The clear Peruvian sun shown upon Cusco, the City of the Sun, home of the mighty Sapa Inca, known chiefly by his Ruling name, the Thunderbow. It was he that had guided the Five States through the pangs and trials of a rebirth that had lasted a hundred years, re-forging the backward state into something worthy of the title of Empire.
A million souls were gathered on the Great Plaza, a symbol of the wealth of the Sapa Inca by its sheer size. A statement that even when space was limited, the Sapa Inca could afford to waste it. The fact that it was paved gold was a mere side note, as were the notices saying that anybody wearing shoes on the plaza would lose their feet.
The seething mass of humanity present roiled like storm-driven clouds, all striving to get that much closer to the great pavilion at the end of the platform, its multicolored banners and streamers, exotic silks from China and feathers from the northern barbarians, covered a platform of hardwood of the most expensive sort, each piece hand-shaped to perfection by the Sapa Incas personal servants, those men taken from their villages under the mita system who showed promise in a particular skill.
The platform was currently occupied only by priests, who were purifying and blessing the structure in readyness for the Inca's presence, ensuring that no ghosts or ill-tempered gods/spirits were present to afflict him while his attention was on speech-giving. This was, after all, the big day. Rumour had circulated for days that something BIG was happening, and the runners had been especially busy, it seemed, a near constant stream of men leaving and entering the city, mountains of paperwork (marvelous stuff, paper. The Inca writing system was a mere ten years old, another invention of the Thunderbow) had been witnessed as orders to provincial commanders came and went.
And it all came down to this.
The Sapa Inca stepped onto the platform and raised his hands, instantly silencing the massive crowd, drawing all eyes to himself, decked out in his official Sapa Inca'ing gear, a costume so massivly tasteless that even the most pompous European monarch would be in awe. Silk, feathers, gold, silver, even iron (considered more valuable than both in the Inca Empire) were displayed en masse, the garments colours gave the impression of a gecko on LSD at a disco. If one stared at it for too long one might develope eye cancer. It was an exercise in excess, in and of itself a monument to the Inca state, a statement of, "We can afford to do this, we are rich. We're so rich that rich doesnt even describe how rich we are. We have more money than the rest of the world put together and you've got nothing. We're rich enough that we use iron for coins instead of gold. You know why? 'Cause we're rich."
The Sapa Inca surveyed the crowd, the massive, silent, sea of people who waited with the absolute devotion of a population rigidly raised to believe that the man standing before them was the embodiement of the Sun, that he was what made the world go 'round, who made the sun rise, who made the clouds rain, who made things work.
"My people," He spoke with a voice which, having been trained since he was old enough to talk, could motivate a dying leper to run ten miles and fight all day, "A hundred years ago, the Europeans arrived in our lands. A hundred years ago, death, famine, plauge and war struck our nation. A hundred years ago, the European barbarians strove to annihilate our people, to strike down our momuments and replace our gods, they strove to make sure that our mighty Empire, our Five States, was wiped from the map and never rose again, they killed our men, raped our women and sold our children into slavery, they blasphemed our gods, desecrated our temples, looted our cities and burned what they could not take with them. They dared to defile the sacred person of the Sapa Inca, and skilled holy blood upon the grounds of our lands."
"And now, though we have reforged our empire, rebuilt our cities, mourned our dead, the European still dare to squat above us, like a vulture that stalks over a wounded jaguar, waiting for the last breath. But we have healed now, the jaguar is no longer wounded, and that 'last breath', that will be a war cry, for we will NOT tolerate their kind here! Their arrogance and their folley have brought this upon them. Let no man say we are the aggressors, we are the vengance of the gods themselves! Our armies, brave Inca warriors, and our staunch allies, the Guató, Aché, Kaweshkar, Shuar, and others, we will raise a mighty army to strike northwards and drive this foul presence from our sacred soil!"
"I, Son of the Sun, Sapa Inca of the Pichqatisuyu, Tuluntangul the Thunderbow, will lead our armies to victory against the devils from across the sea! The Eastern barbarians will feel the wrath of our armies and, this time, it will be THEIR blood that runs in the streets. Supay is with us! The God of Death has raised his head and looks North, the Europeans will find that no longer are we as unready as our ancestors!"
The crowd stared in shock, a moment passed, and the clapping began. The Sapa Inca had, of course, placed agents into the crowd to start the groundswell, but that was a tactic used by orators and rulers across the world. It didnt matter, pretty soon the whole crowd was roaring its approval and held the firm belief that THEY were the first person to start clapping and cheering.

