200 stealth bombers neared British Londinium. Their orders: Unload their non-nuclear missiles and bombs upon military and government locations, and to level their capital, Kensington. They have their targets locked. Then, they fired.

14,000 non-nuclear ICBM's were launched from ViZion's homeland in Africa. Their target - Kensington and the surrounding military locations along the coast - and particularly anti-air missile sites.

Another 2,000 chemical ICBM's have been launched. Target: Kensington and surrounding bases.

The previously mobilized ViZionarian Armed Forces prepared for an emergency retaliation. Their target: British Londinium.

It has been announced that ViZion has launched to sea nearly 1,500 non-transport military ships as they head to British Londinium. Included are stealth frigates, destroyers, batteships, and carriers. Another 700 submarines - both nuclear and non-nuclear - are being directed to British Londinium.

ViZion has also announced it has set to sea 500 tanks, 700,000 armed soldiers of the ViZionarian Army, 30,000 special forces - this included 20,000 Marines - 800 various armed vehicles, 15,000 construction workers, 25,000 mobile missile launchers, 800,000 missiles, among other supplies.

Yes, Soviet troops, we were already planning a more... subtler attack which would only require little loss of life, as it included detaining the Londinian PM and extracting him from Kensington to be tried.

The Grand Union Chambers, Tenochitilán, México, Aztec National League…

The Tlatoani of the Aztec National League, Quetzalcoatl Nochtli looked out the window of his 10th story office. The city lights burned through the dark night sky, thoughts weighing heavy on his mind. It wasn’t a good day at all – the reports that have come in about the situation in their ally, ViZion and the alleged involvement of British Londinium, a noted abuser of human rights, were too serious to ignore. But war would seem unpalatable and would be costly to any democratic republic, even for a nation that prided itself on its warrior heritage and took special care of its military.

The Minister of Foreign Affairs, Dr. Darius Wellington walked in. Dr. Wellington was in a very somber mood – much different than his usual friendly and easy going demeanor. “Sir, we’ve officially been called on to attack by President Kilo.”

Quetzalcoatl pressed a button on his desk, revealing a LCD television behind a façade of wood paneling. It was programmed for only four stations – three of the stations covered the proceedings of the three houses of the national legislature (a la CSPAN), the fourth was the main 24-hour news broadcaster of the ANL, La Media Companía Azteca. He quickly switched to that channel.

On the bottom of a screen was a red banner saying “B R E A K I N G ~ N E W S”…Below the banner, in bold white letters, “ANL officially called on to declare war on British Londinium in defense of ViZion… Tlatocayotl Tlactli reported to be in closed session debating emergency war authorization.”

Turning his eye away from the banner, he focused on the show. The pundit was interviewing Speaker of the High Soviet Congress Christopher Chavez in front of the steps of the Grand Union Chambers. ‘Son of a bitch,” Quetzalcoatl thought. Chavez was possibly the only political threat to Nochtli; fairly ironic since they were both within the same party – the Socialist Labor Party. Although not enjoying the same popularity as Quetzalcoatl, the Speaker could certainly give him a tough challenge both in an election and legislatively. Chavez was amongst the most passionate defenders of ViZion, so it was pretty clear what he would be saying.

Rather than listening, he muted the television. Quetzalcoatl looked at his Minister and said “What do you think?”

Wellington said bluntly, “Sir, ViZion is an ally. More than that, we have too much invested in them to leave them undefended. Keep in mind that our economy is closely interlinked with ViZion now – if they loose, we loose.”

Shaking his head, Quetzalcoatl said “Damn trade agreements…I miss our policy of self-sufficiency.”

Wellington said, “This is now a matter of self preservation…”

The door opened slowly, and in came Sub-Tlatoani Coyotepec Xoxoctic, the President of the Tlatocayotl Tlactli (High Soviet Senate.) Along side of him was Majority Leader Jorge Arroyo of the Socialist Labor Party and 1st Minority Leader, John Kirkland of the Soviet Republican Party, another ardent defender of ViZion.

Coyotepec Xoxoctic made the announcement, “Sir, the resolution allowing you to conduct war in defense of ViZion, sponsored by Majority Leader Arroyo, Minority Leader Kirkland and Minority Leader Garcia has passed.”

Surprised, Quetzalcoatl asked “Garcia co-sponsored the bill? The neo-conservatives have been opposed to almost everything the Socialist Republican coalition has sponsored. What was the vote?”

The Sub-Tlatoani said slowly, “117-3; predictably, the libertarians were the three nay votes.”

Quetzalcoatl looked back towards his desk, catching out of the corner of his eye on the television of Conservative Leader Sergio Garcia making the announcement of the resolution’s passage. Quetzalcoatl thought to himself for a second, looking out into the night sky. In reality, he did want this war: he had met many ViZionarians and knew that ViZion had become too important to the Aztec economy. Politically, it would be utter suicide to not act. This wasn’t a partisan situation any more where the only people his decision would offend would be the conservative minority. After a brief pause, he said “Tell the media that I will be making our official entry into this foray in fifteen minutes…”

Fifteen minutes later…

Quetzalcoatl Nochtli was notorious for being precisely on time for everything. If he said that there would be a press conference in fifteen minutes, there would be a press conference in exactly fifteen minutes – it wouldn’t start a second before of after. Knowing this, the media sent its reports in a mad rush, trying to get in before the conference began.

