The Skib Afrikaans Republics being residents of western Europe and seated on the North Atlantic seek to propose a Trade and Military Security Agreement.

The North Atlantic Economic and Military Security Agreement(NAEMSA)

Would be established to ensure the safe movement and passage of economic and military assets of the member states.

It would be a sharing of responsibility, man power, and cost. The latter being off set by increased trade.

Also member states would be encouraged to offer special preferred trade status with other members. Including greatly reduced tariffs, reduced customs quarantine time, and ensured expediting of goods from dock to market.

Member states would allow NAEMSA security to be based in strategic positions with in their land including the allowance of some amount of foreign forces.

Example given: Iceland would host a Sqn of maritime patrol and fighter aircraft from each member nation. Hence this would limit the hardship of any one nation while vastly increasing force projection presence thoughout the entire North Atlantic.

We ask the invited signatories offer possible suggestion to add into the final draft of this proposal.

Whilst this would be undoubtedly beneficial for all nations involved, we cannot help but be suspicious that it has been formed as responce to the Pact of Gold.

As such, we are unsure whether to join, the reason being as aforementioned.

To the honorable representative from the United Commonwealth, simply put...the Pact of GOld holds abosolutely no consequence to the SAR concerns about the North Atlantic. However I must admit I could be mistaken and had not realized they held a significant presence in the North Atlantic.

The SAR has given little thought currently to even reviewing the PoG.

As no actions have as yet been deemed threatening.

Given recent global military build up we want the North Atlantic secure for our interests, in order that this be accomplished it must be secure for other's interests. The most likely canidates for this are nations which sit on the North Atlantic, which by default happen to all be nations with which the SAR has established relations with early on.

Official Statement

We are interested, however will not promise that we will join this possible organization until we know more about it, see who else joins up, find out on it's stance on other major nations and Socialism, and until the final draft of the proposal is made. From what we have gathered this is an economic and military alliance, with trade benefits and giving all members access to each others seas. Is this brief description correct, or totally "off the ball"?

To the right Honorable Representative from the Socialist Union of Honako(OOC: forgot national title sorry).

These very stances are what we wish to discuss.

All signatories were invited based on only two categories, their presence on the North Atlantic, and their relations with the SAR.

In the opinion of the SAR Sovereign national politics are Sovereign national politics.

So we are not interested in excluding Socialist states, Monarchies, Republics, or any other ideological structure as simply it would not be pragmatic to the National goals of our nation.

Make no mistake that this proposal is not made out of charitable spirit.

The SAR wants security for its northern regions and most importantly it wants expansion of trade and economic growth. This is am is best achieved by a multi-national approach.

You have cleared up some of our queries. If this "alliance" where to be formed, I hope we can be assured it is for all our benefit you have in mind to create a strong thriving bloc of nations, and not just the SAR's desire for the expansion of trade and economic growth. Also, we would like to know whether the members of this alliance would be equal, or whether you, as founder, and DP, as the most powerful, would get special treatment?

If only the PoG were a joking matter, representative. Grunder Industries is only a few day's sail from the North Atlantic, and should action be taken, Barronia would be amongst the nations on the forefront.

We therefore realise our potential as both a defensive and offensive position, and, whilst we are willing to agree to the trading aspects of the agreement, we are unsure about hosting foreign troops, or deploying our forces elsewhere.

To Representative from the United Commonwealth

I do not mean to dismiss out of hand the PoG, however I am not currently charged with the dicussion of SAR political outlook on the matter of the PoG.

I am currently charged with moving forward a strategy to ensure tranquil and safe trade in the North Atlantic and establish an Economic Trade Bloc.

The NAEMSA provides both tranquility and trade.

Any dealings we have with the PoG will be outside of this forum as this is simply not the place as this Agreement is not designed based on the PoG, unlessthe PoG sends bad actors into the North Atlantic theater either by Air Sea or Land to effect the national stability of the member states which will in turn effect trade.

The number of forces Stationed on Common Wealth territory would actually be small if at all.

As the SAR has continental space available...the placement of forces on the Commonwealth would be redundant.

As for placing Commonwealth forces on foreign soil, it would ofcourse be by invitation and the forces would remain under strategic command of the Common Wealth perhaps only needed to give up situational command for fluidity of mission performance...ie the ranking officer on station is the ranking officer on station.

To the our Socialist friend,
No, no special treatment.
However the agreement should be settled before it is finalized so that the ratification of new states is the only possible future change.

The Kingdom of Lachenburg bears no qualm against its participation in an organization of such nature, especially with the recent trend of violence and militarism amid the course of current International Affairs. Thus, the matter shall be brought before the House of Peers for consideration. Nevertheless, we advise that an official agreement among the interested parties be codified and brought forward for ratification in the near future so as to facilitate a greater interest across the continent.

Official Statement

The Naashan Canadian Union is in favour of a military and economic alliance across the North Atlantic at this time. Once a final draft of the agreement has been published it will be presented to the House of Commons and the Senate.

Excellent gentlemen,

North Atlantic Economic and Military Security Accords


Contained Here in is the mutual proposal to agree upon the accords that will ensure security and stability in the North Atlantic for economic growth and Military safety.

I. All signatory nations will practice reciprocal tariffs and trade taxes with regard to trade with other signatory nations.

II. All signatory nations will never exercise punitive taxes, surcharges, tariffs or extended customs quarantine times against other signatory nations.

III. No subsidies will be given to products that go to market that place them in an unfair advantage in the market. Should subsidies be given over to businesses then a proper tariff to equalize the value will be imposed, but no more as this is a matter of market equality not punitive.

IV. All goods of signatory nations will receive special customs treatment to expedite its transition to market.

V. Professional workers may apply for special travel documentation to work in all signatory nations and have rapid access and preferred traveler status for ease of border crossing.

VI. Technological exchange is encouraged between signatory nations for the advance of the common good.

VII. Special preferred status will be given to signatory nations nationals seeking to attend university abroad. This is to foster greater cultural exchange among signatories. As well as foster greater exchange of ideas and innovations.

VIII. Military exercises between signatories is encouraged as well as intelligence sharing to foster greater joint action by signatory Military.

IX. The responsibility of Security will not fall on any one single nation.
each signatory is expected to contribute forces along with other assets and potentially bases of operation for NAEMSA related missions.

X. All signatory nations are required to offer 'safe harbor' for civilian and military persons of all other signatory nations. This does not include regular rotational duties stops for military operations rather it pertains to emergency situations.


XI.
As these accords are intended to benefit all signatories any amendment must be passed with unanimous vote, as well as any additional points.
This applies POST ratification.

Diplomatic Note:

I find the recently published draft of the NAEMSA proposal to be most reasonable and acceptable. I am told that the Prime Minister will be placing it before the House of Commons as a priority during the next session and it will hopefully reach the Senate before the week is out.