Meanwhile, a ship chartered by the Sapa Inca sailed serenly into one of the harbours of Die Zweiten Reich, soon offloading its diplomatic cargo. The merchants on board had no idea the nature of the message they were relaying, and the Inca diplomat had no particular expectancy of returning to his homeland.
He simply made his way to the Reich's ruler (wherever that person might be >_>) and passed on his message.
It was fairly simple. A piece of paper with no embelishment, and a message in Latin.

Woe unto the conqourer.

Meanwhile, a force of some 150,000 Inca soldiers assembled themselves on the border with the Reich's colony, and the town of Iato developed an extensive prostitution ring overnight. Moral was high, for the soldiers knew that those who survived the initial battles would serve under the Sapa Inca himself when he arrived. This gave more than enough motivation ot to get killed. To fight under the Son of the Sun was to gain a much more desireable place in the afterlife, after all, and Supay judged well those that not only died well, but fought well.

Fuhrer Rommel stood string at the piece of paper in his hands. These savages dared to threaten him. He crushed the paper and glared at the messengers.

"Johnson, escort these men back to there ship, tell noone who they are, and make sure they leave safely." He ordered with a nod. His aide left and escorted the man back to his ship. After the messenger left the room he called for his Generals. "Men, this could be a severe problem. We need ships set out NOW! And get a message to the Shakal, im sure the Empress would be more than willing to help." The Generals stood for only a second before departing.

"How many men do you want to send sir?" A general asked.

"I want those ships loaded with as many men as they can carry." The Fuhrer ordered. The last General left with a nod. The order went out and some 3,000 men began getting loaded onto ships ready to get bound for the new world.

The Inca messenger bowed, after, of course, delivering his declaration of war. Having not developed a writing system of their own, the Inca traditionally made their diplomacy verbal.
"The only other course my Sapa Inca offers," the emissary spoke in Latin, "Is the surrender of your colonies in our lands. The Sapa Inca will provide some compensation, gold or silver, which you seem to value highly. If not, then payment must be made in blood. The choice is yours, and I will return to my Inca with your words."

"I am sorry to say that your Sapa Inca will have his war, and he will lose." Fuhrer Rommel waved his hands and dismissed the messenger. No amount of gold would be enough, expecially considering it would take months to reach him and by then the fighting would have already begun. After the messenger left he sat down and began to write.

To my close friend Empress Kristina Schraepl II

Today I learned that our nation is under attack by the barbarians that occupy the south america's. I ask that you dispatch assistance to our forces to maintain proper and healthy relations between us.

The messenger bowed, "The Sapa Inca said such would be your reply. Go with your God." And with that, he promptly set off back to South America, reply in mind.

((Lets wait to start the fighting until we find out what sort of timescale we're using. It takes a month and a half to cross the Atlantic during this period, so diplomacy is gonna be slow >_>))

The Sapa Inca was not overly suprised at the reply, "Of course the barbarians wont negotiate, they know nothing of civilization, only their barbaric expansion over other peoples lands. Their stubborness will not concern us."
And, with that, the messenger was sent to the Sapa Inca's generals, directing them to advance. 160,000 men crossed the Panamanian border a week later, advancing in two forces, 120,000 toward the Chucunaque river and 40,000 along the Pacific coastline, aiming to encircle the Reich's garrisons in Garachine and Patma.
Nearly two hundred cannon accompanied the main drive towards Panama City, all of which were fitted with wide wheels designed to allow passage over the somewhat damp terrain typically encountered in Incan expeditions.
A vanguard of some thousand scouts, trained hunters from the tribes living in the jungles, advanced ahead of the Inca columns, ensuring that no ambushing force was present, and gathering information on fortifications, towns and populations to report back to the generals.

