Sparks of Change; Senate Discusses Several Resolutions

With a new administration well established in the Jarridian Executive System, the Jarridian Senate was well poised to strike at an onslaught of resolutions coming down the line. There seemed to be more than unsual this time around as government activity had more than tripled since the past few decades. Under the administration of President Kasilyn Branam, the government had been cut dramatically as Jarridia entered a spell of isolation; however, President Michelle Thoreson had other plans. She had, indeed, proposed several legislative packets to the Senate, as well as endorsing several other proposals. There were some that were standalone dark horses in the race for ratification, though. In a sense, most of these were mere addendums to current legislation already enacted, but a good handful, if passed, held the possibility of alterring the Jarridian nation forever.

Resolution B39.47K3: Constitutional Code IV.4K.458


Title: Illicit Drug Reform

This shall be in reference to the constitution additive on Illegal Use of Substances, and Certain Drug Prohibition. It shall be known that use of most if not all illicit drugs is/are strictly prohibited on Jarridian soil except for other protectorates where other constitutional rights could be infringed.

AT this time it shall be noted that the use of Marijuana and any of its derivatives are strictly prohibited, under any circumstances, including medicinal. However, it will also be noted that the growth of Marijuana can be considered a cash crop, and in its true form, as well as used properly, can be a useful tool.

UNDER the directive of this proposal it shall be understood that Marijuana, and its derivatives, will be ruled as legal in the Jarridian Nation and will be phased into existing law over the next 5 years throughout Jarridian Proper, and its outlying areas, including Portugal, Karachi, and Port Said. It shall also be dictated that each state will be allowed to set special regulations upon the Marijuana as needed, such as growth, production, economical, and usage; however, they may in no way alter the ability of citizens to utilize this material.

HEREBY stating that the current national age for Marijuana legality, at the passage of this proposal should it occur, will be set at 25 years of age, only to be phased to the age of 20 over the next 3 years. Although each state is allowed to set their own ages, the national minimum shall not fall below 18, and the maximum shall not rise above 25. Certain legal action for the misconduct of the usages will be left to the state, and the central government will make no jurisdictional infringements on this.

HEREBY remaining that all other illicit drugs will remain prohibited concurrent to other Jarridian Laws regarding their usages. This includes the resolutions of Illegal Use of Substances and Certain Drug Prohibition. It shall also be noted by this bill that 'lacing' of Marijuana products will also be considered illegal at the passage of this bill, and perpetrators of this action will be prosecuted under the fullest extent of the law.

FURTHERMORE incentives will be given to agriculturalists that choose to grow this newly allowed crop, as well as to companies that choose to export it. However this incentive will only last for an approximate 15 years.

UPON ratification of this proposal into law, the effects shall be immediate, unbinding, withiout infringement on freedom of choice, and without a grandfather clause. All people who have been arrested in the past due to Marijuana usage will be released, unless they have commited other crimes against the nation.

ATTACHED to this proposal is also a referendum to lower the national alcoholic consumption age. Currently, the alcoholic consumption age is 25, a strandard set during the previous administration. This proposal would lower the age to 18, and slowly phase the age down to 16 over the next 3 years, All States will be mandatory to follow the first transition but may choose to leave the age at 18, or drop it further to 16 when the alloted time has arrived. Any and all restrictions that go with the current alcohol consumption law will continue to be enforced under this new addendum.
