In times of war, this will also serve as the Joint-War Room, from which orders shall be issued, and fleets will be commanded.

President Juan Rico called a meeting of the Empire of the Five States. Summoning the American Senate and House to the Grand Council Hall, the only building large enough to house the entirety of the legislative bodies of the Five Sates.

The 100 Senators, and 435 Representatives took their place at the west end of the room, and waited for the rest of the council to take their seats.

The Vice-President and the Speaker of the House took their positions behind the President at the head of the room, in line with the seats of the chamber dedicated to the Representatives and Senators.

In the center of the chamber, in a section cordoned off for them, thirteen holo-drones moved into position, and began projecting. The Thirteen Members of the Council had arrived, though many of them also had windows opened up in front of them, showing they where using their processing power to run multiple programs at once.

Artemis, the newly elected leader, sat on a wooden chair, dressed in furs, an oak leaf circlet, and a bow sitting beside her.

Ryu, her second in command, showed up in the form of a winged half-dragon, his tail wrapped around his robe like a tail. He stood behind Artemis, and had many less documents than the rest of them going.

Dr. Strange was next, and he showed up in his usual form, a white robed six-armed being with six mechanical arms sprouting from his back. He stood to the other side of Artemis.

Sky Marshall Patton, in a wildly colorful uniform over a cyborg body. He had designed it to match the original Patton's design for a tanker's uniform perfectly.

Fifth to come was the shadowy Enui, who appeared only as a humanoid shadow draped in a hooded robe.

Apollo was next, and he was, as usual, dressed in a gold toga, with a gold Laurel-Leaf crown upon his head.

Whitacker appeared, dressed in casual, 29th Century style clothes, he was the least flashy of the group, but was also the most skilled in hacking enemy computers. His shirt bore the expression "Th3 D3v1l w3nt d0wn 2 .ga," with "4nd 1 pwn3d h15 455" on the back.

Enoch, the oldest of the Ghosts that made up the Protectorate, sat in a lotus style, and had several stones buzzing around his head. He wore a threadbare toga, and was hovering above the ground, moving up and down.

Sensei-no-go sat in Japanese Heian Era Style noble outfit, his hair worn down and braided. Before him sat a half-dozen Go Boards, each of which where playing games at blitzkreig speed, and each one coming close to a tie.

Slyther appeared next. Though the least of the Council, he was one of the most vital, as he alone knew how the net-bot worked that allowed them to cull information from pure data flow.

ShadowMaster357 was the next to appear, standing rock still with his shadow moving around and manipulating the materials before him.

Laughing Man, the second to last to show up, appeared as he had in that long forgotten comic, with a rotating ring around the face, and a hoodie and a pair of jeans.

And last came Serra, dressed in a white flowing gown with a split, three part train that floated and fluttered around her in the breeze. She bore six wings, each of which merely floated there, doing nothing,

The Thirteen, having finished appearing, began to call up Digi-Files, and prepared for the delegations from NN, TLO, and TAP to arrive.

The Admiral entered along with his delegation of the Cabinet and the Senate and House. They sat on the Eastern side of the chamber, and the Admiral took up position similar to that of President Juan Rico.

Looking around, he smiled at his children, Artemis and Apollo, both of whom had retired their bodies for the position as Ghosts in the Protectorate a long while ago.

Looking over, he extended his hand to President Rico, "A pleasure to see you again Mr. President, How has your nation fared?"

The Ard Ri of Niall Noiglach marched in, his military style outfit finely tailored to fit him, with body armor sitting atop the chest. He had a cape of lion-skin worn on his back, Centurion Style.

Several lords entered behind him, each in the fur of the predator of their choice, taking up position to the west of the Council, but east of the TAP'ian senate. Several members of parliment followed the lords in, followed by the Council of Generals.

The Ard Ri and his wife took their place in their respective positions in the Leader's box at the head of the Council Hall.

Aidan, looking around, gave a courteous nod to each of the other leaders who where sitting up with him.

The Grand Master of the Holy Order of St. Longinus came striding into the room, his face set in a look of non-committal good nature. Behind him strode the Seneschal, Beausant Banner in hand.

The College of Cardinals took up position beside the USAP's delegates, though they eyed the NN warrior-lords with suspicion.

Following their apparent slide into militarism, the Order had grown concerned, worried that their belligerent people could result in aggressive hostilities against the Galactic Empire, a war that they could not have right now.

The Grand Master took up his position, and sat down in his seat, surveying the crowd.

A member of the college stood, "Mr. President, I move that we call this session of the Council of the Empire into Session."

"The movement has been made, do we have a second?"

Several members of the Senate and House commented, stating "second"

"It has been seconded, all in favor?"

The entire Senate and House of the USAP raised their hands.
