Riots and protests in CW, then the unthinkable. A terrorist attack!

The day after the release of the pollution report the Colonial Government announced that North Egypt would be allowed to expand into Friesland. The same day the announcements about the purchase of mining rights in the norther provinces were released. The building tensions between Pro and Anti Industrial, Pro and Anti Foreigner, the various groups supporting one country or corporation over another, and environmental groups seemed to explode. Protests for various causes sprng up in every major city. Riots broke out in Creighton, Neil, Port Royal, Colony City, and Princeton, the worst of these in Creighton. In Creighton rioters burned down the post office and attempted to storm the army base there. 21 people there were killed by the rioters, another 100 injured, and 319 rioters were killed by the army before the group of over a thousand finally fled.
Environmental protesters in Newton stayed peacful, but when they lined up across a major road as part of their protest two men in pickup trucks drove side by side, hit the accelerator and plowed through them, killing three and injuring nine more. The truckdrivers were still at large. The various protest across the nation called for the government to take various actions. "Stop destroying our forests" on protestor in the capitol yells and another "Get Avisron Out of Our Country!" right across the street from "North Egypt is Poisoning us All" and "Colony West for the Colonials". Several protestors advocating the removal of foreigners from Colonail soil chant the nations motto over and over again "alea iacta est, age quod agis; The die is cast, do what you do" and soon a section of that group shortens its rally to simply "alea iacta est" A number of protestors gather outside the nuclear plant under construction, but are carefulnot to get too close and appear threatening. They dont want to risk their lives. Various other protests across the country focus on specific factories of harbors. Nearly all are calling for the eviction of at leas one of the foreign nations investing in Colony West. It seems the bitter propoganda struggle between VGI and North Egypt suceeded in turning Colonials against the other corporation.
Police come out in force and in full riot gear to subdue rioters and to contain the protests, but then the unexpected happened. The unthinkable. A terrorist attack.

Terrorists from Green Agaisnt the Machine, an Avisronian based terrorist organization against industrialization, had been sneaking into Colony West for months now, circumventing Avisronian security who would be on the lookout for them by "vacationing" in Uphaus and then taking a flight or, more typically, boarding a ship for Colony West. The cell had grown strong in the past couple months despite the Colonial Government's capture of "their leader". In fact, that incident had done more to promote their growth in Colony West than anythign they could have done overtly. The governments capture of a minor lieutenant had proven only a small setback as the blight he was carrying to spread among the orchards up north was only a distraction form their true focus in the south. Instead the disparate elements across the nation who were too weak and varied to form their own anti-industiral organizations were drawn to the allure of this foreign organization. Being the smart terrorists that GATM leaders were, these nationals were given the priveledge to "liberate their country from industrial oppression" and made up half of the terorists carrying out the missions today.

9:15 a.m. - Terrorists mingle with the protestors in Creighton and incite the crowd to riot. Then they lead the rioters toward Creighton Army Base. The government has not yet uncovered that terrorists were behind the riot.

9:21 a.m - a concrete plant in Neil is blown up by terrorists. No suspects captured. Over 200 workers killed and another 100 wounded.

9:22 a.m. - a truck drives offroad and comes barreling toward the nuclear plant under constructin by Avisron. Its tired are shot out by Colony West military police providing the outer ring of security to the plant. Terrorists detonate the bomb in the vehicle, severaly damaging the fortified perimeter set up for the outer ring of defense, killing two soldiers, and injuring 5 soldiers and 23 of the protesters outside the nuclear plant.

9:22 a.m. Fire is set to the royal palace in Port Royal. It is quickly extinguished and the arsonists caught. It is unclear if this is related to the riot or a seperate terrorist plot. Two of the three arsonists are Avisronian and background searches revel that they arrived in Port Royal via ship from Uphaus.

9:30 a.m. - A truck races away form Edwardsville police toward the nearby coal plant. The police finally manage to shoot out the tires before it enters the plants perimeter. The terrorists are capture before they are able to detonate the bombs, but one police officer is shot dead, and the other wounded before the two terrorists were brought down by gunfire. Both were Avisronian and upon a background check it is found that both arrived in Edwardsville airport, one on a flight from Uphaus and another from Avisron. The bomb was domestically produced in Creighton by a Colonial whose name has not been released. He has not yet been aprehended.

9:36 a.m - a concrete plant in Deep Valley is planted with bombs, but the terrorists are cornered on the production floor. The light themselves on fire and throw themselves into the machines causing severe damage to the machines and small explosions ignite the concrete dust in the air injuring several workers, killing none. Of the four terrorists guards report that one was foreign and the other three appeared to be Colonials.

