"The Community has always been considerably open minded when it came to controlled substances." The director of the Local Threats Task Force, Darryn Andoli, a large, well-built man with a deep scar running the side of his face and down the center of his throat, faced the crowd of journalists. Behind him, a screen bore a welcome to all the journalists who chose to attend the press conference.
"Unfortunately, there has been a crushing tide of a new substance that has entered the market. It came to our attention initially because it was completely unregulated and the producer was not registered in any of our databases."
The screen changed to a picture of several incredibly small pills, a smooth white powder, and an enhanced image of the pill which bore this image:

"K4C-22, also known as KC, or 'Kissy', 'heaven', or 'ether' by its variety of street names. It is quite unlike anything we have ever seen before." The slide changed to a chemical formula of the substance. "It behaves like many known substances, but the combined effect is totally new. It posseses the hallucinogenic and entheogenic properties of a phenethylamine, and it is similar to several of Alexander Shulgin's 'Magical Half-Dozen.' It also behaves like an MDMA in that the user will experience hyperthermia, and sweat profusely while forgetting to consume fluids, and thus dehydrating themselves. There is also a 5% incidence of permanent psychosis after the first use. What makes this a true threat, however, is not only its highly addictive nature, but its heroin like behavior in that it blocks the formation of endorphines. This means a repeat user will lose their mechanism to cope with pain and, eventually, interact with their environment."

Arrests and seizure of property is at an all time high, but a recent audit of security has shown that the border is quite porus. At this point, it is impossible to know whether the drug originated inside or outside The Community, but at this point it hardly seems to matter as the recipe has spread within an increasingly larger circle inside The Community. The most important fact, at this point, however, is that this morning, the navy intercepted a freighter that was attempting to scuttle itself. In addition to miscellanious contraband, two tons of 'KC' was found hidden throughout the ship. The quality of the substance has yet to be determined, however the value is well into the millions. Documents aboard the ship indicate that it was not going to The Community, which indicates that there exists one if not many sophisticated cartels who seek to ship this substance abroad. For all we know, this may have spread to other nations. All I ask is that all nations maintain constant vigilance and do everything they can to help combat the spread of this substance."
