Geography
Vicisse is located on the west of the African continent. The Vicissien landscape consists mainly of the rolling sandy plains of the western Sahel which rise to foothills in the southeast. Here is also found Vicisse's highest point, an otherwise unnamed feature near Natika at 581 m. (1906 ft.) The northern border is formed by the Arkham River, other rivers include the Savia and Kathryn Rivers. The capital Vecuriod lies on the Dessoir peninsula, the westernmost point of continental Africa.
Climate
The local climate is tropical with well-defined dry and humid seasons that result from northeast winter winds and southwest summer winds. Vecuroid's annual rainfall of about 600mm (24 in) occurs between June and October when maximum temperatures average 27°C (80.6°F); December to February minimum temperatures are about 17°C (62.6°F). Interior temperatures are higher than along the coast, and rainfall increases substantially farther south, exceeding 1.5m (59.1 in) annually in some areas.

Political Overview:
The governance of Vicisse is currently firmly in the hands of Overseer Sombre, who took over the failing democracy by forming an association with the Surete Nationale (national police) and the Army, driving the newly organized Legion to take over the corrupt senate. While legitimized by the secret genocide against a fraction of the population from which Sombre came, the push was internationally met with reticence over the possible spark it could light in a instable region of the world. Further concerns where voiced by religious groups when a fringe cult unknown to most was named as official religion of the State. Since the takeover, initialized in 1983 and completed in 1984, the government made several international attempt at recognition, but legitimacy of the current dictatorship is still questioned even tough stability has come back.
The Higher Beings:
Formed in 1985, the Seat of Higher Beings as since been the ruling body of Vicisse. Constituted of the 7 leaders of the High Legion (armed forces), the Legion (national police), the Department of Accommodations (agriculture, housing and maintenance), the Department of Foreign Affairs, the Department of Compliance (secret services) and the Department of Education and Development (education/health), the Seat is named after the Trans-humanist philosophy Sombre and the Cthonian Church as forced on the population. Presumably for the amelioration of mankind, Seer Avan once stated; “The admitted objective of the Seat is to create an environment where each individual in the country would take it upon themselves to ameliorate their condition, economically and physically, spiritually and morally. It has been thoroughly observed that human is a low creature, and our objective is to make him into a high creature, whatever way possible.”
The Seat retains ultimate executive power, although it limits its purview to the domains represented. Accommodations, for example, relates to housing, energy, transportation and preservation. The relation with the Overseer is complicated, mostly seen as informal. Biographical knowledge of Sombre depicts a ruthless leader, so it is possible that his threat on the Seat might act as an virtual veto.
Of note is the Post-Human Project, an exploratory committee created to advise the Seat of scientific breakthrough in medicine outside and inside the country. While not unique as a advisory body, the P-HP is unusually well funded, and as lately advertised Vicisse in the international scientific community as a haven for developmental sciences encountering difficulties from more conservative governments.
Legislative Power:
At the base of the legislative entity in Vicisse is the Citizen. Officially recognized, a member of the Citizenry ( 25 years of age with successful citizenship test pass) is permitted a vote and a voice at the Forum. The said Forum elects a Princep every 10 years, who manages the Municipal Office and represent the 3 municipal powers; the Office, in care of compliance with the Department of Accommodations, the Watch, in care of compliance with the Legion, and the Forum, the assembly representative of the people.
Laws are suggested upon the Forum and either accepted or rejected by vote, held to the veto of the Princep. Accepted laws are to be reviewed and legitimized before then sent to the Provincial congress, an office of senior lawmakers, philosophers, economists and popular appointees. The congress further review the document, this time to correct legal loopholes and to analyze the possible outcomes and impacts it represent on the society.
The final document is then sent for approval directly at the Department following its purview, with the ultimate veto of the Overseer.
