In times of immense greed and personal gain, there comes the need for nations to join together and combat those who wish to oppress. The membership of the Commonwealth of Independent nations has pledged themselves to each other for mutual gain. The membership acknowledges their responsibility to themselves and other nations to defend against tyrannical régimes from all across the world. The following is the governing documentation of the Commonwealth of Independent Nations. If you wish to join up with our esteemed organization, please read through the documentation to see if our organization is right for you.

We also ask that if any nation that joins the CIN wants, you can join the official Region for the CIN. It is called "CIN Headquarters", please Telegram the Founder of the Region for the password.

As the temporary head of the Commonwealth of Independent Nations, I hold the sole responsibility to oversee the Membership of the Commonwealth, both Old and New. Membership Requests should be directed to Mr. Henry Guntard, North Mack Premeir of Foreign Policies, Temporary Head of the CIN.


The Constitution of the C.I.N.
ARTICLES
I: Should one nation in the C.I.N. fall prey to an attack, all nations in the C.I.N. shall rise as one to defend the nation under attack. Should the attacking nation need to be occupied to end hostilities, that nation shall become a protectorate of the C.I.N., subject to the Constitution of the C.I.N.
Amendment I: This article only comes into effect if the CIN nation has fallen prey to an attack, and is not the aggressor of the current engagement.
Amendment added on January 31st, 2006 C.E. to Article I

II: No C.I.N. nation shall show hostilities against another C.I.N. nation. Should a C.I.N. nation fall under attack by another C.I.N. nation, the attacking nation shall be ejected from the C.I.N., and Article I shall come into effect.

III: C.I.N. nations are required to share any and/or all technological advancements upon request by any other C.I.N. nation. Article III does not apply to any Military and/or Classified technology.

IV: Any C.I.N. nation can propose changes to the Constitution of the C.I.N. at any time. Should a proposition of change occur, a vote will take place. If the vote passes by a 2/3 majority, then the proposed change shall be made to the constitution.

V: Any C.I.N. nation can propose to remove another C.I.N. nation from the C.I.N. at any time. Should this occur, a vote will take place. If the vote passes by a 3/4 majority, then the nation shall be ejected from the C.I.N.

VI: hould, for any reason, a nation be ejected from the C.I.N., at any time, that nation is then prohibited from re-entering the C.I.N. as long at that nations leader at the time of ejection is power.

VII: Any nation can, at any time, join the C.I.N., restricted only by Article VI. Upon joining the C.I.N., that nation is subject to the Constitution of the C.I.N.

VIII: Any nation engaged in conflict in which the C.I.N. constitution would normally come into effect may, if the nation so wishes, refuse C.I.N. assistance for the duration, or any time less then the length, of the engagement.

IX: Any nation involved in a conflict of its own when a call for help is declared, may, if it so chooses, refuse to send any military aid on the grounds that they are required by the current engagement.

Welcome you three to the Commonwealth of Independent Nations. And yeah, I'm still not sure how greal managed to post in this thread before it was technically created... haha yay forum glitches :) Anyway, as member nations you can call upon the alliance for help in times of need. Just remember, you might be called on to help another nation in need.

La Democracia Directa de el Centro de Tierras requests that there be an international volunteer policing corps, labeled Commonwealth International Police Force (CIPF), la Democracia would like to offer up the first ten thousand men, all untrained from the rurals of central Mexico. The CIPF would be for the direct agenda for the Commonwealth of Independent Nations (CIN) as a military arm of the orginization. La Democracia is also willing to offer Hentozas Bay Base, in the state of Cuba for training purposes.

The Commonwealth itself has no direct agenda. It is a mainly military and economic alliance for defense, not offense. As such I see no need for a military force to accomplish the Commonwealths "agenda" as it has no direct agenda.

However, this is a democratic alliance, and as such, we should take a vote on it. To this end, I propose the construction of a C.I.N. HQ Forum, where all commonwealth activities will reside. Registration should be mandatory for all member nations of the commonwealth. Are there any objections to this?

The old man standing at the lectern looked the part of a harassed bureaucrat, rather than the most powerful man in the Empire other than the Emperor himself. When a portly fugre signaled for attention, he sighed inwardly before politely asking, "Senator Marcello?"

