Rules:
1. Your population is equal to your NS population divided by 200.

2. Every year there will be a 'tech raffle', nations can invest points to increase their chance of getting the tech in question. Points can also be spent to expand, you may use one point to 'purchase' a province not owned by anybody. Points cannot be traded, gifted, or granted by mod/admin staff.

3. Nations get one point per billion people in their NS population (rounded down), but no less than two points per year.

4. Points can be saved or spent as you like. You are not obligated to spend all your points at once. However, you may not take more than ten provinces in a single year.

5. One year is equal to one RL week.

6. War will be freeform unless there is an arguement which goes unresolved, in that case, a nuetral third party will be appointed as temporary war mod who will moderate the RP until people think they can get along. If the war mod cant resolve the issue, the administration will step in.

7. The tech raffle will be conducted like so:
a. Nations declare how many points they want to 'invest' in this years tech raffle
b. The admin (thats me) will randomly select the winner using a lovely program I found on the internets.
c. There will also be a second and third place winner, who will be able to use the newly developed technology in half a year, unless the winner wants to match their point investment to keep the technology 'secret' for the full year.

8. Technolgy can be sold, traded, copied, stolen, etc. via RP. It is perfectly reasonable for your scientists to pick up the whole steam-engine idea after those smarmy gits show up with their fancy horseless carriages or whatever, provided you take some time to develope it and such. There will probably be a mod for this.

9. Once I've got colonial territories set up, you may select a number of colonies equal to your population in billions. This means that people with less than one billion wont get colonies, and that colonies will start off quite small.
'Starter' colonies (colonies NOT touching any other territories owned by you) cost five points each and (obviously) have to be on the coast.

10. All colonial and 'home territory' expansion MUST be RP'd (initial colonial claims dont have to be, though). Each province on the map represents a princedom, caliphate, emirate, kingdom, etc. etc., and must be taken on accordingly.
You dont have to write a whole novel on taking out each one, but a few paragraph summary of your heroic conquest of the vile natives should do.

11. Keep track of your points in your factbook, this includes making sure you have a 'recipt' of your point spending for the record.

12. Please add [E1820] to the title of your threads. The 'E' is important, since random strings of numbers pop up a lot on forums.

This is, of course, just the very basic stuff. I encourage people to add more detail as they go, but initially a small factbook should be fine.

OOC: What percent are we allowed? I think at the time militaries were larger than 1%, such as in the American revolution, as the British could field an army of over 20,000 [not a homeland army], while the population of Great Britain was only about 10,000,000 I think.

Also, can you make a thread for the appearance of people's soldiers? Post the things we painted already, the templates, etc?

Do I have one or two starter points, as my pop is 2 Billion last I checked.

I'd suggest setting up a factbook thread, with all this info, as well as cool stuff like pictures of soldiers, so all the information about your nation is in one place for easy finding at a later date, with just the link to it here, which DGNT can then put up on the first post.

As to army sizes, it's the usual trade-off of quantity against quality and your economy, but I personally would consider around 3% a fair figure for a state with a large, but not crippling, military. For me that would be a military of c. 750,000, but I'm thinking of starting on more like 1%.

You sure can. Colonial claims are now open, and the rules are the same as with regular claims. Islands without lines count as 1/2 a claim points.
I'm limiting the colonies to Africa/Asia, and I'll ask that people avoid colonial claims in Europe/North Africa, since space is rather limited there.
The initial claims are (obviously) going to be limited to coasts/rivers, to represent colonies mostly starting in areas with water access.

An updated map will be along shortly. Also, added my factbook.

I can claim them anywhere near the coast?

For example, can I claim a small part of the East Coast US?

Alrighty. I lack paint cabability at the moment, but i would like to claim the five territories on the penisula south of Angermanland and Jagaro. Colonial claims will be up later, along with a factbook.

Bautzen, you get colonies equal to your nations population in billions, rounded down. So three in your case.

Jagaro, please get a factbook up first. Once you've got that, you get one point which you can either save for the tech raffle, or spend on taking a province. Its all in the rules.

Also, slight update to said rules regarding thread titles. This'll make it A LOT easier to find 1820's threads.
