The Empire of Deurem is currently looking to create 2 more security agencies. In spite of already having three security/police agencies that have unexpectedly done better then first percieved the Emperor wishes to decrease the stress on the three agencies his fine nation currently have. This leds me to the matter at hand.

The Empire of Deurem wishes the help of any country that is willing to help in the construction of the two new agencies that are in the works. The help needed is training.