Immediately the riot police across the nation are ordered to disperse all protests. All flights from Uphaus and Avisron are redirected to Port Firegrove airport and are to be searcehd by federal marshalls before they can continue on their way. Similarly all ships from either country are boarded and searched by the coast guard before being allowed to take harbor.

The news channels immediately begin running footage of the destruciton and then a tape by a masked man claiming to be the true leader of GATM in Colony West.
We demand that all factories be shut down, corporate mining operations cease, all plans to construct nuclear power plants scrapped, all *click*
His Supreme Majest the President Lewis flicked off the television. This was the third time he had seen the video played on the news. Soon he would have to make his own address to the nation. He would have to announce his sorrow for those killed, extend his condolences to the families, yada, yada yada. He would also be announcing his plans to tighten port security, call up the police reserves to keep the streets clear after the new temporary curfew and break up any large protests for the next few days, and the new task force he was putting together to specifically hunt after these terrorists. He would also take this time to admit what many newspapers were sure to pick up on and report anyway, what the government had lied about the capture of the terrorist and that the terrorist had not been the leader of GATM in Colony West. Finally, and here was the dangerous part, he would announce that the Uphausian Underwriters of Oppurtunity agricultural projets be shut down as their fertilizer was used to make at least one bomb used in Deep Valley and call upon Uphaus to tighten security at their ports and airports at risk of having the Uphausian orchard and dairy conglomerates in Robinson shut down.
And all of this while trying to look both resolved and detrmined and genuinely remorsful. the President though and sighed. Then turned to the cameras.
"Today in Colony West, evil has found its human incarnation. The terrorist organization known as Green Against the Machine has carried out its plot to..."

I'm sure our reputation precedes us and know this. That the Corporate Alliance has changed its image, our lack of recent conquests will stand testament to that. We wish to merely expand our economy at the cost of helping someone survive a terrorist act.

In Leafanistan, environmental terrorism has replaced religious terrorism as the greatest threat facing the Glorious Republic. The Avisronian government is not "occupying" Colony West. We're there because we're allied with the Colonial government.
We don't need your troops. We have plenty of our own who will curtail this "revolution." If you want to help, give us your money. No, seriously. It costs alot to operate on a large scale like that.

President Lewis urges Avisron to review the contract signed between Colony West and Avisron. The agreements was an that a Avisronite government owned and built military installation would be built on our shores and that no other nation may construct such an installation. It does not prohibit the stationing of troops here, they just cant build a military installation. The government thinks it best to have an international peacekeeping force here temporarily to ensure peace. Some may stay in the barracks of our military bases in Creighton, Neil and Princeton as the are a) the bases with the most extra space to accomodate extra personnel and b) those are the areas needing the most security. The Royal Palace can be used as HQ for this force and other encampments around the nation can be set up tent city style near our other military bases.

However, we are hesitant about allowing Leafanistanian troops on our soil as your nation is a member of the CA. We dissaprove of Blackhelm Confederacy's aggression towards Greal and find the actions of the CA in general to be other than trustworthy. As the charter of the CA states that "All members must be required to assist other members in any offensive that they require help." we are uneasy allowing you to put a force in our borders. Instead we will seek to gather a security force from our current allies and then, if that is not sufficient, we may be willing to allow Leafanistanian troops to supplement the main security force if the Leafanistan government is willing to promise that they will not become involved in the Greal conflict.

We're not entirely sure how to best handle this situation, really. We've witnessed several events in the past whereas a similar situation in a similar nation occured, that nation attempted to bring in an "international peacekeeping force," and once the rebellion was put down, that "international peacekeeping force" decided not to leave the nation.

However, you are the leader of your nation, and if you still believe an "international peacekeeping force" is warranted, we will not stand in your way. However, we do feel that several key points should be maintained.


This force should contain under 50,000 non-Avisronian souls.
It should be primarily commanded by the already established Avisronian force on conjunction with the Colonial government.
It should have no long term plans to remain within the nation, and should leave once the Avisronian government and the Colonial government reach the conclusion that the unrest has been curtailed.
Non-Avisronian forces should not utilise heavy weaponry such as tanks.
It should be made up of genuine allies of the Colonial government, not simply whoever asks to be on it.


