Brachiosaurus

The IHTA nuclear strike was devastating. So as to ensure that the human nations did not see Brachiosaurus as a threat, the Brach's hid away their technological advances and adopted primitive technology to make themselves on the same level as the other nations of the earth.
Because the humans were too frieghtened to allow Brach's to land their ships on the human's lands, the Brach's using their tech, created a new land mass in the Pacific. That land they named Brachiosaurus, after their ancestor. They also gave their nation the same name.
They sought to study the humans but in doing so they imported some human tendencies that laid waste to their land.
For the most part, the Brach's kept to themselves, monitoring the humans via remote sensing. Some of the humans behavior seemed weird and quizical.
But the Brach isolation from the humans was now at an end. Their experiment in modernity was over. If they didn't bring out the tech, Brach may not only never recover but the island could well collapse back into the ocean since the nuclear attack had destabilized the artificial roots of the island.
The Brach's could have just gotten back into their ships and left, but, by weakening the island, the IHTA had destabilized the planetary core. Though it was only very very minute wobble that human technology would not be able to detect. But that wobble would eventually increase to cause the earth to blow itself up via implosion.
Action was needed to prevent that. And it was agreed among the chieftains that the human nations needed some prodding as per the large, genocidal use of nukes recently done by the IHTA. However there was still debate on what to do with the IHTA. Some wanted the nation to turn a blind eye toward other human nations nuking the IHTA. Their opponenets argued that meant that Brachiosaurus would just as guilty of using the nukes because the government was giving de facto sanction.
But they agreed that if it was possible, they would use conventional forces. Of course it was possible. But first they wanted to assure the other human nations that the Dinoid races held no ill will toward the human race as a whole.
Brach Message to the World:
Humans of the planet earth. Since we returned to this planet we have lived in peace with your species. Mainly keeping to ourselves. Recent events have caused some of your fellow humans to involve themselves in our affairs with our consent.
However, one of those nations has transgressed our laws and engaged in a brutal act of genocide against our nation despite being warned.
Therefore, we will be taking action against the IHTA for their disproportionate use of nuclear weaponry. We ask that your governments not view this as a hostile act directed against your governments. We hold no ill will toward the human race nor toward most of the world's native governments.
In fact, we would like to offer technological gifts to those human governments that foreswear nuclear weaponry.
We ask for permission for some of our people to temporarily locate themselves in your lands while we heal our own. In return, we offer to repay you in kind.

The previous Grand Cheiftain stepped down out of agreement with a vote of no confidence that had succeeded against him.
