The Humanitarians of Humanitarians
Top medical facilities and doctors, with the backing of the ViZionarian government, have officially reopened the International Medical Foundation, or IMF, in ViZion.
It's headquarters are located in downtown Vitalita, ViZion in the bustling Medical District.
The IMF's focus is on providing medical aid to civilians across the globe who are in the unfortunate position of being in the middle of a conflict, or simply in a third world country where medical aid is almost non-existant.
If deemed necessary, we will also begin relocating these civilians temporarily to Refuge Island (http://forums.jolt.co.uk/showthread.php?t=532821) and other neutral nations willing to help assist in the safe-keeping of these civilians while being treated or protected from being caught in the crossfire.
A little bit on IMF's history...
The IMF was founded by ViZion's top doctors and hospitals in late 2003 with one goal in mind - aid civilians in need across the globe, rather it be in a desolate third world country, or in the midst of a war zone.
The IMF grew in popularity and support to the point that, by the begining of 2004, it was the most powerful and well-known medical foundation the world over, and being involved in tens of wars and in third world countries. Unfortunately, in mid 2004, after the passing of its owner, Bob Hickman, the organization quickly crumbled, and was left to be remembered only in the history books.
In 2005, there was a push to revive it, only to see that push fail due to the effort and organization not having the order and organization needed to be a success. Since then, it has had a revolving door situation in management and, with each passing management, the attempts of revival seemed for not. However, in mid 2008, a new management group pumped life into the organization. Now, with a set chairman - Tommy Hillenson - the IMF is set to rumble once again, and is beginning to help shape lives for the better more and more often.
What you can do...
The IMF is looking for donations. Funding; supplies; transporters by land, see, and water; things such as those are in grave need to help the IMF become a success once again.
We are also looking for top medical facilities and doctors across the globe to join the IMF. We are needing the doctors to help us in this push to aid civilians across the globe. Will you join us?
While the IMF will begin small, assisting in mostly non-conflict areas, once we begin getting the supplies, funding, and manpower needed, we will begin to grow, and assist in most and most situations - conflict or not.
If you are willing to setup a branch within your nation, please let me know. We will then help assign one of your citizens to manage your branch and assist in various humanitarian aid missions.

The Skibereenian Emergency Receiving Units are with out a doubt among the top units in the world.
The time a resident spends in the ERUs of Skibereen will prepare them for conflict triage, and surge level treatment situations.

We are exceptionally proud of the Medical training Barronia gives to its students, and with that in mind, we will be subsidising a scheme whereby students in medical training will volunteer for a year's work with the IMF, at no cost to the IMF or the students. All costs will be paid for by the Barronian Government, as a gift to the foundations.
We are currently considering funding the construction of a Medical Laboratory Complex, through which all research would go straight to the NBHS (National Barronian Health Service) and the IMF. Expected employment capabilities are 5 Professors, 50 Doctors (10 Practicing, 40 with PhD-grade education in various fields, such as Cancer Biology, Immunology, etc), and over 200 standard laboratory staff, and an unlimited number of student research placements.
As all pharmaceutical and other research is directed through the government, we will be happy to offer the IMF pharmaceuticals, etc. at 10% of production costs, along with shipping costs.
The formation of a new wing of transport aircraft, the Barronian 1st IMF Transport and Medical Wing, which, when coupled with the Barronian 1st IMF Transport and Medical Navalgroup and Barronian 1st IMF Transport and Medical Regiment, will provide wartime cover for your medics, along with added support and assistance that is priceless during a wartime scenario.
The 1IMFTM Wing consists of a squadron (12 planes) of Heavy Transport Aircraft yet to be decided (most likely converted GEM Aerospace Heavy Bombers), a squadron (20 Aircraft) of Skylord Medium Transport Helicopters (from Barronian stock, either land or Naval version is offered to you), and a squadron (12 aircraft) of FA/15 Cardinal Fighters with regards to Protection of the Transport Aircraft. We are fully aware of the unsavoury characters that would not hesitate to shoot down a medical transport, and we combat this thusly. The Cardinal Fighters, if damaged, will be repaired by ourselves or replaced by ourselves at no cost to the foundation.

We even saw to adding a clause regarding neutral treatment of IMF vehicles and personnel in the recent NEATO (http://forums.jolt.co.uk/showthread.php?t=529419) treaty.
Nevertheless, we will support this revival once again as before with monetary and logistical support on a scale slightly larger than what we offered before.