Nochtli walked out, flanked by Speaker Chavez and Sub-Tlatoani Xoxoctic. Following the trio was Dr. Darius Wellington, Minister of War, Chief Warrior-General Tlanextic Zazanilli and Minister of Intelligence and State Security Victor Tonahuac. Quetzalcoatl stepped up to the podium and looked out at the masses of reporters, focusing on a red light in the back of the room. Although Quetzalcoatl was only twenty seven years old, the four years of being the chief executive of the nation had taken a toll on his physical appearance. The light switched to green, signaling Quetzalcoatl to begin.

“People of Aztlán and the world; it has only been a few hours since our ally of ViZion had suffered a tragic attack which needlessly cost many, many lives. This disregard for human life is intolerable, and as such, we can not allow this policy to continue. We have been specifically called on by our ally to help them in their endeavor to obtain some sort of justice, although nothing shall serve as worthy retribution for the lives that have been lost.

We know who committed these vile attacks; there is no question on that, and they shall pay dearly; in good time. Furthermore, it is not hard to guess who ordered these attacks - British Londinium. You will all become familiar with our evidence over the next few hours, so I see no reason to play it now. Regardless, this serves has irrefutable proof to us and should prove as irrefutable proof the rest of the world that British Londinium’s policies must come to an end one way or another.

With reality before us, we must ask if we want to stand by or get involved with this. As of 1:23 AM, local time, I have gained the authorization from our legislature to wage war to the fullest extent of the law. As we now weight the wages of declaring war, we must consider what is best for our country. Regardless if we get involved with this war, as of now, the Aztec National League stands at maximum alert. We will be ready for anything and we will fight with valor and honor.”

An hour later, orders and transmisions began to be sent at a incredible pace from the various ministries and command centers in the Aztec National League. Economic rationing was already taking effect, and not too many people knew what else would be coming down the tubes.

The Red Air Force shall commence immediately with aerial patrols over both Aztec land and waters. Furthermore, the Red Air Force shall commence with mobilizing planes for imminent bombing runs and other attacks on BL. Furthermore, the Red Air Force shall conduct 24-hour satellite surveillance, in coordination with AIA and ISPA. All systems relating to the Omega System are to be operational within a half-an-hour. The AIA and ISPA shall conduct in intensive anti-espionage activities both domestically and within allies related to this conflict. All entries at the border and ports must be inspected and catalogued. Surveillance will be increased on opposition groups and foreigners. Advanced interrogation techniques and indefinite detentions are authorized in extreme cases under directive 62391-g, subsection D (warrant required.) Under directive 2259-A, subsection C, the local police are ordered to obey ISPA directives.

OOC: Chemical weapons seem a bit... evil. Also, this is probably a stupid question, but isn't the use of non-nuclear ICBMs generally discouraged, due to the fact that you can't tell the difference between an ICBM with a nuclear warhead and one without? Wouldn't the first thoughts from BL would be 'oh shi- nuclear attack!' and bam, goodbye ViZion? This declaration seems a bit rash IMO, after all, the evidence you have is that the terrorist group said BL was sponsoring them, and terrorists are hardly trustworthy types. Sorry for the annoying OOC, just curious.

This current situation is rather distressing to me, as there are many Skgorrian and Atopian nationals in the capital of British Londinium not only staffing our embassies but also as residents. To ensure their safety and possible evacutation, I am hereby authorising the deployment of the Rapid Reaction Unit, which is currently the 13th Light Brigade. This unit will proceed to the capital and ensure the safety of Wulfen and Londinian civillians during this crisis.

I would have assumed by now that ViZion had had its fill of death and war for at least the foreseeable future. Apparently this is not the case. We have stood as allies many times before but know this - British Londinium currently stands within the good graces of the Infinite Empire, but more to the point they have binding treaty of mutual protection with the Imperial Government.

Given our past together, I will grant you twelve hours to cease any and all hostilities against British Londinium and withdraw all forces. After this there will be no more warnings and any nation that persists will face the full force of the Imperial Military.

I sincerely hope it doesn’t have to come to that though.

The Most Wise Empress Kou the third of Otaku-do finds the recent attacks by VIZion, though not without provokation, to be utterly abhorant. As such any further use of Chemical or Biological weapons or attacks on civilians will result in Otaku-do recalling any aid workers from the offending nation and we will cease trading with the offending nation until the conflict has ended and subsequent cleanup and rebuilding are completed in the Country which was attacked.

Despite our hostility towards the actions of British Londinium, we will not be involved in this conflict. As a result, all trade and economic interaction between our states will continue as normal, and any BL citizens that seek asylum in order to escape the damage of war can visit our embassies or consulates and receive full diplomatic protection from our government.