The Zweiten Reich garrison had been ordered to pull back. The men where to gather at Ft Siegfreid (http://tinypic.com/view.php?pic=6291rus) for a stand. Its defences could handle any attack made by the barbarians. In the meantime European assistance was on the way due to arrive in just 3 days. The colonial troops were also gathering to assist in the defence. These men may not be very disciplined, but they were hunters and trackers like th e men the enemy had, they would prove useful in the engagement. Some 10 cannon were in place with 5 ready to move. With the European support came 3000 well trained men and another 10 cannon and some 500 horseman. By weeks end the numbers would stand at nearly 25,000 because of the local troops. Also, the Frigate Malevolance sailed to sea along with 4 smaller vessels to try and intercept enemy sea supplies bound for the troops since withsuch a large force supplies would be hard to come by simply by living on the land itself.

The Empress read the letter three times just making sure it wasnt some sort of threat. She had always wanted more land in the america's and this was the best way to get it. She looked at her top General Derrick Braun. He gave her a blank look. He dissapproved of colonialism, but he obeed orders, his will was to crush all that stood in there way in Europe, not squander resources in a place over 3000km away.

"I think we should send them assistance highness." Derrick said. The Empress nodded.

"I agree, we should dispatch a force to assist, the real question is how big?" The Empress asked.

"We can afford no more than 2000 men and 10 cannon. The nations around us are trustable to a degree, but many would jump at the chance to destroy us."

"It is settled then." The Empress waved her hand. Immediatly the men were being prepared for the journey. The main Shakal assistanc would be naval, 3 ship of the line and 4 frigates along with 13 smaller ships would be making there way to Zweiten Reich Central America.

((Well, consider, you've got a fleet of 12 ships of the line, right? Assuming they average out at 45 cannons each, thats 540 guns. And usually ships had MUCH larger than 6 pound cannon. I believe most large ships carried 24-32lb cannons.))

The Europeans, as was their wont, underestimated the Inca. The Sapa Inca was well aware of the defeciencies of his navy, and had kept it back, defending the nations ports and coastal cities from attack. Instead, the Inca simply built roads as they went. The mita system once again paid off, providing the army with the vital labour required to make the road building work. Where the Inca forces went, a road followed. And where the road went, trains of llamas and oxen (imported from Europe, of course) came after.

((Indeed, and resources that I didnt devote to sea cannons could go into the production of land cannons.
Also, is it that green dot? I was looking further east >_>
Thats a bit of an advance, but I guess it'll work.))

The Inca force now faced a descision. Take out the threat of a European flanking attack, or go on to the riches of Panama City? The Inca, having now arrived to take command, elected to the latter, leaving a force of some 50,000 men with acompanying cannon to siege Fort Siegfried while the main force went on to take Panama City.
Occupying the terrain around the fort, the Inca made sure to remain out of range of the ships cannons, electing instead to launch hit-and-fade attacks against the walls every day, raids which did little damage to the forts walls or defenders, but forced the Europeans to be constantly on guard. The larger Inca guns would lob the occasional shot into the fort as well, generally from a hidden position.
Meanwhile, the Inca engineers and labour started work on a fort of their own, building a wood and earth redoubt on a hill overlooking the European fort, far out of range of both sides guns, but a clear reminder to any who looked on it that the Incans were coming.

Meanwhile, the Sapa Inca led the rest of his force southward, arriving at the gates of Panama City. Once the Inca Army was in view, a messenger was promptly sent to the Reich govonor.
"The Sapa Inca bids you listen well to the terms he provides, for they will not be repeated. The Son of the Sun demands this of your city, its immidiate surrender, the disarmament of the garrison and the payment of one eighth the total treasury."
"Should you comply, He will allow you to retain your post as the govonor of this province of the Inca Empire, and will grant you a generous salary. The people of this city will be spared, and you will prosper. No lives need be lost, and no blood spilled on your account. You will find that we are a generous people if not provoked."
"If you do not accept, then the gods will determine who is to be the victor." The messenger bowed, "I await your answer."
Behind him, clearly visible, were Incan artillery pieces being deployed and troops making camp, readying for what would no doubt be an unpleasant battle if the govonor refused the Sapa Inca's terms.

