The governments of Jarridia and Malatose had begun discussion of building a joint effort base in the Atlantic prior to the fall of Barcelona and the withdrawal of Jarridian troops from the Mediterranean. Jarridia had hoped that in doing so, it could further protect their ally, ViZion, from recieving any furthered attacks on their sovereign soil. Now that the dust was finally fully settled, Jarridia was recovering from the losses in the Mediterranean, and ViZion was nearing their rebuilding process in Africa, it seemed like a perfect time to begin the venture with Malatose. The Jarridian Protectorate of Portugal could and would be used as a launching point for the, currently named, Project Manta Ray. With the help of Malatose and other Allied Liberation Forces, this would provide a quick release point for protection of ViZion and, indeed, protection of the Atlantic Seaboards.

It is our honor to take this venture with you in military and infrastructure. We hope that this will be a beneficial addition to both the nation of Malatose, Jarridia and those that chose to join us as well. We hope that this can further the friendship and forge a longlasting alliance between our two nations, as well as protect our other allies in the region and those nations in the Atlantic that could be endangered by the onslaught within the Mediterranean. I will remain closely tied with this project over the next few months, but the contact person who will be in charge of the Jarridian effort will be Chris Mesnard, our Secretary of Defense. In speaking with the Jarridian Governor of Portugal, we have reached the mutual decision to allow any land building process necessary to take place in those dry docks. We hope to accomodate you and the other allies in this process as we construct our Mutual Allied Base. Thank you, and we look forward to the future.

ViZion, as part of the Allied Liberation Force, and being heavily connected to the idea of creating such a base by Malatose and Jarridia, is preparing 15,000 people to send out for construction of this megabase. We are also preparing to donate $100 billion USD immediately.

Official Imperial Government Response

The Continental Empire of Malatose will be heavily committed to the construction of this massive project, between our great nations. Thus, we will be committing over twenty billion dollars and over one-hundred billion in building supplies. The Imperial Construction Contracts Corps, will be sending over two-hundred thousand well-trained construction workers. In conjunction, The Imperial Naval Logistics Corps will be in charge of the transportation of all building materials.

To keep a close eye on the Malatosian side of Construction, Emperor Galius Falucia has appointed Grand Moff Governor Karidas to act as overall Commander of Construction. After Construction is complete, Grand Moff Karidas will act as Supreme Commander of all Forces stationed on the Base.

It has been affirmed that Jarridia will be committing 8 Billion Maus (15.76 Billion USD) and well over 80 Billion Maus in building supplies for this massive undertaking. We will also commit 250,000 working crews to the project to ensure that this is done efficiently and effecitvely. We welcome the groups and supplies from Malatose, and have made space for this project and to house groups from ViZion and Malatose inside Portugal. If there is anything more that can be done, please to not hesitate to access our hospitality.

With that said, we also agree to the terms set by the Government of Malatose for the governance and control of the project. We have been assured that the WWA as a whole is committed to this project and will also be making a generous donation. I have been informed that President Alexander Montalee, the Jarridian Representative to the WWA and current Alliance President will be making the offer shortly.

Official Alliance Communique; WWA Doctrine

The Westwood Alliance is prepared to offer monetary support to the task being undertaken by Malatose, Jarridia and ViZion. We have been assured that this undertaking is to prevent further hostilities in the Gibraltar region and 'contain' the belligerents within. Upon request of the Jarridian nation, the WWA is offering a full sum of 50 billion USD and over 200 Billion USD in building materials. The money shall be wired at approximately 9:15 a.m. tomorrow morning, and building materials will arrive alongside Jarridia's.
