Military Protectorate of Southern Orlando
Foreign affairs Decree

Leaders and nations of the world community,
I bid you greetings, and humbly request you take the time to read this plea for assistance from a new and struggling nation. Over the past few months, those astute enough in the world of foreign affairs to have a knowledge of our existence, are also certainly aware of the cataclysmic events that have recently befallen our people.
Months ago, a terrible disease of near biblical proportions descended upon our nation. The disease was, and still is, thought to airborne, viral in nature. it spread quickly through sneezes, coughs, and bodily fluids. Upon exposure, those infected with the virus would soon develop symptoms similar to the common flu, but would soon grow considerably more severe. In advanced stages, infected individuals were prone to episodes of severe and violent dimensia. No cure or treatment, besides costly hospitalization, has yet been found. Those that could not afford such care were subject to a 75% fatality rate. A lucky 10% of the population was is thought to be totally immune. Early attempts to quarantine and destroy the disease carried out by civilian institutions failed miserably. As the virus spread from the countryside towns to the cities, the military was called in to maintain order, but it was too late. Several weeks after the initial outbreak of the disease, nicknamed "dandylion" by citizens for its ability to moderate distances in the wind, the nation fell into near total anarchy. Several weeks after that, the vast majority of the nation's population had been destroyed, either by disease, rioting and civil disorder, or uncoordinated government reprisals.
During this time, I was the CO of a division stationed in our nation's largest city, with orders to keep maintain order, distribute food, and quarantine infected areas. Undersupplied and overstretched, with precious little support from our failing government, the decision was made to abandon the failing quarantine of the city, withdraw the division to a more defensible location, and "hole up" until reinforcements arrived. Those reinforcements never came.
As time went by, and the society and government of our nation collapsed around us, we continued to gather what few survivors we could scrounge from the rest of the city to Southern Orlando. When the legitimate government of our nation, in effect, ceased to exist, the Protectorate was born. We have been operating, in an incredibly hostile situation, under military jurisdiction, ever since.
Over the past few months, the Protectorate has been able to stabilize its territorial holdings somewhat. A moderately sized infection free zone has been established as a safe haven for civilians, and a staging point for our military forces. Protectorate forces continue to send patrols ever increasing in size into the ruins of Orlando, to secure territory, scrounge vehicles weapons and supplies, and rescue survivors of the pandemic.
The Protectorate is, indeed, winning the fight. More and more survivors reach the our territory each day. Every week, more and more Protectorate territory is "sterilized' (that is, cleared of infected agents, looters, and rebellious elements) and made ready for future use. Our economy, now that power has been restored to important factories and commercial buildings, as well as the airport, is slowly strengthening.
While our citizens have hope, international support is still desperately sought. Several factors are severely limiting the political stability of the Protectorate, and therefore our ability to rebuild. Our food supplies are dangerously low, as well as our cadre of medically trained personnel. Our armed forces, and in effect our government, is stretched to the brink of collapse. While manpower is not an issue, lack of supplies and equipment is. Along with its humanitarian efforts outside of the infection free zone, our soldiers have been forced to suppress a sizable but decreasing amount of political dissidents, which threaten the efficiency of our reconstruction. More military equipment is desperately needed, so that more effort can be focused upon the sterilization of Protectorate territory, which we do not currently have the ability to regulate, defend and control.
The Citizens and Soldiers of the Protectorate of Southern Orlando will be eternally grateful for any offers that are made to assist in our efforts to rebuild. Should any nations indentify with our plight and feel the need to assist, our diplomatic channels are open.
