Recently the Empire of Firehelper has wanted to extend its sphere of influence. Currently they hope to achieve this through the establishment of multiple military bases thought the world.

We have recently noted that you, our ally, is in a minor engagement. Though you feel that you can handle this alone that may not always be the case. To this end, we would like to deter enemies from attacking our ally by the establishment of a military base. In return we we also allow you to open miltiary bases on our territory. These bases are to be considered extraterritorial and therefore a part of your territory.

Size: 10 sq mi
Ocean accessible: yes, naval base takes up 1 sq mi
Max population: 5,000, 5 sq mi
Standard population 3,000
Airbase: yes, 13,000 ft and 9,000 ft runway, 3 sq mi of base
