Why do we continue with our small squabbles? It is the opinion of this government that our national interests would be best served by uniting under common government in order to better protect both our national interests and to exert ourselves on the international stage as a force for liberation and freedom. We invite your leaders to a meeting in our capital city of Drosk to discuss the possibility of uniting our two nations.

Two nights before...

Mohammad lifted one eye to a world of activity. All around him, doctors and nurses scuttled back and forth in the dim light, talking about things he didn't understand. He looked to the left, where in a big glass box labelled "Leftovers" lay a few pieces of something. He looked down at his body, where the cut from the surgery had been stitched up below his stomach. He looked at the box again and smiled. To him, it seemed the leftover plastic was smiling back.

Mohammad leaned back in the plane as it neared the runway. He hated flying, and since the operation only two days ago, was still recovering. Nevertheless, he had to do what he had to do. As the plane smoothly took to the brakes, he almost vomited. I shouldn't have signed up for this. So stupid. Mohammad was a big man, heavily muscled with deep intelligent eyes that spoke of things to come. He regained a bit of himself after walking off the plane with his bodyguard, and tried to look normal. He looked towards the nearest important-looking person from the government of Drosk, and promptly stepped up and shook hands with him.

"Hello. I am Mohammad, and I will be acting in for Mr. Kamal, and thus, the entire Republic of Babylonia (Iraq)," he managed to say in a thick accent.

To Mr Kalam; it is our understanding that recently the nation of Drosk has made moves towards you using words like "Annexing" and "Occupation" we would like to forewarn your government about Drosk foreign policy. You may or may not have heard of the situation in Djibouti where the small nation was attack for its resources and access to waterways so they could get a firmer grip on the Red sea and enforce there ridiculous tax. Drosk are not to be trusted; they're proven track record suggests this rather than merely prejudice from us. We would not like to see our northern neighbour come under aggression from such an unstable regime. We understand you may with to join and be more inclined to trust another Muslim nation over us and that is of course your choice and we respect it.

I believe that is the principle difference between Drosk and ourselves; we respect your choices as our sovereign neighbour even if we do not agree with them. Drosk aggression speaks for itself merely ask the Djibouti civilians for their accounts of brutality by the Drosk troops attempting to annex their nation. In short we'd like to offer you an alternative to the Drosk Plan.

We offer you the opportunity to become a protectorate of the Kingdom; the difference between our offer and the Drosk is this - your people would still have a guaranteed voice. Each of your cities could elect a representative to our Senate and you yourself would be given a cabinet position to represent your region. You can also benefit from our advanced technology something Drosk cannot offer you. Also our reputation comes with us having never launched an offensive war in the name of imperialism and Babylonia would be protected with the full might of our military against Drosk and the USSM.

In return for this all we ask is that you trust us with your future and place your resources and national industries under our governmental control, abide by our laws and accent Animarnians are your brothers and sisters as we would accept you. Let us guide your path and help you to become as much a part of Animarnia as Animarnia becomes part of Babylonia. From or similarities we can create friendship and from our differences comes convictions and from our unity comes strength.

Ultimately we leave it up to you to decide your future; with no threats and no pressure and we respect any decision you make.

"Oh? Our president as Governor? You see, when we first heard of this "annexation" plan, I was sure you meant us annexing you. I tried to sketch an outline for it on my way here.

1. You'll basically retain most of your rights. Your government can act as a kind of "State Governor" kind of thing. You will have to pay a small tax to us - but remember, that the tax money we collect will be used on all of Babylonia, including your region.

2. On rights: Basically, most internal laws and such you can decide. As long as your actions don't seem rebellious or directly go against one of our laws, you will be left alone. We will send regular inspections to make sure the people are treated well.

3. You will be allowed to keep a small military, but major military equipment will be placed under our trust.

4. You can keep (Somalia) as your entire own nation. Think of the rest as a kind of shared protectorate.

I hope this will appeal to your government. I await your response eagerly."

To the Animarnian Government,

Although it may seem that Drosk has plans of annexing us, annexation usually only works when the nation about to be annexed is weaker than the one trying to annex. Although we appreciate your offer, and also the knowledge that we have a potential friend to place our trust, Drosk's lands joining Babylonia will be a very fruitful way of putting peace into these violent lands. Once that is over, I'm sure that our two nations can co-exist peacefully in the Middle East. And, as you say, Drosk's 'track record' shows a tendency for violence and rash measures. This nation, however, is only occasionally riddled by civil violence. By joining Drosk into our nation, we can create a more stable environment in the region.

Mohammad paused before answering. "Well...war isn't exactly what we're looking forward to either. If you can promise that this "Federation" is equal between our two nations, and not one stronger than the other...than I think that would be fine."

Equal representation is what we desire. Perhaps 100 representative Senate, fifty from each nation to meet in your capital city as a sign of good faith. Of course military representatives as well perhaps 40 total, 20 from each nation, these military representatives of course high-ranking officers to discuss tactics, technology and training, not armed themselves?

While we are of course saddened by your decision we respect it though if possible we ask if this is open for negotiation?

