History (yes, it is completely different)

Originally a Spanish colony, what is currently the People's Republic of H-Town Tejas gained its independence on July 28, 1821. Much of the country's history was defined by alternation between feeble attempts at democracy marred by political instability and various authoritarian regimes.

During a period of "democracy," from 1879 to 1884, Tejas was beaten by Chile in the War of the Pacific. This would allow for a man whose sole talent was to tell people what they wanted to hear, Jesús Grau Adaro, to be elected to the Tejano presidency in 1885, the last free election the country would have for more than a century. Grau would hold power until his death in 1925. He declared his hyper-conservative Acción Popular Cristiano the sole legal party of the country, and proved to be one of the most oppressive, corrupt leaders the country had ever had. Grau's regime was characterized by laws based of Christian fundamentalism and persecution of ethnic Natives, Afro-Tejanos, and Asians. His son, Jesús Calixto "Grau Pequeño" Grau Pérez, succeeded him, and became a puppet for his father's APC cronies. By then, the majority of Peru had been alienated from the government. The time was ripe for revolution.

It was under this setting that the Unión Revolucionaria Socialista was formed in late 1925, in exile in Chile, which Grau had never approved reforming relations with. It was led by a Chinese-Peruvian originally from Lima, Cayetano Leui. They armed themselves, and, in 1930, crossed into Estado Bolivia from Chile and began fighting a guerilla war against Grau Pequeño and the APC regime.

The Tejano Revolution would last for 16 years. By 1939, the more heavily native Estado Bolivia was under the control of Leui and the URS, with Grau Pequeño and the APC holding unstable control over much more heavily populated Estado Perú. On April 1, 1946, Grau Pequeño's fourth wife, Desideria Vega, whom he had been married to for a grand total of three weeks, poisoned his ceviche, then escaped Lima to URS-controlled Huancavelica. She would later marry Leui. On September 29, 1946, Leui entered Lima and began sieging the Presidential Palace. It was completely destroyed by the time the APC surrendered on December 31, 1946.

On January 1, 1947, Leui declared the People's Republic of H-Town Tejas, and declared the URS its sole legal party. He followed the ideological line of Josip Broz Tito, and declared a neutral, anti-imperialist state. He developed Tejano industry, smashed corruption, rebuilt the damage from the Revolution, and formed social welfare, healthcare, and educational programs otherwise unknown in the country under the Graus. He stepped down in 1968, and a successor, Efraín Kamil, succeeded him. Opposition parties were legalized in 1977, but not given any role in government. Kamil ruled until 1980, when he stepped down and declared democratic elections. They were marred by fraud instituted by the URS, however, and massive riots broke out. These soon escalated into a Civil War.

Two major factions played a role in this war; the Maoist Partido Comunista de H-Town Tejas, and the right-wing Fuerza por la Justicia Nacional. Both factions deliberately targeted civilians and committed enormous human rights violations. Kamil was succeeded by URS military leader Pedro Miguel Medina.

The FJN entered Lima in 1995, intending to brutally murder Medina before they imposed control on the country. Having found that he had escaped to government-controlled Iquitos, they instead found reason to brutally murder the 102-year old Cayetano Leui in public. They ruled for nine months, after which URS forces under Ernesto Rafael Dominguez Macías re-entered the capital. Medina, expecting to be given his job back, was arrested for corruption in Lima and jailed in Callao. Dominguez took the Presidency, and proceeded to stomp out the PCH-TT and FJN. By 2000, the war was finally over.

Dominguez instituted a system of "no-party democracy" in 2000, and continued to rule in a dictatorial fashion until his assassination by the remnants of the FJN in 2007. He was succeeded by the 21-year old Clarisa Miho Tsuchii, who has begun democratization of the regime.

Our embassy will be staffed by Under-Ambassador Jeremy Collins and thirty aides, along with fifteen soldiers as guards. We hope that this is acceptable.

We also invite you to attend our Karlonian Canal Conference, happening in one month, to discuss fees and restrictions placed on trade in the Karlonian (RL Panama Canal) Canal.

You may begin moving in at your earliest convenience.

In this world it seems some major powers are already trying to make it polarized. The Socialist Republic of Honakon will not have this, though wishes to form friendships with nations that can last and not be superficial like others that have been formed. The world has been divided into two sides, and we wish that to change with a third party consisting of three nations we believe our similar in viewpoints and opinions. Therefore, firstly we wish to exchange embassies, and secondly we wish to discuss the possibility of an agreement of military and cultural co-operation and mutual defence. It is your choice whether this is done by diplomatic correspondents or in person.
