This is a crime drama based off The Shield and The Wire. This thread is for discussion and signong up.

The City of Angels, Los Angeles is a powder keg. As the days of summer wear on the city the people become more restless. In the poorer neighborhoods, beneath the smog of the city, a war is raging. Life is cheap and turf is everything in this world. Respect carries a long way and drugs flow like a river. Rival gangs battle one another for supremacy in this world apart. The people are on edge as they fall victim to sensless crime after sensless crime. The young die young and the old linger to see their society crumble beneath greed, corruption, racism, and death. On the streets, poor kids with guns take out their frustrations on one another as drugs overpower the city streets. On the other side, the tarnished LAPD struggles underneath a heavy burden. Racist cops abusing power while the few good ones remain quiet. Underfunded and undermanned, it's an all out war to control the streets as even more sophisticated organizations move in and takeover from the disorganized and scattered gangs. Will you pollute the streets with hatred and death? Or will you try and save those who rely on you? The choices are yours.

OOC: Like I said before, it's like The Shield and The Wire. On one side is law enforcement and the other are criminal elements within the city. There is no main plot, just interlacing storylines from different points of view.

Afterwards, he joined the LAPD, much to his mother's disagreement. After a year on the force he met a woman named Elena Santos and eventually married her. He his currently on a special strike team in the marcotics division. He is a dedicated police officer, hard worker, and tough on the streets.

Of course you can. Officers will respond to police calls, investigate crimes, chase leads, arrest suspects and send them to trial. People can play cat and mouse with serial killers. There are endless possibilities for this rp. Gangs can grow and move out to other neighborhoods and such as well.

Brief History: "Duke" Williams was born in Compton to a poor family. Raised in the streets, Williams quickly learned how to survive and thrive in his enviroment. At a young age, his father was murdered during a home invasion by a local gang. He took part in the LA riots when he first came into direct contact with gangs. He joined a small time crew and with his help, it grew and prospered. A self-educated man who never went to college, Williams is intelligent, rthless, and cunning in his operations. A year ago he took over the crew and renamed it "The Royals" and quickly rose to power on the streets. He rules with vith efficency and uses his mind to overcome obstacles and skillfully evades prosecution by the police.

How about a "Lone Wolf" domestic terrorist? On the fringe of society, disenfranchised, etc...

That could make things interesting, just nothing off the wall crazy.

History: Exact place and date of birth unknown. Mother killed by an irate customer when he was 3, father's whereabouts unknown. Taken in by a family from Uzbekistan whose ties to primitive tribal rebels formed his outlook on 'civilized' governments.


In the small, remote village of Reftina, a child made good his escape from the local tribal chieftains in the mountainous region of Illyag. They had chosen him years ago to be an assassin, skilled in the arts of subterfuge, stealth, and the quick-kill. He had learned well....too well. He longed to get away from the clan-fights and small-time assignments of killing rival chieftains at the bidding of his masters. Yesterday, the strangulation of his direct superior set his destiny on a new road. The road to America.............

The rain dripped coldly from the eaves of Joe's ramshackle apartment. Though it wasn't much, it was home. Three rooms, sparsely furnished, he managed to pay the rent each month from the job he held as a minimum-wage dockworker for Titan Industries. Life was better here than in Reftina. Better quarters, better food, and the women had one hell of a lot less hair on them than those back home.

Joe had just finished his shift. On his way home he stopped at old Mr. Stenopolous' fruit stand and bought himself a cantalope and a couple of cucumbers. A salad with his fish-sticks would be good.

As he turned the key in the lock, he noticed a slip of paper sticking out from under the door. Probably another 'love note' from the transvestite down the hall. He pushed open the door, bending down to retrieve the note, and what he read froze him to the spot.................

It was bound to happen sooner or later. Someone knew who he was. The note had made that perfectly clear. Scrawled in a childish script, it read: 'We have a job for you. Meet me at 1221 Elm tonight 10pm. Much dollars in it for you. Do not disappoint us.'

Joe read the note one last time and set a match to it, dropping it into an ashtray. As he watched it burn, he felt a strange surge of excitement coupled with an intense apprehension. Who, what, when, where, and most importantly, why. He let his mind wander back to the old country, remembering a few of his 'assignments'. Knives, poison, garrots.......he had left a legacy of blood, death and destruction unrivaled by other assassins. Here in America, he was free of his past....until now.

Five minutes to ten. He had been standing in the shadows across the street from the house, watching it for any sign of movement. A light burned dimly in one of the windows, but no other activity. Joe stamped out his cigarette and
walked across the street, climbing the short set of stairs to the front door. Glancing around furtively, he knocked twice. The soft sound of footsteps grew louder and the door opened to reveal what was an obviously female form, indistinct because of the light behind her that threw her into shadow.