The Sapa Inca nodded, the Reich garrison was disarmed and allowed to return to their homes, no looting took place (Except for the pre-determined amount from the city treasury), and the Sapa Inca made it VERY clear that the garrison commander was to respect the citizens of Panama City as he would any Incan citizen.
And then, leaving his own garrison of 5,000 men, he set off Westward once again, diverting an additional 50,000 men to the siege of the fort. With another 200,000 reinforcements arriving from the south within the month, the besiegers had established a virtual fort surrounding the Reich's fort. Fortifications of earth, wood and stone made exit impossible, and any assault costly, for the besiegers had laid out a formidable network of interlocking strongpoints, much like the European 'star forts', designed to cover each other in the event of an attack. To their backs they had the mountains, the passes well guarded of course.
Now it was simply a matter of out-waiting the Europeans while the Inca and his force of 75,000 swept up the pennensula towards Salud, encircling the European forces on the pennensula.
Morale amoung the Incans was still high. They had taken the provincial capital and thus far the only European resistance was cowering in a fort which they had surrounded, and whose defenders were subject to a night-and-day barrage of cannonfire, small raiding sorties and the additional bonus of fifty Andean priests who made it their business to chant loudly between the hours of three and five at morning.
The defenders may have been well provisioned, but the Incan forces would be sure to deny them something perhaps more precious than food. Lack of sleep, as even the strongest man knows, can sap a bodies strength and rapidly reduce a mans mind to jelly. Of course, perhaps there were some Europeans who could sleep through cannon fire, war cries and priests whose speciality was haraunging crowds of Incan subjects, but even THEY must surely soon tire of a constant rain of lead balls.
Soon the Inca had brought up another weapon, this one native to their own lands. Catapults, large and small, designed to launch clay pots in which hornets nests, poisonous animals and other unpleasantries were fitted. On impact, the pots shattered, unleashing their enraged contents, although, of course, a number of the animals died on impact and the Inca catapulteer's suffered casualties as they closed with the walls to launch their payloads, but even the Europeans had to know that a single hornet sting was enough to put a man in constant pain for a day or more, a dozen was enough to leave him in bed and hundreds could kill him.
The casualties didnt matter of course, the goal was simply to make the defenders miserable. Something the Incans knew how to do quite well.

Summary of forces:
100,000 men besieging Ft. Siegrfried
75,000 advancing westwards from Panama City
A garrison of 2,500-5,000 in each city the Inca have taken.
200,000 men massing on the former Panamanian border in groups of 50,000

The Incan terror tactics had a profound morale effect on he garrison. The professional soldiers morale was higher but they were beginning to suffer from the climate. Casualties so far were minimal and everytime the Inca moved there catapults forward a barrage of cannon and other weapons opened fire aiming o destory everything they could. The colonial troops that didnt reach the fort were raiding incan supply routes in small numbers and gaining strength every day.

The main Carribean force had now arrivied along the coast of Panama with most of the Carribean fleet and army of it to. At the same time the Nordic Carribean Reserves, milita, were mustering to be deployed to Panama in the defense of the colonies of the Die Zweiten Reich. Yet, this deployment was in essence more of a premeptive strike against the Inca in order to eliminate there threat for at least a couple of years.

In the meantime the 6,500 musketeers, 500 marines, 8,000 Pikemen, and 3,000 sailors had now begun to be deployed twenty miles away from Panama City in order give them enough time to land on the coast. As well, the fleet had taken up defensive positions near the army's camps in order to provide the protection of hundreds of cannons in the case of an attack by the Incas which was a serious threat.

(OOC: Scandanavians, they'd have to get past the army to deploy near Panama City >_>
I'll roll with it though :D )

The Sapa Inca was rather pleased with this development. Finally, a chance to fight the Europeans head on, and beat them in a real battle.
The Incans fielded their army on a plain, one of the few avalible in the area, since most of Panama was marshland. Mostly this was courtesy to the Europeans, as the Inca had his doubts they would be able to form so much as a straight line of battle in the countries marshes and swamps, much less its mountains.
He then sent a messenger to the Scandanavian commander, challenging him to appear on a field of combat for the fate of the city.

The Incan response to the colonial soldiers was their basic approach to such matters in all provinces. The tribes and cities supplying the rebels were rounded up and marched off, mostly to Peru, their former inhabitants replaced (eventually) with populations friendly to the Inca.
Thus, the rebel armies were denied both numbers and supplies, and, eventually, found themselves faced with hostile natives in their own country.
Of course, not all the people went quietly, and those that couldnt be bludgeoned into line were either sent to the Europeans or vanished into the Panamanian marshes.

"Sir! The Scandinavians have come. Reports say they landed behind the enemy and are making them turn into battle." Von Rundstedts aid told him excited. Help was coming from everywhere. The men were eager for a fight and knew a plan was about to evolve.

