Yes, it really is open. And I highly encourage other people to think of this as an exercise in non-continuity with their usual nation histories - don't worry about what you may say or do here affecting you in the normal NationStates world. Think of it as an exercise in playing what your nation would be, if it were in that particular setting.
On the setting. A couple quick words. If you read the opening post carefully, you may have noticed that there's not that much of humanity in NationStates terms (<10 billion on the planet, <40 billion everywhere) and that there's no reference to magic, and a note about technological decline.
Don't let that fool you. I'm OK with some really advanced technology showing up here and there. (No FTL at all. Please keep deus ex machina to a minimum.) I'm even OK with magic showing up. (Please, nothing huge and too difficult to explain in a history that includes a very non-magical Kurt Vonnegut who wrote pretty much what he wrote.)