Official Gang Name: The West Coast Militia

Shortened versions: The Militia, The W.C.M.

Gang Colors: Army Cameo designed shirts and pants with matching bandanas.

Tattoos: members always have W.C.M .printed on their back to indicate Gang Loyalty. They also could have shamrocks and swastikas located on other parts of their body but the W.C.M. is a mandatory tattoo mark…

Primary members: White Caucasian Protestants.

Ideology: This gang is based on protecting their neighborhoods from non white organizations seeking to exploit their neighbors with drugs and prostitutes. The W.C.M. is Aryan Brotherhood affiliated and is considered a highly racist street gang…

Organization:

The WCM is built more like an army than a business using a group of senior members as a high command structure with underlings lower ranking officers, soldiers, and street enforcers. The leadership is broken from highest to lowest:

The High Commander: The leader of the entire gang. He acts as the organizations mastermind giving the orders from on high so to speak.

The High Command: This group is made up of the five Chapter Commanders that meet the High Commander every so often to discuss orders and troop movements. They meet infrequently usually in private..

Chapter Master: The head of a Chapter or unit of W.C.M. members they act as the brain of a local branch of the militia. They have a lot of personal autonomy and can only be over ruled in their decisions by the High Commander or the High Command.

Captain: The captains serve as middle men within the organization. They have a decent amount of authority but they must always have their decisions cleared by the Chapter Master. The Captain is a precarious position because it leaves some of the bosses vulnerable should the Captains start to talk. Captains are usually murdered in prison if they are captured….

Enforcers: The secret police of the militia, They are usually used by the Chapter Master to ensure that their wishes are upheld within their chapters. They also make sure that the grunts and the officers don’t talk when caught. The methods usually vary from threats of violence against the potential squealer and his family to being executing the rat in private or in prison…

Soldiers: The standard street warrior, These white guys in their military cameo clothes are usually seen on the streets or driving in their neighborhoods beating any would be dealers, pimps or whores in their turf. They also participate in some of the more violent crimes like extortion, armed robbery, and contract killing.

Group Bio:

The Militia was formed about six years ago when a prominent Neo Nazi named Derek Hooker decided that he was tired of seeing his neighborhood being degraded by the local minority street gangs . Derek and a group of his neo Nazi friends started building up their forces by recruiting local white kids from the nearby high school and eventually they started working with the local shop owners in their efforts to remove the local whores from the street corners and the drug dealers.

Tactics:The W.C.M. has a long history of violence against it’s enemies and is totally against the drug trade and the selling of woman on the streets. They see this as minority groups trying to weaken the white race with their woman and their drugs and so the Militia is not above having dealers and whores killed in drive by style executions. This is also to send a message to their pimps and Cartels that the Militia is in charge of these streets and they will not tolerate rivals on their streets.


The West Coast Militia has lately been very busy as of late mainly just staying in their own neighborhoods protecting their turf from the inferior races and extorting the local shop owners. The Militia has also been recently been noted to be getting into the art of arm robbery and loan sharking. It is also suspected that the A.B. has been using the W.C.M. as contract killers against rivals on the outside of the prison system. The A.T.F. has also recently managed to bust a small ring of W.C.M. funded arms dealers selling weapons to other skin head organizations.

Brief History : Derek had a very bad childhood. He saw his mother turn into a crack hoar working for a black pimp named “Big Poppa.” Derek father’s was one of his mother’s johns that never called again. The lack of a father figure and watching his mother turning into a slave of a fat black man deeply angered Derek.

Derek at the age of thirteen ran away from home and tried to survive on the streets. It was here that Derek learned that corruption came from the other races. Derek saw woman being bought and sold on the streets giving their money to black pimps and Derek also noted seeing the Latinos selling the hated crack that his mother had turned his mother into a slave.

Derek wandered the streets for a few months until he managed to locate the local library. Derek learned to read in the public library. He slowly educated himself and started to read several books and found his favorites were of neo Nazism. He read Mein Kampf and the Turner Diaries and got an insight into a group that thought like him. It was not his mother’s fault for becoming dependant on drugs. It was the Latinos and the African Americans that had pushed them on her. They saw his mother as a source of profit and they used it to further their own goals.

Derek in a fit of rage vowed revenge on the “inferior races” as he termed them. He started reading books about war from Sun Tzu to books on how to commit murder. Derek eventually found work under the table working for some Italians under the table as a dish washer. He eventually earned enough money to buy a switch blade and never again did Derek ever fear going outside in the dangerous streets of his own neighborhood.

