leaders. These men and women whom have, by their own manipulation and skill, advanced to the top of their specified governments are skilled, greedy, ambitious people with more intellectual power than most of the worlds think tanks can assemble. They are masters of chess, and the world is their board, the other nations their opponents. And one thing that simply must be accepted, is that none of them, not a single one will awknowledge the fact that they may lose, that they could lose. They are blind to the reality that their exists a greater good above themselves and their nations, a good which must be obtained. This forces us to accept the notion that only through political pressure, international subversion and unrelenting war will we be able to achieve this greater good..."

Fleet Admiral O'Toole leaned back in her seat. The sky was now a dull blood color, the red giant of a sun was setting and the double moons were high in the sky. She was thinking about what Marshall Velspar said. She remembered what was in High Father's unfinished memoirs before he died. She sighed and picked up the drink. The darkness came rather quickly as they were on the equator and she again tapped her wristband.
Two large stakes rose out of the ground, and a powerful and bright flame lit up the environment. She had brought artificial light to this alien world.
"My, I mean, High Father acknowledged these facts. They were the ultimate ulterior motive for our peacekeeping. What better way to eliminate the hydra's heads of religion, and racism, then conquer far away countries? We'd assimilate their culture, bring their religion to Leafanistan, bring their own special something, and watch them become us."
She took another sip of her drink.
"High Father was an enigmatic man, someone who cared deeply for the people, humble, strong, and fiercely patriotic. It was he ended the first battle of the Second Civil War, saving the trapped students in Memorial Square from being crushed by a renegade Prime Minister's tanks. It was he who, in the most appropriate manner, ended the last battle of the Second Civil War, sacrificing himself to stop the launch of Cynthia Ives' ballistic missiles, and probably saved all of Leafanistan. When I read through his papers, they read a lot like your Commissar's papers. Though they were softer. High Father wrote them when he was experiencing the crunch of strong government, and snuck pages out when he was secretly imprisoned. Before he died and left me and his daughters, the other two Triumvirate Council Members alone, he reawakened this sense of duty to not only Leafanistan, but to the entire human race, and spawned a cult of personality."
"The main problem is that your Commissar's writings, do not carry the fear of large alliances in them. They seem to push forth the unrelenting war, and many in the world are moderates, this type of militant stance will not appeal to them. A softer image must be taken if we are to truly conquer the world for the human race. Humanist, Secular Humanist, and its derivatives already exist, and many identify with them. If we emphasize these points, the tolerance of the Human Order, and the logic behind it, we can bring dozens of nations under our sway. The problem is that people aren't logical, they are tribal emotionalists, so we have to sway their feelings too."
"What does Commissar, and the whole of the Human Order, plan to do before we have to resort to war to sway others to our side."
The use of 'our' and 'we' was not chosen lightly. Fleet Admiral O'Toole knew this is what High Father would want for his 'children' as the personality cultists would say.
Velspar nodded in awknowledgement of the Admirals points, any war launched within the forseeable future would end in failure. If not downright defeat on the behalf of the Order, than in global ashes, in which the Human Race would be devestated beyond belief. The war was but the final step of a long, long plan.
"You must understand that before any war is even planned... there will be another sort of battle fought. I speak of a battle not of weapons, bombs or nations, but of thoughts and minds. We plan to send forth our philosophers, our preachers and our men of knowledge into the far corners of the world, spreading the message and philosophy of the Human Order to every dark corner of every last continent. We will open schools throughout the world, educating the youth of what the world should... and will be like. We will sway the masses to our side, for they will simply see that their existances are either miserable our pointless... and they will join us. We will push peaceful unity as hard as we possibly can. We will attempt to get the people to elect legistlatures and presidents who would support the Human Order, who would integrate their governments with that of the Order."
"Of course every assimilated nation would possess home rule, the Commissar would be chosen from the elected Council, and they would for all intents and purposes, continue their lives as they were. Of course there would be various changes in the law, as the entire Order must hammer out a uniform set of laws before the world could be perfected, but I digress... peace is our first thought. We wish to see as little blood spilled as possible, for the loss of Human life is the ultimate failure of the race."
"We will attempt to turn as many nations to our side as we can through simple negotiations and speech. And we feel it will work... we feel that there will be many whom will unify with the Human Order... which brings me back to something I began with...", Velspar paused, recomposing himself before he resumed.
"The Human Order is more than an organization, more than a nation. It is to be the new nation of the world. An alliance some would call it... but this alliance would be so strong that every member of it would see no difference in his brother. The Human Order of Kroando would be joined by nations across the world, such as the Human Order of Verchek (puppet), and the Human Order of Tunisia (conquered). These nations would be so unified that no other alliance would be able to mimick it while retaining their soviergnty. One flag. One international front. One nation as far as any were concerned. That Admiral... that is the Commissar's plan."
"However he will not publically announce this to the world until many more nations have been swayed." [Basically I plan on creating an Alliance Bloc of nations, which are essentially, one nation with many rulers (Commissars & Councils) ruling their individual regions. But I am waiting until I have turned many more nations to my side.]
"With that being said, let it be known that our greatest enemy will be religion. The only ideological force on earth strong enough to counter our movement will be the legions of fanatical worshippers who seek to maintain their state of futile existance. They cannot be reasoned with. And until the great war, we must evade them.", Velspar picked up the use of the Admiral's speech, and returned it in kind, placing emphasis on the 'our' and 'we'.

