A letter was sent out earlier today to all the governments in the world, extending an invitation to attend a state dinner and discussion hosted by Federation President Charles J. Turian regarding trade fees placed on the Karlonian Canal. All world leaders were invited. The invitation read as follows;

Federation of Ambrose-Douglas

Esteemed world leaders and colleagues;

It is my honor to announce a state dinner being held in our beautiful capital city of Arkanis (RL Bogotá, Colombia), Ambrose one month from the sending of this invitation. It will be a chance to get to know one another, as well as to discuss the terms of fees and restrictions placed upon trade passing through the Karlonian Canal, and Federation Territorial Waters.

Security for the event will be of the utmost importance, and our elite FARC teams will be providing security for the event. However, should any nations wish to provide additional security, you may contact Major Spencer Benjamin and work out arrangements with him. Security teams to accompany yourselves and any other diplomats or advisers you wish to bring shall be limited to five within the Presidential Palace, and those five may not be armed.

Please respond post-haste if you wish to attend this conference. I trust it will be a enjoyable and profitable experience for all.

Unfortunately due to currently being present at two other conferences and having laws that unless in emergency two members of the Big Four, the four leaders of the country, must be present in our country at all times we cannot said a person of great importance to this conference. All I have to say is that if there are any unpleasentry, it will NOT be caused by us. These socialists hate my establishment because we took advantage of an oppurtunity and hit it big. We are the single largest corporation on the planet, and honestly I could care less about what they have to say about not recognising my control over my territory. I am going to make a very nice offer on your main page shortly, so keep a heads up for it. And by the way, I will take the chicken dinner, but no sauce.

OOC: It is assumed everyone has arrived safely and that the meal has begun and ended without incident. Proper greetings have been given to all in attendance, and the President now stands at the end of the table.

"Greetings, fellow representatives of world powers. I am quite happy to see you all here this evening, and hope that this conference will produce fruitful relations for all. However, tonight is not a night of pure bonding and friendship, and we must attend to the business at hand." Slowly, Turian reached to the small box at his right and pulled out a cigar, cut the tip and lit it. Taking a slow drag, Turian exhaled the smoke as he passed the box to the world leader sitting at his left, Miguel Tunis.

"So, first things first. I want everyone to know that the Karlonian Canal is Federation territorial waters. And because of that, coupled with the fact that our economy is growing and burgeoning, we need to place fees on the use of the canal."

"We propose two options. The first is that we charge all nations who use the canal a flat fee for the first three years. After that, we will analyze all nation's use of the canal, and charge higher fees to those nations who use the canal more, and less to those who use it less."

"The second is that we charge per ship that passes though the canal. We propose a charge of one-tenth of one percent on the worth of the cargo on each ship that passes through. Of course, the choice is obviously up to you."

"However, we are also opening up negotiations with individual nations regarding special terms and conditions, including donations to our nation's economy, infrastructure, and military capability. Those negotiations won't take place until later though."

"A final note before I open the floor up to everyone else. No military vessels or equipment will be transported through the canal, unless that specific ship has explicit confirmation from the Federation government to do so. Requests can be forwarded to our Department of Transportation and will be reviewed on a case by case basis."

"Now, I will open up the floor to questions and comments from the rest of you." Charles Turian sat back down and took another drag of his cigar as he looked out over the rest of the long table.

Jonathan Wellt, Prime Minister of the Naashan Canadian Union, clears his throat and begins to speak.

"Personally, I would rather see a tax on each individual vessel travelling through the canal. Canadian Union vessels would only use that passage on the odd occasion and I believe that to be the same for many of the nations represented here tonight. Therefore, I cannot agree to a charge being levied against each participating state as our level of usage is likely to be infrequent and irregular."

Once the room has begun to speak again, he turns to the Dweladelfian delegate and asks, "how are the economic aid plans coming along? We've gathered some more funds to add to the pool, but obviously I'd prefer if we didn't lump it all into one country."

Miguel Tunis took a cigar out of the box and passed it along to Josue Leui Vega. He seemed to stroke it, before lighting it and taking in the smoke. After the Canadian had finished, Tunis spoke.

"I feel you have a right to tax your Canal, just as we have taxed highly our Strait on a per ship basis - at some ten times the amount you suggested for some nations, which has also helped us increase our economy by millions, however this will end in December. Anyway, I will get to my point." He paused, and then began to speak again "We also are not great users of the canal, and agree with the Naashans that the tax should be on a per vessel basis - it is the fairest way, and if the first option is put into place, it is unlikely the Commission will authorize Honakon ships to use the canal at all as we do not want to pay the same as a nation that uses it regularly when our use is far less."