In conclusion, we'd like to submit a proposal on the Leafanistani security division. As an ally of Leafanistan, we can guarentee that they will have no imperialistic desires on Colony West, and will not attempt to push the former Corporate Alliance agenda.

In response to the widespread rioting, Manthian corporations have begun beefing up their security with corporate mercenaries fresh from the recent war in Western Africa. Though these men are technically civilian security consultants, many had been through military operations up to and including amphibious landing on hostile shores and army-level engagements against enemy governments.

The new arrivals - drawn mostly from the Group of Nine, of which North Egypt Electric is a prominent member - will hopefully be quite capable of handling themselves against a few eco-terrorists. Already however proposals are winding their way though the government to deploy a peacekeeping force dispatched to Colony West. Proposals have varied from a brigade or two all the way up to two or more mechanized infantry divisions. A representative is dispatched to the Colonial government to negotiate for the possible temporary deployment of Manthian forces to protect Manthian and Colonial citizens and property, armed with assurances that the Manthians will not violate past agreements made with Avisron.

After all, why pay for an entire paramilitary security force yourself when a few well-placed bribes to the right officials can convince the government to pick up the tab?

It is apparent to the LFA, however, that this has started to move passed the realm of "free market capitalism," and it's beginning to move ever closer to a full and open conflict between our respected nations. This, when avoidable, is totally unacceptable.

Both of our nations images are taking a literal beating because of our involvement in Colony West. Given that we are the two largest investing powers there, we feel it would be highly favorable to both parties if we simply stop waging such a hostile doctrine against each other and presented an allied front against those who wish to throw us both out of the nation.

Avisron is willing to agree to allow a large New Manthan force into Colony West (at the descretion of the Colonial Government, nonetheless,) if New Mantha is willing to attempt to talk its corporations into a more stable and long-term approach to mutually benefiting from the Colonial marketplace alongside Avisronian investors.

We are aware of the risk of occupation by international forces, that is why we are at the time only accepting forces from established Colonial Allies. Your assurances about Leasanistans good conduct are reassuring, but we stand by our decision to only include established allied forces if our security needs can be met.
Specifications about this force:

1. This force will contain 75,000 indivisuals. 35,000 will be Avisronian and no other group will contribute more than 20,000.
2. It will be primarily commanded by a cooperative of the already established Avisronian force and the Colonial government.
3. It should have no long term plans to remain within the nation, and should leave once the Colonial government reaches the conclusion that the unrest has been curtailed.
4. Non-Avisronian forces should not utilise heavy weaponry such as tanks, artilley, mortars, plastic explosives, etc. nor shall they enter Colonial waters without express government consent with more than the naval transports needed to carry the troops and a small escort of which no ship shall be larger than a Kidd class destroyer, and no more than three may be larger than a frigate nor will submarines will be allowed in Colonial territorial waters.
5. Avisronian forces not already stationed at the base in Colony West will abide by the same conventions as stated above.
6. No peacekeeping force shall be allowed to fire live munitions unless set upon by armed individuals. Neither shall the peacekeeping force intentionally run over an individual with their vehicles. As such it is suggested that the security force bring rubber bullets, flashbang grenades, and teargas.
7. The security force will be commanded as previously established, but it is answerable to the current Colonial government.

Operation: Vigilant Order

Fortunately for Avisron, having a fortress in-country meant that it already had a significant military option on the table, and thus wouldn't have to wait days or weeks to transport its forces into the nation. This was especially valuable to the Avisronian corporations who have major investments within the country and are relying on crack teams of RayttaSecurity personnel to keep from being pillaged by the increasingly angry mobs of protestors.

By noon on the first day of violence, the Avisronian fortress had already been secured. The massive concrete wall that surrounded it had been armed with machine guns and snipers, and landmines had been planted in the surrounding wilderness. The Avisronian soldiers manning the fortress know it's only a matter of time until they come under attack.

By 1 p.m. several missions had been authorised. One of the massive, heavily fortified gates on the side of the fortess opens, and a convoy of 50 SOV.17 Infantry Fighting Vehicles rolls out. Their objective is to head north into Timberport and attempt to pacify the town.