Fleet Admiral O'Toole nodded in agreement, and she looked at the tiny screen. A program was running in the background to highlight important points of the Human Order. She raised her eyebrow, something was troubling her.
"This may be a point of contention between our nations and our ideology of humanism. Do not take this as some sort of absolute issue, for we to do no harm against the Human Order or to humanity as a whole but."
She picked up the pen and began writing on the pad. In the sky large dark clouds appeared, spelling out: 'Abortion'.
"Here in Leafanistan, we find ourselves overcrowded, so we legalized early term abortion to reduce the number of teen pregnancies. We understand life is precious, but in the long run, nearly all of the women who abort are usually confused teenagers, and all usually go on to either adopt a ward of the state, have their own children later in life, thereby continuing to produce, or care for children in a capacity the government cannot."
"We hate to bring it up, but is this a remnant of a Catholic influence on the Human Order, or is it an absolutist all human life is precious mentality. We feel in that using the big picture look on life, those early pregnancies ruin the life of the mother, and move the child toward a socially lower position, endangering their future education."
Velspar nodded, looking down from the clouds. He personally was pro-abortion, in stark contrast with Commissar Davis' strong Anti-Abortion policy. "Let me assure you first and foremost that there is no Catholic, or religious influence upon the mind of Hector Davis. He loathes the institution almost as thuroughly as I. Allow me to attempt to explain his position."
"The issue of abortion is simple. He believes that in order for the Human Race to survive and expand, it cannot permit the cancelation of potential life. However let it be known that this issue is very, very minor in the ideology. For example, in the Human Order of Verchek, first trimester abortion is legal, for many of the same reasons you previously stated. Abortion is one of those issues which... are left up to each particular region of the Human Order."
Velspar paused, not sure to finish the explanation. "In our nation, we have programs in which mothers who would consider abortion do not fulfill the wish, and are actually paid $5,000 to give birth to the child. The child is then placed in a military institution... in all honesty, this is much of the reason that abortion has been outlawed... for we have found ourselves on the small side of many threatening wars."
"But please, do remember, such trivial matters as abortion would be left to the particular state inside the Human Order."

The wind scattered the clouds, as the sun began to rise on New Concordia. Another meteor shower was occurring, this time it was low enough that some of the larger pieces made loud, dull thuds, that rattled the glasses as they streaked through the atmosphere.
Fleet Admiral O'Toole waved her hands and the large meteorites shrank and continued their silent path into vaporization in the atmosphere. She sighed and tapped the pad again.
"I am glad that the Human Order is as understanding and reasonable as they should be. If self-determination and self-rule is left open to the nations in the Human Order, they won't find themselves oppressed like many 'socialist' and 'communist' alliances. Recently we've heard of the bickering from a 'World Socialist Conference' and how much they argue over nothing, the smallest things drives them apart."
She leaned forward on her chair, taking some of the drink. She looked at the two aides and thought of another question.
"This leads into my next question Marshall. Here in Leafanistan, these military institutions do exist, but the children still need parents, and homes, and we find that by allowing homosexual marriage, and allowing them to adopt children we can drastically reduce the strain on the state to provide for these wards of the state."
Her eyes idly glanced over to Ms. Sendara's body, looking her over.
"What is the Human Order's stance toward homosexuality, bisexuality, polygamy, and alternative lifestyles?"
Marshall Velspar smiled at the question, noticing her look over his rather attractive aid seconds before. "There can be no denial that the first and most primary reason behind sex is procreation. Our bodies are programmed to survive and reproduce... reproduction is the purpose of sex..."
"However... there are other uses. Some minds develop differently than the norm... the results yield that the sexual drive is not directed at reproduction... however the pleasure aspect still does exist. Pleasure, keeping the human mind appeased with life as it is... it is necessary, and thus the acceptance of contraceptives, homosexuality and... alternative life styles. As long as all people do their part in expanding the human race, they are considered acceptable... there are other ways to aid in the expansion of the race other than giving birth."
"But let me reiterate one thing. Though we are progressive in our acceptance of sexuality, we will not allow it to tarnish the generations of the future. Public homoxual acts (kissing, etc), are not permitted, as although freedom of sexuality is important, it does not supercede the development of a child. I will not even speak of child molestation... it is condemned. Those found guilty thrown into the mines to work till the end of their days. What is done in private is the business of none... however if it interferes with the progression of a childs mental development... then we become involved."

Admiral O'Toole laughed when she watched Marshall Velspar's eyes dart back and forth.
"It is good that you allow nations this sort of self-rule. While I disagree and say that despite the rather liberal social environment in Leafanistan, the amount of people in alternative lifestyles has not changed dramatically. With the exception of polygamy of course. Turns out that there are a good number of people who actually do fine in such a relationship. I personally thought many would be too jealous. I suppose that is why we must yield when science shows us what is fact."
She leaned back on her seat to watch the rapid sunrise and the stars fading away. The Poppy-Ferns began their incessant rattling the minute the sun's rays touched them.
"So Marshall, what do we do? Should we send out missions? Create an international 'Humanist Society' and try to gain the alleigence of many nations?"
The Marshall was about to start speaking of his plan for the "Global Human Order Initiative", his plan for a global superstate, the future which he invisioned. However Mr. Black, after several minutes of fideling with his PDA, leaned forward and whispered something into Velspar's ear. "I have just been informed that at the moment we are sending our... 'missionaries' to Kahanistan. Apperantly there is some rather severe anti-catholic unrest. Manipulating this unrest into support for the Order should prove rather worthwhile."
"But anyways... what now? The creation of the Superstate I suppose would be next..."

Admiral O'Toole was stumped, she sat there, fiddling with a pen, writing half words and scribbling them, resulting in some unusual cloud formations.
Finally as if on their own, words began to appear in the sky.
"The Imperium of Man"
The Admiral turned around and stared at the formation, and the crest of the Human Order beneath it. She tapped her lips with the pen and then wrote something else.
"The Democratic Imperium of Man."
