The governments of Jarridia and Malatose had begun discussion of building a joint effort base in the Atlantic prior to the fall of Barcelona and the withdrawal of Jarridian troops from the Mediterranean. Jarridia had hoped that in doing so, it could further protect their ally, ViZion, from recieving any furthered attacks on their sovereign soil. Now that the dust was finally fully settled, Jarridia was recovering from the losses in the Mediterranean, and ViZion was nearing their rebuilding process in Africa, it seemed like a perfect time to begin the venture with Malatose. The Jarridian Protectorate of Portugal could and would be used as a launching point for the, currently named, Project Manta Ray. With the help of Malatose and other Allied Liberation Forces, this would provide a quick release point for protection of ViZion and, indeed, protection of the Atlantic Seaboards.

It is our honor to take this venture with you in military and infrastructure. We hope that this will be a beneficial addition to both the nation of Malatose, Jarridia and those that chose to join us as well. We hope that this can further the friendship and forge a longlasting alliance between our two nations, as well as protect our other allies in the region and those nations in the Atlantic that could be endangered by the onslaught within the Mediterranean. I will remain closely tied with this project over the next few months, but the contact person who will be in charge of the Jarridian effort will be Chris Mesnard, our Secretary of Defense. In speaking with the Jarridian Governor of Portugal, we have reached the mutual decision to allow any land building process necessary to take place in those dry docks. We hope to accomodate you and the other allies in this process as we construct our Mutual Allied Base. Thank you, and we look forward to the future.
