Peter Delvaney, Lord Protector of the Commonwealth of Rosdivan, had only one word as the Reichskamphian ambassador left his office, their meeting over.

"I believe that's an accurate summation of our position," remarked Michael Card, Delvaney's Minister of Foreign Affairs, as he rose from his padded seat on the opposite side of the room from the Lord Protector and his desk. "Reichskamphen's desires could put our neutrality in the coming war in severe jeopardy."
"I would recommend that we begin preparations for defense of our Havenite colony," spoke up Stephen Zimmerman, Minister of Defense, who remained seated in his chair in the opposite corner of that wall. "We may have received promises from members of NATO and the Questerian Commonwealth that they will not attack us or our shipping, but we can't expect those promises to hold if Reichskamphen uses the air bases they want to launch attacks on the Commonwealth."
Peter Delvaney stood up now, and began pacing the floor behind his desk. "Damn it, Reichskamphen should never have put us in this position. I do not want to get dragged into this mess between all of them," he said, mostly to himself, as he walked. "What about the home islands? Are they under any threat?" he asked, directing his gaze at Zimmerman.
"No, Your Highness," responded the minister promptly. "Although most of our weapons production is still within the home islands, the defenses we've built up would require a very major effort to defeat, one that would substantially weaken them, even if succeeded, to a point unacceptable in such a global conflict. The same cannot be said for the colony, which has the additional disadvantage of sharing a large land border with Kriegorgrad. As things currently stand, they would most likely be quickly overrun, perhaps three to four months of fighting."
"Additionally," spoke up Michael Card, "attacking the home islands would likely draw in all of the Greater Prussian Empire, while only attacking the colony would be easily justified diplomatically as putting an end to breaches of our neutrality."
Peter paused his pacing and stood, staring at the floor in thought, hands clasped behind him in the small of his back. This continued for a long silence of several seconds before he nodded and turned back to his ministers. "Alright, here is what we're going to do. Michael, I want you listening hard to the Questerian Commonwealth about any military action they intend to take against our colony or Reichskamphen's forces in it. If anything pops up, lean hard on them to restrict themselves to attacks on Reichskamphen's forces, we will not respond with offensive action in retaliation for that, even if the bombs fall on forces on Rosdivani land. "Citizens of Rosdivan, I come to you now in a time of growing darkness across the world. As you well know, tensions between Questers and Automagfreek have reached a high level, one that is likely to cast them, and their respective alliances, into war.
Though Rosdivan stands neutral in this conflict, it is a possibility that we may be attacked by nations party to this conflict for reasons of their own. Indeed, our defense industry has become a very large supplier to nations on both sides of the conflict, and it is not impossible that one may strike at us in a bid to deny further weapons to the opposing side.
Accordingly, in order to provide for the safety of all citizens of Rosdivan, I am declaring a state of emergency in light of the current international crisis. A new tax will be levied on the defense industries, one that they are more than capable of paying with the trillions they have made before the shooting has even begun, and will be used to provide for defenses in our Havenite colony. The home islands are very well protected, you need not fear. No enemy force is capable of attacking the home islands without severe and crippling losses and the full wrath of the Greater Prussian Empire.
But the same cannot be said for our colony in Haven. The Nakil 1A1+ is currently rolling off our assembly lines in licensed production; they will go first to Haven. So too will over thirty new air defense brigades; new air defense radars; more fighters, both the Maahes and the Zephyr; more missiles, Cyrene, Typhon II, and Patriot.