We would like to propose perhaps a less restrictive deal if you have some suggestions on this; though we see very little Drosk could offer you that we couldn't if not more; our technology is superior to theirs in every conceivable way. From civilian to Civil Technology; especially in power generation plus we don't have a trail of blood from use like the Drosk. The Drosk seem to have a habit of trying to extort what they want from other nations; the recent conflict in our south and the ludicrous attempt to extort civilian shipping we don't like speaking ill of one of our neighbours but this is a simple fact that cannot be denied. We would never extort you; while we cannot promise the same of the Drosk; even if they make overtures of peace they may attempt to overthrow you though civil insurgency.

While of course it is your decision we feel you must be appraised of the facts; the recent car bombing in Tripoli may be an example of Drosk 'peace negotiations' as there eye turns to Phoenicia; supporting revolution for a more "Drosk Friendly" Government; you too may find yourselves victims of such an attack

Well as a partner to Animarnia you would be given equal representation of course in our administration; you would need to change some of your national laws to meet ours but you would be free to enforce your laws on a local level in addition to ours. Each of your cities would be able to elect a representative to our senate and you would remain in control of your region overall like a governor of sorts. It would be more like a partnership. While it is true Drosk have recently signed a pact with the Holy Empire; Our earliest projections so there economy won't bear fruit for four decades or more; but our economy is booming; now, today. You would be allowed access to our markets and our ports since Babylonia is land locked; getting your goods to Drosk would be a problem but we have ports in the Mediterranean, Red and Animarnian Sea with access to the Atlantic and Indian Oceans. In short you could ship Babylonian exports anywhere in the world. Plus you would by extensions enjoy our good will from our friends like Honako who has vast new markets for you to invest in and opens you up for investment in your economy.

Trusting Drosk is the way of war, Trusting Animarnia is the way of peace; we ask you to choose peace. If there are any deal breakers then please bring them to our attention now and we will do our best to negotiate on the issues. No Tricks; no Gimicks and no hidden agenda's. Animarnian's pride themselves on there honesty and honour. unlike Drosk we don't make proimises we can not keep.

Would it be possible, in the nearest elecions, for example, for a Babylonian to win the election? Like, is that actually possible?

Finally....would this protectorate work like the Azures protectorate to the WEF? We have heard of this, and think that such benefits would be well...or would it be different?

It's entirely possible for a Babylonian to win the election. To do so is a little troublesome but is the same for all independent candidates without the backing of one of the main parties. Anyone can stand as a candidate but to be eligible for the ballet the candidate must get the backing of 40,000 people or more. They can then put their name on the ballet and stand as an independent. If they want to stand for one of the existing parties they will need to get the backing of that party respectively

As for the clearing up the term protectorate I find it best to essentially use a metaphor; - The Bow Relies on the Arrow, the Arrow relies on the bow but neither are linked. We would be relying on each other, both reliant on each other and independent in many ways. Essentially you would be equals; partners and friends. if you could explain more about the WEF protectorate perhaps we can make this deal more to your suiting.

If you suggest such a pact - "equals; partners and friends: - than I will take it. My main concern for this agreement was the loss of independence, which I am not sure people will like - we are proud of our heritage. Obviously, totally equal partners we can't be because we don't have that much to offer as yourself, and that would be unfair. Still, as equal as we can be to maintain that independence is fine. For example, in the event of a war, we can protect this "Federation" - including both your and our lands, while you would do the same. We can, of course, establish a free trade network to boost both our economies, and such things like we've already talked about.

We have...recieved news from Drosk about the war Carloginias is waging...although you have close relations with Carloginias, we hope that war is something you will never resort to unless explicitly provoked - and especially not on a nation so closely together in such a Federation.

Official Diplomatic note to Animarnia

As the world continues to tense and as both Droskianishk and Animarnia support the nation of Kampfers in this conflict, we would like to hope that Droskianishk and Animarnia can begin to find more common ground and to this end Droskianishk would like to invite Animarnia to a Middle Eastern Conference in order to strengthen our ties, break down trade barriers and thaw out this Arab Cold War.

Edward raised an eyebrow at the new message from Drosk; "ARAB" he almost yelled; "ARAB!" he repeated himself as a young secretary ran into the room with a bottle of hard alcohol marked 'for emergency use only' apparently 97% proof single malt whisky. Edward took a swig directly from the bottle.

"Bloody insolent little bastard!" he said his British accent coming through as the whisky slid its way down to his gut warming his insides pleasantly calming him down. The Secretary sighed with relief. It was insults like that which made her glad Rene was in charge of the nuclear arsenal and other WMD systems.

"Stacy; Have someone pack my gear; I'm going to visit Drosk for the weekend and Tell Polly She's in charge until I or Rene gets back" Edward said simply as Matt Cartwrite the Minister of defence comes into the office raising an eyebrow at the breakout of the emergency liquor.

"Yes Sir; and how many Bodyguards will you be taking?" she said starting to fill out the appropriate paperwork.

"Pfft" Edward scoffed; "Since when has any Animarnian needed bodyguards to speak to a mere Drosk" he almost laughed out as Matt gave him a concerned look, which Edward returned with a sigh. "Relax old friend; if they assassinate me; all of Animarnia goes to war; I don't think they want to bring that on themselves" he said simply as his secretary started to draft a response.