President Turian nodded as he leaned back in his chair, taking another slow drag of his cigar. Beautiful cigars, imported from Cuba. A place they might be able to annex at a later date. He pondered the thought for a second. He would have to talk to Berkeley about it after the conference.

"The concerns of the Canadian Union and Honako have been duly noted." The President said, leaning forward. "We anticipated that the per ship fee would be the most favored, especially with the program just starting. However, we would like to hear what the rest of the group thinks before deciding on anything solid."

OOC: If you would like to do any "back-door dealings" then just post someone of your party talking in a closed room with someone from my nation. I'll post who it is, so don't worry about the name. If you need to call them something, "Under-Ambassador" is fine.

"Ahem...we personally feel, whilst not huge users of the canal - it depends on the destination in the majority of cases - however, 10% we feel to be a rather large fee.

However, as we do not actually own such a canal, we are not an authority on the issue."

President Turian smiled cordially at the lady representative. "Ms. Adams, I believe you misunderstood me. We would never dream of charging a fee as exorbitant as 10% on ships going through the canal. Our business would collapse. What were are proposing is one-tenth of one percent, or .1%. We hope that this will alleviate any fears that you might have about the price."

He turned to the GDI Colonel. "Down the hallway, second door on the left. Under-Ambassador Hallston is there waiting." He whispered back and then took another drag on his cigar.

"A drink is fine, but I do not smoke." he said, adjusting his sunglasses. "Anyways, the CEO has something to offer your nation. Due to our acquisition of the COSAT recently, we have come under fire from many of the Western World's gov'ts. Mainly, he wants to develop better relations with your Federation and make a deal. First, we would like reduced prices on the canal based at a price of 0.07% instead of 0.1%. That is your half. On our half, we will offer mercenary prices reduced to 76% of normal as well as reduced prices on any arms that should be bought from us. We have another offer to give if this is accepted. Our terms are flexible, as well, so if there is an issue, we can resolve it."

Under-Ambassador grabbed two tumblers from the shelf behind him and then pulled out a top-of-the-line vodka. Pouring a few fingers for the Colonel and himself, he smiled softly.

"We would certainly be willing to reduce the price on the ships, Colonel, but I believe you are barking up the wrong tree with what we would like on this end." He said, moving the glass across the table to the Colonel. "While we are sure your mercenaries are quite well trained and skilled fighters, our national pride is such that I do not believe our citizens would accept the government paying for foreign fighters unless we were up against, say, Dweladelfia Prime. And, any annexations were are planning would most likely be achieved through diplomacy instead of military force."

The Under-Ambassador took a drink of his vodka, swallowed, and then leaned back and sighed. "What we would ask for is money, or help, to build up our shipyards. We are currently in the process of building three new ships for our navy, so we need the expanded room, however we also wish to build larger port facilities to help ships traveling through the canal in need of repair, and more and larger airports and air bases. Currently our only international airports are in Arkanis and (RL Panama City). We would like to expand those, as well as give our growing air force some better bases. Do you think that you would be able to help us with that? We would be willing to decrease the amount payed on each ship even more, depending on the amount of aid."

"If it would be possible for us to establish an occife building in Arkanis, this could be achieved more easily since the engineers will spend less time moving from place to place. "The men and equipment would be needed in Arkanis, for the airbases and airport, as well as Dolareo (RL Panama City). For the shipbuilding and ports, Jestasin (RL Cartagena), Bastanis (RL Barranquilla) and Lacvetor (RL Buenaventura) will be the main places of construction. Will this all work out for your Board of Executives, Colonel?"

The supplies will be sent over on frieghters over the course of the coming months to the port of your choosing. What I must ask, and this is not from the CoE or the CEO, is how you feel about the POG and other alliances around the world?"

"Either Jestasin or Lacvetor would be fine. Jestasin is preferred, simply because of the proximity to Bastanis." Hallston leaned back and typed something into a PDA, making sure to give the right answer to the Colonel.

"We do not have any problem with any of the alliances forming around the world, as long as they respect our wish to be neutral. We are thinking of forming a coalition of non-aligned states, called NAMBLA, or the Neutral Allied Members Boycotting Large Alliances. However, we do not have a problem with POG or this North American Union. We just don't want to be pulled into their conflicts because of something they do that has no effect on us."
