The rebel war was so bad that 80% of all houses have been damaged or destoryed, we haven't planned reforms yet, all countries be on alert for Zamper Communists, if you catch one, please bring them here for war crimes. (Also look out for Alexander Losvert, the most dangerous communist ever.) The Communists have slaughtered 5 million people in Zamper, most of them were shot on the street, in people's houses, you could be shot anywhere. We also need arms badly to fight the remaining Communists on the coast.
