Maintaining and fostering friendly relations with one's neighbours is a key aim for most modern nations. It is logical then, that two of the world's most developed states who share the planet's longest stretch of undefended border should maintain a close relationship. Therefore it gives me great delight to unveil the American Defence pact, an agreement signalling the friendship and respect between the Naashan Canadian Union and the Imperium of Dweladelfia Prime.
This pact signifies not only a defensive agreement, but a mutual desire to improve both of our nations economically and politically too. It also combines the considerable influence of both countries to form a powerful bastion of strength in the West. The military aspects of the pact, which are key to its foundation, are as follows.
The formation of the North American Tracking And Defense System, NATADS, as a joint Union-Imperium authority whose responsibility is the defence of North American airspace from attack or incursion by hostile aircraft and missiles.
The construction of RADAR facilities in northern and northwest Canada, Alaska and the west coast of the Imperium, to be linked with existing networks and relay information to NATADS.
The development of SAM facilities in the Canadian Union and the Imperium in order to counter threats from hostile aircraft and ICBMS. These facilities will be placed under the control of NATADS.
The augmentation of NATADS capability by commiting rapid response aircraft to its control. These will be provided by, and based in both nations. The Imperium of Dweladelfia Prime will also commit airborne early warning and AWACS aircraft to the project.
The defence of Imperium and Union coastline, particularly the west coast, from submarine incursion. This will be achieved by investment in the coast guards and navies of both nations and by ASW aircraft provided by the Canadian Union.
The continuing development of the Canadian Union air command by construction of aircraft within the Imperium. Currently this includes 24 F/A-18 's to augment the Union's contribution to NATADS.
Recognising the benefits of an economic alliance also, the American Defence Pact also requires the Canadian Union and the Imperium to commit to an open border policy and reduce or abolish tariffs on trading. The Canadian Union will also increase oil and natural gas exports to the Imperium.
Furthermore, the pact calls for these two developed nations to contribute monetary (and military if required) aid to developing nations in South and Central America. This agreement is also open to the nations of South and Central America, and signatories from among those nations will receive the benefits of a mutual defensive, political and economic alliance.