Derek at the age of eighteen was arrested for stabbing a Hispanic drug dealer whom was trying to push his supplies on Derek. Derek and his attorney argued the point that Derek had acted in self defense and the court agreed to accept this excuse. Derek ended up serving five years for voluntary manslaughter inside prison Derek hooked up people in the Aryan Brotherhood and they taught him their ways of gang mentality and how to deal with their enemies.

Derek formed the West Coast Militia after serving his time in prison. He also managed to get several of his A.B. buddies to form the nucleus of this organization. They are considered the first generation of the Militia and have a lot of respect for the younger soldiers that now make up the rank and file muscle of the Militia…

Ideology: Money. They are

Fronts: Clubs (3), Wharfside Company (1), Pawn Shops (13)

Known or Suspected Crimes: Extortion, Armed Robbery, contract killing, loan sharking, High-class smuggling of arms and other goods. Reports of small-scale Extasy dealing in clubs.

Organization:

The Syndicate is a well-organized, more pristine establishment, trying to keep its hands out of the more crude and dirty crimes and into the bigger, more profitable ventures.

Kapitan: There are five of these. They lead their own little branches of The Syndicate. They meet in a council in the main club to discuss major issues.

Liutenants: For each Kapitan, there are five Liutenants, each charged with the lower chain of command in the branch. They answer to the Kapitans.

Sentinels: They keep watch over the main brunt of The Syndicate members and make sure that they stay clandestine and quiet.

Infantry: The ordinary Syndicate member, they perform the everyday jobs of The Syndicate.

Bio: Made up of mostly Russo-Serbians with some blacks and asians, The Syndiacte is a clandestine organization considered one of the "higher-up" crime organizations.

Tactics: Hits on rivals are made in very precise, clean ways. Usually made in either sniping or other stealthy assassination methods, evidence is scarce.

Bank robberies are rare, but raids on rival establishments are common. Utilizing a fleet of black Mercedes and GAZ vehicles, they quickly arrive on the scene and use a scout or two to cut off the power and/or observe enemy numbers. The main force, wearing combat vests, tactical gear, and either ski masks or tinted full-face paintball masks move in and rapidly dispatch rivals while either taking valuables or destroying equipment.

Bio: Born in Belgrade, Serbia, he grew up as a member of The Syndicate there. He was reecntly transferred to the United States to meet up with his Father, another Kapitan in the Syndicate there.

Upon arrival, he was immediately immersed in the street scene after participating on a raid on a rival organization's whore house. In the attack, Petrov showed no mercy for the rivals, killing both pimp, ho and john alike. After stealing over $23,000 in cash, the hit squad quickly picked up its shell casings and set fire to the house, making the raid another unsolved mystery in the books.

I usually try to rp as high level criminal organizations. I decided to try something new a white supremacist gang bent on destroying the corrupting influence of drugs and prostitutes on their exploited white neighborhoods..

A very good turn on the "norm" when it comes to gangs in LA. It could set the stage for much larger events down the road in the rp, possibly a race-triggered riot.

It depends on how outlandishly crazy they are. A vigilante could prove interesting. Someone tired of all the crime and starts knocking off gangsters/ suspected gangsters. I like that idea.

That is some crazy stuff. Now we have a Lecter in the midst. You should make him like some sort of West African Voodoo worshipper. That would make sense. Just look at Monrovia, plenty of cannibalism there.

You could have a minor character who's just some average joe who just snaps and starts killing suspected criminals and ends up getting killed in a police stand off.

Yeah Kuli, answering the OOC in the IC thread, detectives would be cool to have pick up the case, maybe a cop car or friendly gang members joining in. They are going to be speeding down a road shooting at each other, so it will stir up a bit of ruckus in the Inglewood area if anyone is interested in becoming part of the action.

SWAT officers are selected from volunteers within their law enforcement organization. Depending on the department's policy, officers generally have to serve a minimum tenure within the department before being able to apply for a specialist section such as SWAT.

Yeah, but I bet there's a way for him to get involved. All of the guys that my people are after for loan sharking are usually big drug dealers, so there could be a possibility of him stumbling onto the scene of a collection at a crack den or something and getting in the mix. Otherwise he could be on the scene of a contract kill on a drug dealer when it happens.

Yeah, I am using this unknown charachter known to the reader as "the Principle" to pretty much give them work. I was thinking he would be a super big drug dealer trying to eliminate the competition using the contract killing services of The Syndicate, but eventually I was thinking that The Principle would turn on The Sydicate at the right time, causing some nice conflict in the story.

How about an emerging Russian mob that is strong arming the competition instead of some super mysterious and powerful organization. Russian mobsters are noted for their brutality and tactics for gaing business and groud from rival gangs.