The Republic offers 12,000 Peacekeeper Forces.

Any nation affected by the war simply needs to request for Republic assistance.

Let it be known, the Commissioned Peacekeeping Force of the Army of the Republic will only serve to protect the civilian population. In a statement released this morning the Joint Military council announced that for the growing conflict it would remain neutral but would more than likely be forced to reconsider it's stance on the issue if ViZion's homeland was attacked. And that the Alert Readiness level of the Rapid Deployment forces had been increased.

One hour ago, the proud city of Kensington was gassed by a deadly chemical poison released via intercontinental ballistic missiles launched from ViZion. We have done nothing to slight ViZion; no aggressive action of any kind has been initiated. We are accused of terror - an action that we would never perform. The extremist known as Pernicious Blonde Shadow has struck at ViZionian reconstruction forces within Cazelia, yet we are held to blame for her despicable actions. But what incentive would I have to order such an attack? British Londinium has never been known to act through a third-party to achieve our means, not in the least. The assault on ViZionarian forces within Cazelia was perpetrated by traitors within their military who were loyal to Angelic Freedom - not to us.

Roughly 15 airliners of assorted makes and models, as well as several cargo planes, began their approach towards Kensington Airport. Lagging behind them somewhat were over 40 helicopters launched from three different aircraft carriers in international waters around BL. High above them, an E-3 patrolled for hostiles and an SR-71 streaked across BL, taking photos.

The pilot of the first plane, which was a 787-9, radioed to the Kensington Tower.

"Kensington Approach, this is VISA Emergency Evacuation Fleet Alpha requesting landing clearance and holding patterns. This is individual plane Bravo niner-niner-three-mike-sierra requesting landing clearance to coordinate evacuation. We have a team of 150 people who will help to organize the evac. Over."

The plan was simple. Land a team, gather civilians and load them onto planes. Their cargo would go in the cargo planes. Once loaded and hopefully fueled, the planes would make it to VISA or some other neutral nation. The helicopters would land at strategic points throughout the city and ferry people back and forth to the aircraft carriers and then depart.

It was apparent to me several days ago that conflict would be unavoidable in this situation. I applaud the rallying of the international community to remove this source of evil from the world. I convened with an Emergency War Council last hour, and I'm proud to announce that the Libertarian Federation of Avisron formally supports the nation of ViZion in their mission to remove the British Londinium government from power.

The Avisronian military quickly moves to bring their homeland defense infrastructure online. Anti-aircraft weapons, as well as anti-missile defenses, all are entrenched around the nation. Whether or not the Avisronian homeland will ever come under attack is questionable, but the military chooses to both practice the maneuvers and prepare for the worse.

Meanwhile, the Avisronian Navy mobilizes a fleet of some 500 vessels, 50 of which are submarines, to move towards British Londinium. It's obvious to the militarys strategic planners that the conflict will likely be a long one, so throwing the Air Force into the mix this early isn't a good idea.

Open war will not be tolerated at this junction. The cost of human life is too great and the financial burden, too heavy. We request that all aggressor nations stand down their armed forces for a temporary cease-fire so that the GUSN can resolve this issue. The Kulikovian People's Armed Forces (KPAF) will support the Soviet Red Army in any military operation they conduct against any adversary.

Our forces are already being assembled, and three aircraft carriers are already placed around BL. We will strike covertly.

"But for now, we will wait." he said, pushing a button on the phone and ordering donuts. He then pushed a button that caused a large screen to descend onto a wall. The screen flicked on, and began playing a basketball game. Everyone at the table perked up a bit.

The evening sun set at the Imperial Fleet pushed forward. Activity on each, of th 60 vessels, were minimal at best, with only the upmost important things being handled. Onboard his flagship, Admiral Hoth looked at the evening sun set over the horizon. However, the relaxation was about to end, and the action was about to start, so to speak.

Admiral Tony Burton of the Avisronian Navy sits in his secluded command lair aboard AVS Avenger, a Type AV83 Destroyer. In many navies the Commanding Officer chose to position himself aboard the largest vessel. The Avisronian Navy strictly prohibited this, as many navies had a doctrine to target aircraft carriers, dreadnaughts, and large battleships specifically in an attempt to eliminate command officers. This would never happen in the Avisronian Navy. The Command Officers were always decentralized, hidden away amongst the general fleet.

Although the ceasefire was currently in effect, Admiral Burton didn't have high expectations of the upcoming peace talks. For this reason, the 20th Fleet was in a highly defensive posture. The fleets 7 aircraft carriers were keeping up a constant patrol scheme, with anti-submarine capable UCAV's in the air on a constant basis.

Having received permission from British Londinium, my peacekeeping forces are now on their way to help in the evacuation of the civilian population.

They will also supply medical detail and other needs that the civilian population may require.

I only ask that the attacking nations give all neutral nations involved in this broad-sweeping peacekeeping effort a minimum of 24-hours notice, so as to give us enough time to remove our peacekeeping forces from the regional conflict.