"Tell the men to ready themselves. Set up the dummies and move as many men out as you can tonight. Unload them as close to our allies as you can, but make sure that no word is given to the Inca, load the men at night into the boats in the harbour." The plan was convieced then. Immedialty wooden dummies that had been made ahead of time were going to be set up that night to try and fool the enemy into thinking that the garrison was the same size.

OOC: Sorry, about that as I was deploying in the terms that it is about a day's march from Panama city, at least in this time, as well I was not really trying to be discrete with my forces, was I?:D As well, my men will try to get you to fight on terms that favor my open lines, such as in the dry areas on a plateu in the highlands which will allow me to use my tech and tatics to my advantage.

IC: The Scandinvan General disptached a messanger bearing the message for them to meet on a plateu in the mountains where it would be dry and it would force the Inca to fight against the Nords in a fight in which they would be able to use linear tatics tatics and formations against the superior numbers of the Inca forces. At the same time the General challenged the Sapa Inca to a one on one duel.

In the meantime the Nordic forces had begun, abiet not quickly, moving into the interior with 360 cannons, of varying sizes, and had been joined by five hundred cavalry men.
The Jade Star
08-07-2007, 20:09
((360 cannons? Thats a LOT of artillery to move via ships. You'd need a good portion of your navy to shift that many guns, men and supplies, unless youre using naval guns, which dont work too well on land >_> ))

The Inca rebuffed the Scandanavian general with strong words, "The Sapa Inca says he will not meet you in personal combat. A person of such rank as yourself is not suitable to duel with the Son of the Sun, unless your king is willing to sail to our land and meet the Sapa Inca, he will not duel you. He also states that it is the right of the challenger to name the place of combat. Meet his army at the designated place or you will face us in the rainforest and swamps."

The Incans were not terribly impressed with the Reich's ruse, and soon after the dummies went up catapult crews and raiders began to report that the soldiers manning the walls werent fighting back, or running around yelling because a bunch of hornets were trapped in their croch-plate.
Under the same cover of night, the Inca cannon crews began to move forward, their larger guns taking aim at the enemy walls and then unleashing a withering barrage of cannon fire into selected points, aiming to create breaches through which the troops could pass.

The Reich troops had all be shifted to positions outside the fort closer to the Scandinavian forces to support them in battle. Now only governor Von Rundstedt remained inside the fort. The men had loaded a HUGE amount of explosives under the entire fort. When the Inca came he would light the fuse and run to a small three person craft still hidden waiting for him. The troops were already moving to aid the Scandinavians from the east and hopefullt attack the enemy on two sides helping to level the playing field.

(I dont want this to be a dog pile as this is looking to be a very interesting war, but if the Guyanas are invaded also my hand will be forced.... :))

To the German Reich.

We do not recognize the heathen savages that apparently occupy The Andes and beyond but if they have such audacity to carry out such bloodlust in Jacobsland (Guyana) our hand will be forced and we aid you in crushing these godless devils by direct military action.

we will offer the resources of our neighbouring colony for your armed forces disposal but unfortuntely due to other undisclosed reasons we cannot attack direcly unless provoked at this current time.....

Yours faithfully

Dear Governor Von Rundstedt,

We have just recieved the news that Panama City has been captured by the Inca. We here in the States have decided to help you in anyways that you can, we are sending 1000 Falconets and 100 Mortars to aid you as well as 100 sloops, 25 shooners, 10 Frigates, and 3 Moniters (Land bombardment ships). As of the current time, we are unable to send any ground troops due to increasing Native attacks on our frontier settlements. Good luck and God bless.

Holy Chapel, Vatican City

Pope Giovanni II was praying calmly with two other men in the Holy Chapel of his Papal Vatican Palace. He was an elderly man, sixty five fourteen nights ago, and had been Pope for over eleven years now. The men spoke, and the conversation was not one he liked. They all spoke quietly, staring at the life-size solid gold statue of Jesus infront of them, not at each other.

“...Holy Father, we have heard tales of them. Savages they say, of the highest order. They burn, rape and leave none alive. They…well; you are too sacred for it to be said in your presence, as is he.” He said, nodding to the ornate Jesus statue.

