-------------
The Intermemberal Judiciary Court an open assossiation of Judiciaries and their jurisdictions to bring to consensus legal matters in an global representative organization that brings each systems judiciary to a common court that aims to be unbiased and impartial in regards to the systems each judiciary representive presents in their findings.

This court is not limited in hearing but stems from intermemberal justice being fulfilled by hearing war and hate on a more than general criminal basis, but instead great acts against humanity, to the point of intermemberal concern.

I.J.C. as an organization has a central judicial Committee that is comprised of one representative from each organization member. Each member may also have assosiated support staff which may form case to case fill the role for that member. Appointments to the staff or the Justice post in the committee are the decision of the member. No preexisting qualification is required for the post but the person so appointed to hear the cases is in spirit to give reasoning based on the law of their memberstate, not as a political entity per say but as a legal entity in judicial capacity.

Each Member may designate court facilities for hearings of trials. Trials are heard by the member requesting the case to be heard by the court. Through communications technologies hearings do not require full assembly of all memberstates in one local but it may be done through electronic communication or other forms of communication applicable. Each member is responsible for maintaining their court representatives, and paying the fees required to present their case in their choice of local.

Members may choose to take part or not take part in any particular case.

The court procedure for the case shall be that of the petitioning party where there is a conflict of procedure.

Cases are open to double or multiple jepordy and may be reheard at anytime, or multiple instances at the same time. Participation in each case is for each member to decide.

Each findings of a IJC hearing will be stored on record in the place of hearing, and should be made available to any members who request it for their records, at cost to the the requesting member or where agreement exists for exchange of documents, otherwise the documents should be made available to the Member staff or Justice on request at the place of it's storage in a secure environment.

Findings of a hearing are only enforceable by the members that agree to the findings enforcement.

Appeals may be brought back to the court with grounds, or appealed to the justice system of any member who will hear it solely. Those appeals are treated as being outside the IJC process but are put on record in the IJC. Any Grand Jury Member hearing the case or any justice of the IJC may appeal.

The whole of the Membership shall be known as the Grand Jury of the IJC, with the Justice who initially presents the case being seen as Chief Justice and in charge of maintaining order and presentation of the case.

Only Justices or delegated staff may be present in the court. There will be seperate chambers for evidence and witnesses. Where someone is on trial rather than an event or issue, they may also if they request be in sitting, as a member of the Grand Jury with the same entitlements to request evidence. Where resources or availability of a Grand Jury member does not exist they may make a request to the IJC court at large for the court to provide what is asked if it is not in their own power to procure evidence witnesses or otherwise.

The System of the IJC at default is based on inquisition not adversarial.

The Basis of the court shall be based on Merit, with specific procedure and legal frameworks decided by the Court on mutual agreement. The IJC treaty is based on the principles that

- Members may freely associate in the court and participate in cases of their choice.

- Everyone has the right to appeal a finding to their own justice system to take force there officially.

- Any matter requiring hearing whether request for court order, or hearing can be made to the court by a Justice or their delegate.

- Individuals who are not Justices may petition any Justice to call a case to hearing on their behalf.

- Recognition of Member status is based on the courts willingness to peerage of the member requesting participation in the court, and shall not be drawn on wholely national recognition or any other predetermined frame work, but instead on allowance of assosiation and self recognition and capacity of participation in par with the basis of the fundamentals of recognition of state, that being willingness to communication and recognition of their own existance - knowledgeable intent.

Orders of extradition or any other intermemberal legal issue 'may' be brought to the court, where channels may not exist independant the IJC. No order is binding except by agreement of the party it is placed upon, except in the spirit of those making the order on their behalf. Thus court rendering is opinion and no attached arm shall exist to facilitate any of the courts determinations to be brought into force, but there are no limitations of members using court findings to legitimize non IJC process, recognition or non recognition of a rendering is for personal consideration not as a statement of the IJC organization itself.

The court is intent as a legal medium to foster enable intermemberal cohesion, cooperation and peace.

Any further suggestions or questions for the court, conventions, disagreements with the court existence, needed modifications to the processes of the court are welcome to be discussed.

Membership is and always will remain open. Cases can be presented once a Justice has been assigned.

ICCD is intent on fostering it's branch of the court and is dedicated to maintaining a building in Lacus Prae for it's general purposes organizational and functional.

Currently The Kiravian Empire and VISA Corp seem willing to support ICCD's establishment of the vision of the court. Other participants are welcome.
