The characteristic mushroom-shaped cloud of smoke hovering over the Jigoku province this morning signaled Otagia's first testing of nuclear weapons, signaling a drastic change in policy after over half a century vehemently opposing the use of nuclear weapons. Otagian officials place the blast at fifteen kilotons, which independant seismic monitoring organizations confirm. Ironically, this yield is roughly equivalent to the weapon dropped on Hiroshima, the source of Otagia's long-held ban against nuclear weaponry.

The Regent revealed in a press report today that he would attempt to hold as closely as possible to the spirit of their policy, and that any nuclear weapons produced will be of the tactical variety. Regent Quetzal emphasized that these weapons are to only be used in a retaliatory nature, and even then only as a last resort:

"Otagia's nuclear arsenal is strictly a deterrent. While I view these devices as abhorrent and disgusting, they are a necessary evil for the survival of our country."

It is currently unknown how many devices the ORA currently possesses, or where they are being manufactured, but with the materials being readily available from most arcological complexes, it is likely that they are being constructed on-site and in sizable amounts. The Regent and his office declined to comment on both of these questions.