Update:
Due to the terrorist attacks protestors make very little resistance to the police trying to break them up. They understand that they are much safer inside rather than being confused for suspected terrorists. Most of the riots have died down as well, but a new group of rioters has sprung up from the protestors in Timberport. Hearing the news that many of the terrorists were Avisronian, the already heavily anti-Avisron sentiment escalates and the mob turns unruly. Nearly 300 of them carrying shotguns, hunting rifles, and a few torches. They head towards the Avisronian military base hping to cause a disturbance more than anything. They know they can't win in an assault against the base, and aren't going to try anything suicidal.
Things change, however, when they see a convoy of Avisronian fighting vehicles approaching. They stop and quickly barricade the road, spread out across its length. They weren't going to fire on them unless they had to, but they were determined to hold their ground and not let these foreigners through to their town
Or at least most of the rioters were so resolved. There were unruly elements among them and at least two of them leveled their rifles and fired at the SOV.17s.

Operation: Vigilant Order (Timberport offensive)

Firing against heavily armored infantry fighting vehicles would prove to be futile for the few renegades who chose to do so. A few clinks against the forward armor of the SOV.17's wasn't nearly enough to prompt the convoy into returning fire with its 25mm. gatling guns. Instead of simply obliterating the group of protestors, the convoy simply formed a defensive phalanx and sat in a metaphorical stare down with the mob.

One of the best investments the Avisronian military had made in years was the installation of video cameras on the fronts of its infantry fighting vehicles. Entire battles could be captured in high resolution and reviewed. The Avisronian military had prided itself on commiting a minimal of human rights offenses, so this effectively gave them a way to prove who fired first.

After several moments of the standoff, the commander of the Avisronian convoy decided the only way to effectively move forward with the mission was to show off the massive amounts of firepower they had. Several smoke grenades are lobbed into the crowd to cause chaos. Then the gatling guns of the convoy open up. Not on the mob, however, but above them.

The nature of these events nearly ensure that the mob will break formation and run.

Your proposal is sensible, as it has come to the attention of the New Manthian government that fierce competition over the Colonial market so far has only been harmful to both sides. New Manth is as anxious as Avisron to avoid economic competition turning into outright confrontation, and will be pleased to work with the Avisronian government to ease tensions.

New Manth is also pleased to hear that the Avisronian government will not prevent Manthian peacekeepers from safeguarding the property of Manthian investors and their Colonial partners during these troubled times. Elements of the 22nd Mechanized Division will be dispatched to Colony West shortly, sans heavy artillery and tanks as per the request of the Avisronian government. The commander will arrive prepared to facilitate joint command between the Manthian and Avisronian forces.

We will offer FN 303 (http://en.wikipedia.org/wiki/FN_303) at $850 each at bulk for the main rifle of your Riot Squad, providing an effective less than lethal weapon for your Riot Squads. As for the lethal alternative, the 9mm Police Special Revolver (http://world.guns.ru/handguns/hg199-e.htm) for only $450 each that can come with a rubber less than lethal round, or the standard bullet which is effective on unarmored targets, yet cannot penetrate police body armor, at any range.

Otares will be moving one of its carrier groups to a holding pattern outside of Colonial waters. While we are more than within our rights to do so we feel that a certain warning should be given as the purpose of this deployment is to increase our options should an extraction of our nationals be required. We hope that you will be able to resolve the situation and are willing to supply resources if asked.

Until such time we will concern ourselves only with our own interests and respect your sovereign borders.

(OOC: A carrier group is 1 Carrier, 3 Battleships, 9 Cruisers, 27 Destroyers, 81 Frigates. They will be keeping a respectful distance from commercial shipping and your own waters.)

Duxapudaquus Giffin of Uphaus is offended that President Lewis insinuates that these attacks are the fault of Uphaus port security. We had no list of suspects ot look out for nor have we ever heard of GATM before. He wonders how that if President Lewis was so worried about terrorists and vigilant protecting his borders they were not stopped by his nations security?

The rioters south of Timberport were undisciplined. They were not part of the military or police force and had never been fired upon before. The smoke and the whirring of bullets with the roar of the guns firing them panicked the crowd and tehy took off running in any direction that led them away from the terrifying fighting vehicles. Three men however were ready with homeade bombs made from fertilizer. They lobbed these at the vehicles but missed, the explosions innefective at doing anything but making some noise. Still, this was their mission, and they were not giong to give up. One of them pulled out a dagger and charged towards the vehicles screaming "GATM will prevail" and the other two followed suit.

Operation: Vigilant Order (Timberport offensive)

The formation of SOV.17's held its position as the crowd started its retreat. Upon witnessing several of the assailants attempt to strike the convoy with explosive weapons, the convoy commander cleared a single SOV.17 near the front of the formation to open fire on anyone who wasn't retreating.

As the three men charged the convoy, they were quickly fired upon by a 25mm. gatling gun.

