In addition, 10 Berlin IV rockets have been built in addition to the 3 we had. Two of them have been used to put Caesar into the sky.
Caesar has been commissioned. It has undergone testing with a prototype (which has been brought down) and has a backup.
Defiant, Courageous, Yankee, and Prince of Wales have been commissioned.
Older ships of the Intrepid class have been recommissioned: Wakefield, Shepperd, Hood, Empire, and Valiant.

The New Dornalian Commissariat of Science probes flying about the universe tended to pick up things. Lots of things. One of which was the discovery of the nation of Urcea, and its nascent space program. Beaming back pictures of a healthy looking star station, ships moving about, and rocket launches all the way to its mothership, the crew knew they had something large on their hands. After all, it wasn't everyday they encountered a civilization stepping into space. They didn't possess FTL travel, but as long as they knew how to get into space, that was fine by them.
The data was sent back to Los Angeles, California, Earth SSR where it was processed at the Commissariat of Science's HQ in Griffith Park. The old Observatory hummed with activity, and the bureaucratic side of things reviewed the reports before making the decision to allow a message to be sent. The message allowed, the crew drafted one up, and sent it off to Urcea, on FM, AM, and all major 20th Century secured frequencies.
"This is THG-243, a science vessel from the Commissariat of Science of the Workers State of New Dornalia. We come in peace, seeking to expand knowledge of other peoples. On behalf of our People and Divine Providence, we would like to welcome your People into the welcoming arms of outer space, as we have detected evidence of space flight. Right now, we see your program is just beginning and seems to be doing just well for itself. But if you require assistance, we would be happy to assist in any manner possible to help your interstellar travel go more smoothly."

"I don't see why not".
Captain McCovey knew it was against protocol: this happened alot, but it was foreign ships spewing propaganda. This time he had a gut feeling. He knew it might somehow be different.
"This is THG-243, a science vessel from the Commissariat of Science of the Workers State of New Dornalia. We come in peace, seeking to expand knowledge of other peoples. On behalf of our People and Divine Providence, we would like to welcome your People into the welcoming arms of outer space, as we have detected evidence of space flight. "Hmm. Ensign, tell USCOM that we've intercepted a communication from an "alien" ship. Tell them that we've made first contact. Also, relay them the message we received."

The science vessel got the reply from the Enterprise, and they promptly responded by sending this message back. The idea that these guys thought they were aliens conjured up jokes about little green men and giant robots; but joking aside, they calmed down and this message was sent.
"Enterprise, this is the THG-243. We are sending a representative to your ship."
A lone Gagarin II shuttle soon went out to the last known triangulated coordinates of the Urcean message, and before long, the shuttle, carrying a representative of New Dornalia and a bodyguard, moved close to the Enterprise, signaling to it, "This is the shuttle THGS-4, and I am Dr. Herbert Jennings of the Commissariat of Science. I am eager to open relations with you. Permission to come aboard?"
"Permission granted."
The bridge had received orders to welcome the visitor onto the ship, and, with his permission, bring him down to Rome.

The shuttle docked onto the vessel, and the visitor came out into the bay. He would have been recognizable at least biologically to the crew, for he was a smiling, friendly looking human being, a black man, clothed in what seemed an odd mixture of a Soviet uniform and a coat and tie modeled after the lab suits found in science facilities everywhere.
His bodyguard also was clothed, albeit in New Dornalian standard issue armor (http://img.photobucket.com/albums/v630/Senor_Nb3/ShieldSteel.jpg), with helmet off revealing his human origins as well. He had a New Dornalian standard issue railpistol with him, which would have seemed to the locals like another strange pistol.

Noticing DeMaggio's expression as they moved to the bridge, Jennings chuckled, trying to use humor, and said, saying "You seem shocked."

The crew of the Dornalian ship knew of the US Dollar. It was in fact carried as standard issue--about USD$250 worth as cash--on many missions to facilitate ease of exchange--after all, many civilizations still accepted the old Greenback and even among nations with established currencies, both national and transnational, it was always prudent to keep some handy.
The crew was then given shore leave after recieving the gifts from the locals, with the condition to make notes about the local culture and to shop around. Books and clothing were high on the list of things to shop for, as was the Dornalian favorite, liquor.

Jennings waved his hand, and simply said, "Well, again, I wouldn't worry. You'll meet stranger aliens--real aliens--in this line of work. Trust me on this one."
Well then, Dr. Jenkins. I have orders that you shall accompany me down to Earth. We're very interested in your offers to us.
The Captain got up, and, standing next to Jennks, awaited his reply.

Jennings got on board the pod. It was smaller than he was used to, and less advanced. But it would work.
The pod ejected from space and fell to Earth.