"Thank you for your indulgence, Secretary." The Liberal Party Senator's words were polite, at least - which was about two steps up from the status quo. "Is it true that the Foreign Office has examined the possibility of joining the so-called "Commonwealth of Independant Nations?" His words provoked an uproar, as the old Secretary tried and failed to make himself heard over the rising tide of voices denouncing and defending the Liberal Senator's bald-faced attack on him. The hubbub was brought to an end by the sharp rap-rap-rap of the President's gavel.

"Order! There will be order!" The Senate eventually subsided, and Senator Marcello finished his statement. "I would like to remind the good Secretary that the Imperial Senate has the right of consent to all treaties with foreign powers. Further, as the ranking Minority member of the Foreign Affairs Committee, I can assure this Chamber that the Executive has not even troubled to inform the Senate of any such deals in the offing!" Again, uproar ensued, this time dwarfing even the previous outburst, until the President was forced to use the Senate Guardsmen to call the Chamber to order."

"Any further outbursts will result in the suspension of the Senate for the rest of the week, is that clear?" The elderly woman was irate - a rarity for her, as she was the veteran of a half-century of political warfare. "Secretary Lasarkis, you must answer the charges."

The old man was composed in the face of a hostile hearing that could potentially strip him of his office. "Senators, there have been no offers or acceptances. No formal inquiries. No formal investigations. What the Foreign Office has done, all we have done, is round-table in office meetings the possibility of the Empire applying to join the CIN. However, if Senator Marcello objects to the Empire's bureaucracy carrying out even routine meetings without his personal supervision" - a nervous titter ran around the Senate as Marcello's face turned an interesting shade of purple - "then, by all means, let us take a vote. In my capacity as a Senator, I propose that a vote be taken, establishing - or not - the authority of the Crown to commit the Empire to joining the CIN on standard terms."

Senator Marcello surged to his feet, obviously not done, but was cut off by the President of the Senate. "A question is on the floor, honoured colleagues. Shall a vote be taken?"

The Empire of New Chalcedon finds the terms of the CIN Constitution to be agreeable, and would like to apply to join. However, there is one small hitch. Currently, the Empire is hosting peacetalks between CIN members on one side and non-CIN members on the other (OOC: here (http://forums.jolt.co.uk/showthread.php?t=583767&page=15)). When we offered to host these talks, we were not aware of the two nations' membership of the CIN or, indeed, the existance of the Commonwealth itself and pledged neutrality as is appropriate for a mediating nation.

Should we be accepted for membership, we would like formal accession (and the attending restriction on military action) to be delayed until a settlement has been reached or determined to be impossible (and any necessary blame assigned for the latter), in order to preserve the neutrality which any host of peace talks should adhere to.

Whilst we do not consider the possibility of armed conflict between ourselves and the Empire of the Phillipiniada, as well as her ally the Wolf Hold, to be high, it still exists, and we are unwilling to abandon our impartiality during the talks for fear of failing to end a senseless conflict that has ended too many lives and done too much damage as is.

We understand that the CIN may have difficulty with this request, and await your response.

I completely forgot that during this timeframe that I was listed as the Minister of Membership for the CIN.

While I understand your apprehension over this situation, these two nations that you are heping with the peace treaty and conference were not members of the CIN until a short few days ago. Therefore there would be no official problem with you being accepted into the Commowealth of Independant Nations as of this time. We can though, as an alliance, offer assitance with mediating the peace talk proceedings and helping to divert any assault upon either your nation or theirs.

Although we will have to make sure on who the aggressor is within the conflict before we make any formal judgement for military and diplomatic aid as pertaining to Article I of the CIN Constitution, including Amendment 1.

Please use the CIN forums, Greal, Cazelia. The II forums are not a place for member states to hash out their grievances with one another. It's along the lines of "publically united, no matter what the reality is."

The Federation of the Serbian Soviet Union wishes to join the Commonwealth of Independent Nations in establishing diplomatic relations with other member states and to establish trade on all level.

We express our gratitude in being accepted as fully fledged members of the CIN and we would like to thank all those that have backed our bid to join the CIN, from this point on we will play an active role in CIN and we will be looking to establish diplomatic relations with all the members of the CIN, including those that we already established diplomatic relations, we would like to improve our relations with those and establish trade with all members of the CIN.