If you want, there is always a minor X trade going in in some Russian Clubs that you can look into.

That could be a possibility. One of your crew or someone affiliated gets nabbed for having drugs or finds out there's peddling coming from the club and the narcotics team connects the dots and here comes an intersecting point, sounds good.

Perhaps my Lecterite could have been brought in from the outside as a mercenary for one of the larger groups? It often happens that an outsider is brought in to cause a large quantity of havoc and then get swept up by whoever brought them in on the first place.

Prostitutes is the norm for that kind of thing lol. Every serial killer I hear about on T.V. targets them. What if (I'm being serious) one of the guy's family members died of a heart attack and he began striking at the fast food industry for revenge? That might be pushing borderline insanity, though.

I understand completely. If he's targeting suspected criminals or ones who got off or escaped justice could be his target.

I was thinking someone of a European or Middle Eastern decent who ended up getting some contacts in the US military through various actions carried out there and him generally supporting them. After managing to piss off someone more important and dangerous he/she fled the area to relocate in the LA area and wrung up their contacts to set up a new base of operations with fragments of the old regime. Using the dealing with some military officals, who were more than likely demoted due to tip offs by this character, that he knew were reassigned to the bases in this area (a major reason he chose to settle here) and now they happen to lose some weapons and he "finds" them, sells them, and keeps some profit for himself, reimburses the military and buys other weapons at a lower price (such as countries that're disarming). Using wealth and such he/she threw money at a portion of the LAPD, especially those who deal with firearms and crime scene investigation (There was only one AK-47, not three, right?)

And by eccentricities, I was thinking odd tastes in art or like being a massochist or something. Just to make him/her more colorful/different xD

Indeed. I have been thinking over the other character and I have decided that he will be a paranoid, delusional man who feels it is his sole duty to discover the true meaning of life. He is upsest with numbers, and eventually his calculations will drive him insane, leading to abductions and killings that to him have perfect meaning, but to everybody else would be seemingly random. Brief History :
Born into a normal suburban family in Los Angeles, and by normal I mean a pill-popping Mother who also dealt and used drugs, a sexually abusive Father who supposedly let criminal figures make use of his authority as a contractor for illicit means while frequenting with ladies of the night, and finally toss in a pair of sadistic and mildly inscestual siblings for a wonderful Brady Bunch family. Born already with an amount of brain damage due to drug and alcohol abuse during pregnancy, Carl was well off in his life! Growing up he was frequently the target of any pent up rage or sexual desire his Father had, they both tended to happen when there was a shortage of money which occured when his Mother stole money to feed her addictions. His Mother hardly knew he exsisted but his older siblings often times had an invested interest in his exsitence. Through him they discovered how long it takes for a human being to black out when denied oxygen, how much bleach can burn the skin, and how many people are willing to pay large sums of money for child pornography.

Eventually the siblings killed their Father and disposed of his corpse through large quanities of acid they have stolen and grinding up the bones with equipment their Father had. Their little assitant, who by this time was thirteen, was of course Carl. At this straw his frail and heavily burdened mind twisted into two seperate personalities. Carl remained normally, only he became far more timid than before and tended to retreat whenever conflict arose. His other half, Luke Jaeger is what he referred to himself as, was quite the opposite and tended to be more akin to the twins in personality. His siblings weren't stupid, they recognized another predator when they seen one and ended up trying to turn their now daily-overdosed Mother against Carl. Three bodies and a lot of running later, Carl had disposed of his thrice-damned family and managed to hide for awhile, drifting from state to state through hitch hiking until he ended up taken in by a foster family and put through normal schooling. His deep emotional issues managed to stay relatively hidden since nothing majorly problematic drew out Luke from his apparent dormant state.

That changed when the family he was with happened to take a vacation to LA to visit some relatives living there. In transit to their home, a few less-than-respectable characters ended up robbing them. And in a show of defiance, the Father-figure tried to resist and was shot fataly along with the Mother-figure. Luke decided to take over at that point and killed the gun-used with a ballpoint pen through the eye. Then taking and turning the gun on the fallen criminal's comrades he shot and killed all of them before fleeing.

Nowadays Luke lives, traveling between abandoned houses and crackholes dealing out death in a pattern that seems to have some sense to him. His prefered victims are bums, construction workers and people with sadistic personalities...

Raymond Jeremy Scott was born an only child into a small LA family in a one story house in Inglewood. The numbers were all coming together to him, and soon, after a calculation which took his computer array six months to formulate and solve, he had a number: 42. Right now the militia skinheads are tring to start a war with The Royals, but they have police protection. There's some Russians running around, killing people, as well as various other things. You can jump in anywhere. Everyone is doing their own independent storyline. So, you can do whatever you want.
