The Nolikian Council was founded in 1642 as a means of bringing democratic reform to the people of Hetgharia. After massed protests occurred in the mid 19th century, the council was used as a conscession to the protestors, in order to ensure the survival of the domain. The Nolikian Council consists of 5 chambers, each one drawing from North, South, East, or Western Hetgharia, or from Karetia. The Council creates laws as well as advises the Czar on what to do, should guidance be required. The Head of the council, the Grand Nolik, is appointed by the people of Karetia during elections, which occur every two years.
Judicial Body: Court of the Nobility
As opposed to the democratically elected council, the Court of the Nobility is comprised entirely of appointees, and consists of a total of 21 judges, or Grand Marshals. Each Judge comes from the ranks of a noble family, as nobles are the only ones allowed to hold power outside of the Nolikian Council. The Judges have no geographic quota, and as such a majority of them hail from Karetia. The Judges give their imputs on laws, however in the end final outcome of court trials can be easily overturned by the czar.

Ethnic groups in Hetgharia are plentiful, being part of a formerly great empire. Under Segova, Geofferites, Zendethians, Cossacks, native Segoves, and Hetghars all lived harmoniously in one nation. As such, the entire region has a widespread ethnicity, with significant diversity throughout the nation. Still, a majority of people living in Hetgharia are descendants of ethnic Hetghars, who descended from a group of Eastern Slavs. Slavs probably arrived in Europe before 100 AD, and later divided into Eastern, Western, and Southern branches.
Although Hetghars are the vast majority, significant minorities include Russians, Serbs, and people of Segovan descent. Germans are heavily concentrated on the borders with two Germanic states..

All Hetghars speak Russian as their primary language. Russian belongs to the East Slavic group of languages, which in turn belongs to the much larger Indo-European family of languages. The Russian language is written in the Cyrillic alphabet, also used by other East Slavs and some South Slavs. The Cyrillic alphabet is based on Greek letters with a few additions to convey Slavic sounds. It likely developed in the 800’s, AD, by a student of St. Cyril, a Byzantine missionary after whom it is named.
Religion:
Hetghars historically belong to the Eastern Orthodox Church. A significant amount of Hetghars belong to the church, over 70%, while several other religious groups practice Islam, Catholicism, Judaism, and forms of native paganism. Freedom of religion has been protected by the government since 1631, following several incidents in which Czar Mikiel II ordered the execution of 800 Jews. Afterwards, the Czar was murdered by his son, who seized power and called for religious freedom.
The Eastern Orthodox Church, however, has been nationalized, and is now officially The Eastern Orthodox Church of Hetgharia. The church is headed by the Patriarch of Karetia, who has religious authority over even the Czar.