His Serene Majesty's Government is not willing to extend support to the International Medical Foundation (IMF) at this time.
***COMMERCIAL IN CONFIDENCE***
However, the Foreign Exchange Bank of Macisikan (FEBM), with authorisation of the Ministry of External Affairs (Secretariat of State for Imperial Security), is releasing all IMF accounts held since the organisation's assets were frozen, including a full and total accounting of all monies and transactions.
Certain IMF administrative functions were for a time conducted from within the UIK Division of the Covenant, and it is by the IMF accounts held by FEBM that some (though not all) donations have been received; FEBM estimates that the amount accrued in the accounts would be equivalent to the ordinary operating budgets for those divisions of the IMF based in the Covenant from the time the organisation ceased drawing funds to the present day. The accounts were locked when the organisation ceased its activities, however, as deposits continued to be made, the accounts were considered active, and not accessed by any third party (including agents of the State), closed, frozen, or seized.
Total value of the IMF accounts is currently ∂93,019,291,391.23:4 -- approx NSUS$371,272,606,990.59 at current exchange rate.
Release is effective immediately.

Today, the government released a statement that they have built a new, large city in the North-West of the country, named Nirdhana Duhkhaalayam.
The President has said that this city is to be donated to the International Medical Foundation as a refugee housing structure.
This statement has been met with a mixed response. An angry citizen had this to say: "What the f*bleep!* does the President think he's doing?! A whole city? Now, I understand a donation of a billion dollars or something like that, but a whole f*bleep!*ing city? This is my tax dollars going to work? And such a fancy name!", while others have a mainly positive outlook. No matter how many complaints come in, however, the city will not be torn down as it has already been built.

I could make it clear what stretch of the coastline belongs to the IMF on an updated map if you want. Also, the IMF also owns the wave-shaped portion of land leading to the coastline.)

OOC: Don't worry, I always check who I'm dealing with. Also, my military may be small, but all 1,000,000 of them know kung-fu. Also, they know gun kata and have nearly enuff dakka. The additional 100 Bodyguards we have all know kung-fu, dual wield SOCOMs, Combat Knives and even Desert Eagles (Cybernetic implants ftw). We also have Taser darts. The entire population of Niraamaya own broadswords and learn how to use them since they are 7. Alright, I made that last one up.
But all companies that produce realistic high-pressure compressed air toy guns are millionaires.

Subject: Injunction on Operations
To whom it may concern,
I regret to inform you that due to the increasing concerns regarding the actions of your home nation's leadership, and concerns over the perceived close ties between your organisation and that leadership, a comprehensive injunction on operations has been placed on the International Foundation (IMF).
As such, the IMF is henceforth prohibited from operating within the Covenant.
The IMF has 30 days to liquidate all assets held within Covenant territories before they will become the property of the Crown. No such assets may be removed from the Covenant, and the liquidation process will be overseen to ensure that no such assets disposed are returned to IMF ownership or control.
All proceeds from the liquidation will be returned to the IMF, and will not be placed in accounts not held by Macisikani Banking concerns. The IMF must close any and all accounts held with the Covenant's financial institutions, and transfer the funds so concerned. After 60 days the accounts will be frozen and the Tax Office will arrange for the funds to be transferred to a third party institution (to be nominated by the IMF) which will make said funds available for your use.
I apologise for any inconvenience this may cause your organisation, and wish you well in future operations.

It is quite unfortunate that you do not recognize what our organization is doing. You claim to be about being a great nation, about helping the helpless, and maintaining human rights.
Yet, for the recent action taken by our government - I assume you refer to Outlawry - you feel you must take it out upon us. We are close to our government for exactly two reasons. One, they are the government of the nation we are headquartered in. And two, they have more sway in allowing us to get into certain countries than we have... to help victims of war and so forth. And because of that you wish to do this to us? For shame.
Thankfully, we have little in the way of assets currently held in your nation, which will be no problem for us to deal with.

While laudable, they have the side effect of making your home country a target for the sort of enemies who are known to get very angry and highly indiscriminate, with no compunction about involving those who simply happen to be nearby.
In the world of realpolitik, hosting agencies with significant ties to the government of ViZion, such as yours, is an invitation to hostilities being extended to nations that have no interests one way or another in the dispute. In order to contain the potential fallout from this matter, such agencies must be excised from nations that claim neutrality. The Attorney-General's offices has pursued the only logical course of action in the circumstances.
