The American Privateer

Hello, I am Admiral Jack Ray, Secretary of the Navy for The American Privateer. While we have been an FT nation for long, we are currently moving into Post-Modern as well. As such, we are looking to purchase a specialized Submarine, designed to hold twelve smaller stealth submarines within an interior bay.
The submarines that are carried are around three meters long, 1 meter wide, and two meters high. They each accommodate two persons, a pilot/gunner, and an ECM/EW officer.
These submarines are to be carried in a stealthy submarine that is similar in nature to the fictional Red October of the soviet Typhoon Class of submarines.
However, do to the size of this cargo, we wish that the submarine be at least 100 meters long, with a beam of at least 20 meters, and a draft of at least 20 meters. The bay doors may be placed as you will, though we wish them to not be placed atop the submarine to allow for deployment of the mini-subs even when the submarine is above the water.
We also ask for at least four torpedo tubes in the front, and at least five Ballistic Missile Silos atop the main hull. If possible, we also request there to be a lack of a conning tower to help cut down on sonar signatures.
The quieter the submarine the better.
Please note that we wish the submarine to be nuclear powered if possible.
Also, we want this to be a well built machine, so please put effort into designing the vessel and it's electronic systems. All naval storefronts are welcome to submit designs, and we will purchase prototypes of four to be used in field tests.