Soon afterwords the convoy continued its advance towards Timberport.

Leafanistan- We regret the miscommunication that has occured between our parties, but I beleive I clearly stated that the peacekeeping force wouls be composed entirely of established allies if possible. New Manth has offered parts of his division and Azazia has also offred troops. If those do not fill the 40k non-avisronian limit there is also an offer for help from Greal. As such we fell that your troops are not necessary. As for your generous offer to train our police force, we already have an efficient riot control squad for every major city. We would, however, be interested in purchasing 10,000 of your FN 303 rifles for $8.5 million as we feel they are superior equiment to our own rifels designed to fire rubber bullets.

Frieda Gutenloe- We would be glad to accept his majesty's offer to redeploy these troops in a peacekeeping role.

Greal- If after further correspondence with the allies who have already offered their services do not meet the limit, we would be happy to welcome you to supply the remainder or any portion of it you see fit.

Sans heavy artillery and tanks, 16,740 combatants. So Greal can send however many are left after that.

In light of the situation in Colony West, and with the consent of the Colonial government and the Avisronian security forces, the Denomination of Strategy has ordered the deployment of the 22nd Mechanized Division in order to aid in restoring order.

Air over Colony West

Captain Gamil makes a few last checks as he brings his massive SuC-1 Stormbringer aircraft into Colonial airspace. The two thousand infantrymen within will be the first Manthians to touch down.

Other Stormbringers will soon arrive, carrying Shalmanesar APCs, G11 series light vehicles, and the rest of the 22nd's soldiers.

He was pleased with the response he was getting from his allies in terms of help and hoped that the peacekeeping forces would be able to quickly restore order. After sipping his tea in his office and allowing his mind to molder idly for a bit, he turned his attention to his office phone. Pressing the the line connection for his secretary he spoke, "Ms. Martin, please prepare to send out a telegraph. I will dictate it to you."

Shortly after the first gigantic Stormbringer touches down, an officer and a number of staffers exit. Approaching whoever the Colonials had sent to meet the plane, the officer throws a salute.

"Lieutenant Colonel Ahmed Qasem. Pleased to be here in Colony West. Here to make sure that our plans jive with what the government here wants, and to arrange for temporary use of Colonial facilities since we won't be constructing any long term bases of our own."

Qasem motions to a staffer, who approaches with a number of papers in a manila folder, titled Operation Shield.

"Information on how to contact divisional command, as well as a detailed outline of our contingent and operational plans. I'll give you the brief version, though. Basically, we want to spread out by brigade, or by battalion in quieter parts of the country, and concentrate on keeping the peace in urban areas. Planning to take a brigade north to Neil, leave another in Port Royal and send a third to North River. The remainder of the 22nd will spread out by battalion, two in Colony City, two in Port Firegrove and one in Port Royal as a mobile reserve in case trouble flares up somewhere else."

Quasem steps back.

"If the Colonial government has any concerns or requests, you may contact the divisional commander directly or any subordinate commander. And of course, you can always contact the New Manthian government directly."

Inside the fortifications of the Colonial military base, Lieutenant-Colonel Alexander Stanton still felt anxious and uneasy. Ever since reports of the first terrorist attacks against foreign targets, despite the protection offered by the Colonial forces also inhabiting the base, Stanton had begun to fear for the safety of his men and women. While Oceanians were certainly investing greatly in the country, they were far more low-key than several other nationalities that seemed to draw the ire of the radical xenophobes. Nevertheless, Stanton was a foreigner, and remaining stationary in his air-conditioned office was not in his nature. Mobility was his best defence, not being dug in behind static defences.

Outside Stanton's air-conditioned office, mechanics performed routine maintenance on the UK's armoured fighting vehicles deployed to Colony West, mostly main battle tanks and infantry fighting vehicles. While not broken down, so to speak, they were not remaining idle while stationed overseas, and were used actively to help train the Colonials in how to use and manoeuvre their own equipment. On the rifle range, infantrymen honed their sharp-shooting skills while some of their comrades actively assisted the Colonials in joint patrols of the perimeter.

In total, nearly 1,500 combat troops were in Colony West, ready to assist in peacekeeping operations. Stanton and his fellow battalion commanders knew not what exactly the Colonials wanted them to do, nor even where they were to deploy. But, some equipment problems aside, the UK forces in Colony West were ready to respond.

I heard his plant is working mandatory overtime, but Im not sure if tahts true. Anyway, CW if you see this, post please, even if you can't make full responses yet.
