An intricate system that is best explained as a mimic of the RL system the Catholic Church and The Holy Roman Empire had in the 1000s. The Chancellor appoints the Dukes, who appoint the Senators, who appoint the Chancellor.
The Dukes elect, from their number, 9 Supreme Judges, who become the 'Moral Compass' of the country by striking down laws that 'do not accurately reflect the Moorish spirit'. The Dukes pass small legislature that usually concerns only one or two Dukedoms.
The Senate makes larger pieces of legislature and appoints the Chancellor.
The Chancellor declares war, can veto legislature, and appoints Dukes.
Society:
The Moorish society is, at all times, polite and reserved. Emotion is something that is well regarded, but only at appropriate times. Families who have been fighting a cloak and dagger battle will ask each other over for dinner, and treat each other like good friends, as long as you ignore some of the icier glares when broaching delicate subjects.
Highly urbanized, the unique and productive farming techniques allow for a high percentage of the population to be specialized. Meaning more artwork, more culture, and more service industries exist in Moorington than anywhere else in the world. Creativity in finding new ways to make money has made Moorington into a metropolis of capital.
Moorish society is also rather xenophobic; due to its isolation, other races are viewed wit suspicion, at best. Except for a few isolated, secluded, communities around some of the trading ports, usually inhabited by High Elves, Moorington is for the most part 100 percent human.