“Please, go on young Louis.” The Pope had heard many a terrible tale in his time, and had seen and ordered many a terrible deed in the name of Christ, and he braced himself for Louis to speak again. Louis was the son of a military man, in fact François Chirac, the Admiral of the Colombia Navy Amanda. At just twenty he was vivid and imaginative, but had spent two years with his Father near the people of Sapa Inca, and said he knew of their ways.

“They go into the houses of the young, and they take their mothers and fathers away. They are all killed brutally, most beheaded. But before they do that they bring out the children and…” The Holy Emperor, the supposed most important man in Rome, although the Pope still controlled him, by the name of Adolfo Rossi, who had ruled the Holy Empire for some five years, ushered for him to keep speaking.

“They eat the children, in front of the adults. Starting with the head…and everything inside. They then chop of all the lifeless people’s ears, toes and fingers, and keep them as prizes, and some say when food supplies go low…” Pope Giovanni II raised his hand, he knew of what Louis was going to say.

“What are we to do about it?” Adolfo, in a worried tone, asked Giovanni. Prayer was nearly over, the bells were ringing.

“They are most brutal – no one in these lands will die like that. It is simple Holy Emperor, simple indeed. We are to kill them if they come on to our lands, and keep killing them until they turn back. Of course, unlike them, in the noblest fashion…” The Pope carefully replied.

“Ah, of course. Destroy them with nobility.” Adolfo had his orders, and they all left the Holy Chapel.

Colombian Colonies, South America

The Colombian Colonies were, only with the ones of the Egyptian Canal and Singapore, regarded as the most important colonies to keep. And so many troops, into the one hundred thousand, were easily dispersed there. And so the borders were filled, the garrisons prepared – if they crossed into the Holy Roman Empires land they were to be shot at mercilessly until they turned back. If a garrison was lost, they were ordered to fight until death and not to surrender for capture to prevent suffering “a fate worse than hell itself” as there Commanders had told them.

Holes were dug deep and men prepared to fight. They were close to the lands of the Sapa Inca's, and they were worried. But they would not attack them, but if they were attacked themselves, a massive force of ships, men and the finest military equipment would be unleashed upon them.

Under the same cover of night, the Inca cannon crews began to move forward, their larger guns taking aim at the enemy walls and then unleashing a withering barrage of cannon fire into selected points, aiming to create breaches through which the troops could pass.Marching inland, relying on the honor of the Sapa Inca to let honor dictate that the challenger pick the location of battle and as such, the Norse being a people of custom and honor in battle, marched inland with their force having now come roughly to 6,500 musketeers, 8,000 Pikmen (though to note they do carry small shields and steel short swords), 500 medium cavalry, 180 cannons, and 1,500 armed sailors marching inland to battle the Incas in a regular battle. As well, the group was only willing to accept disiplined soldiers from the native lands to march with them into battle as the Norse trained forces could be relied upon to fight to the end due to their training, loyalty to the Empire, and disipline.

In the meantime the General sent this letter to the Sapa Inca," Your lordship I offer my understanding to the rebuffing of my challenge as you are of higher birth then I and your culture has its own customs and I seek to learn to understand your culture and if I survive the upcoming battle, which I may well not, I wish to be able to deal with your people in more peaceful conditions. May the after day our battle bring better tidings for both our peoples. Also, I request that you not attack our fort as we will use it as a haven for Europeans fleeing the war and conquest, I gurantee you if you grant this request my men will abandon the fort after four months once if we are defeated and the recieve word of it from a reliable source of if my sword is presented to them."

While the army was marching to the selected battle site 500 marines and 1,500 sailors began to build a earthen fort for the defense of the landing area and to provide a tempoary haven for Europeans fleeing the Incan occupation and conquest. As such they were only building it to provide a place to prevent an Incan suprise attack above all. As well, they began setting up 180 cannons to defend the fort.

The Zweite Reich troops advanced alongside there Shakal allies. In total there number was a mere 15 000. But they were heading against the enemies flank. They would end up arriving just after the battle commenced, so far there march had gone unnoticed, but they all doubted that would last for very long.

Dear Governor Von Rundstedt,

I have just recieved word that our frontier situation is over and we will be able to send 50,000 troops to retake and control Panama City. Panama City is a vital trading center, thus it is neccesary to be under your rule for our trade to continue with you. Our ships should have arrived by now.

Sincerly,
President Carter
