Petrol find in British Londinium

Nearly eight hundred billion barrels worth of petroleum were discovered beneath the tropical waves of the Volar Sea off the Londinian coast.
The oil was discovered three days ago by a Londinian ballistic missile submarine, the LNV Cæcillius, performing routine training manoeuvres.
Crewmen report that the submarine was skimming the seabed, a action rarely performed so close to the Londinian coast, when a sonar 'ping' unveiled a mass of porous rock, indicative of massive oil reserves beneath the Terran crust.
Later analysis from the Ministry of Trade and Industry indicated that there was indeed a massive oil field, in addition to nearly three hundred billion barrels worth of natural gas in the Volar Sea.
Consul Sir Alistair Davidson has indicated that drilling rights are currently available for sale, though "some strings are attached."
"We have had some...less than pleasant experiences with foreign nations in regard to our petro-chemical reserves," the Consul said. "So nations that want to utilize our natural resources need to be aware that by agreeing to drill within our borders, they agree to abide by all Londinian labour laws, in addition to subjecting themselves to the will of this government."
The Londinian government has reserved half of the natural gas and petrol reserves, but the rest remain available for sale.

A fleet of roughly forty ships, all of varying sizes, began to arrive off the coast of British Londinium. These ships flew no flags, and showed no sign of where they had come from. It soon becane obvious, however, what their intention was. The largest of the vessels, a Leafanistani made Homeland class battleship, opened up in a massive barrage as it neared a freighter bound for a British port. The battleship then stopped just before entering Londinian waters. Together with two Neptune cruises and a Kirov, they waited just past the border, and attacked any ships that neared them.
Meanwhile, the rest of the fleet, mosstly small, fast vessels converted to raiders, sped over the border. Many of these ships were so small that they would not even seem to be anything for than a fishing boat on Londindian RADAR. However, soon it would be clear that these vessels were not here for the fish. As the ships neared freighters coming into or out of a British port, they would loose their Silkworm missile from near point blank range, blasting the ship and most certainly sending it to the bottom.
Nearly an hour after the attack several more vessels were seen approaching the blockade. Chairman Jack Phoenixclaw penned a letter out to the Londinian authorities:

RE: Raiders
It has come to my attention that pirates have become a scourge to your shipping, and you seem to be under a blockade. A shame, it really is. I believe, however, that in exchange for oil, we can alleviate this situation in only a few days. Please respond to my offer soon, thank you.

Re: Raiders
I believe this would be more than enough, thank you very much good sir.
Within hours after the word of the new oil exchange, the raiders were no longer seen anywhere near Londinian waters, and a package was left on the steps of the Londinian Senate containing the money to pay back for any vessel and cargo lost during the pirate blockade.
